About this file

This is a Scope of Work for a federal contract to replace door hardware and install a Grand Master Key system at four National Wildlife Refuges in Southeast Idaho.

The contractor must replace existing door hardware across Bear Lake, Camas, Grays Lake, and Minidoka National Wildlife Refuges with standardized interchangeable core locking systems meeting ANSI Grade 1 requirements and Office of Emergency Management and Physical Security (OEMPS) guidance. The three priority refuges are Bear Lake, Camas, and Grays Lake, with Minidoka included for future keying expansion. The contractor shall conduct site visits to assess current conditions, remove and dispose of existing hardware, furnish and install commercial-grade satin chrome entry lever sets, passage lever sets, single-cylinder deadbolts, interchangeable cores, and padlocks. All work must comply with manufacturer recommendations and include adjustments to ensure smooth operation and positive latching. The contractor must develop a complete Grand Master Key system allowing Complex staff, fire, and law enforcement to operate all designated locks across all four refuges using a single Grand Master key, while maintaining individual station master keys and differentiated keying for specific facilities such as fuel tanks, gates, and shop buildings. The contractor shall coordinate the final keying schedule with the Contracting Officer's Representative prior to pinning, plan for future expansion, and deliver all keys, key records, and control documentation to the Government at project completion.

Work must be performed during facility core hours (7:30 a.m. to 3:30 p.m., Monday–Friday), excluding federal holidays, with 2 days' notice to facility points of contact. The period of performance is 3 months from contract issuance, with a notional launch date of November 1, 2026. The contractor is responsible for protecting existing doors and frames, maintaining facility security, removing all debris daily, and repairing any damage caused by contractor operations at no additional cost to the Government. Project completion and acceptance occur upon Government inspection confirming all hardware installation, proper lock function, correct door operation, and successful key operation across the refuge complex.

Scope of Work

Replacement of Door Hardware and Installation of a Grand Master Key System

1. General Information

The purpose of this project is to replace existing door hardware throughout facilities within the Southeast Idaho NWR Complex at Bear Lake, Camas, Grays Lake, and Minidoka National Wildlife Refuges with a standardized interchangeable core locking system to meet ANSI Grade 1 requirements and Office of Emergency Management and Physical Security (OEMPS) guidance on perimeter door and exterior door locks. The completed project will provide a secure, uniform locking system that allows all designated locks across the four refuges to be operated using a single Grand Master key for Complex staff, fire and law enforcement, while maintaining appropriate individual keying as required at each station.

Station employees will have a master key allowing them access to all facilities and padlocks at their respective stations. Individual buildings and padlocks associated with fuel tanks, gates, and miscellaneous shop buildings will be keyed differently to allow for more controlled access. The key matrix or system will incorporate future expansion or different cores. The three priority refuges for this contract are Bear Lake, Camas, and Grays Lake. Both Bear Lake and Minidoka recently switched to a new core system on their shop facilities but will need to be included in future keying or used as the initial key system and expanded upon to meet the needs of the other stations, whichever is most efficient. A rough key matrix is available in a spreadsheet but may need adjustments after verification of station needs.

Locations and POCs:

Bear Lake NWR 322 North 4th Street Montpelier, ID

Camas NWR

2150 E. 2350 N.

Hamer, ID

Grays Lake NWR 74 Grays Lake Rd Wayan, ID

Minidoka NWR

961 E Minidoka Dam Rd Rupert, ID

2. Scope of Services The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and incidentals necessary to complete the replacement of existing door hardware at the three priority refuges.

Work shall include, but is not limited to:

• A site visit to each location is recommended to determine the best solution for the station and facilities. Assess new locks at Bear Lake and Minidoka to determine if either system can be expanded to meet the needs for the other stations for the Complex Grand Master key system.

• Re-keying all new hardware into a single master key system utilizing interchangeable cores. Perimeter and exterior door locks shall meet ANSI Grade 1 requirements and Office of Emergency Management and Physical Security (OEMPS) guidance to be compliant with government security standards.

• Providing a Grand Master key capable of operating all designated locks across the Bear Lake, Camas, Grays Lake, and Minidoka (future keying) National Wildlife Refuges.

• Providing individual change keys and master keys as required by the Government's approved keying schedule.

• Removal and disposal of existing door hardware, including door handles, locksets, deadbolts, cylinders, and related components identified for replacement.

• Furnishing and installing new commercial-grade interchangeable core entry lever sets, passage lever sets, single-cylinder deadbolts, interchangeable cores, rim cylinder housings, and padlocks where required.

• Installation of all hardware in accordance with manufacturer recommendations to ensure proper operation and alignment.

• Adjusting doors and hardware as necessary to ensure smooth operation, positive latching, and proper locking function.

• Testing each lock and door assembly upon completion to verify proper installation and operation.

3. Materials

All replacement hardware shall be commercial-grade, satin chrome finish, and compatible with the existing doors and frames. Hardware shall include interchangeable core cylinders and associated components necessary to establish a standardized locking system equivalent to the hardware identified in the project quotations.

4. Keying Requirements

The Contractor shall:

• Develop and install a complete Grand Master Key system encompassing all designated facilities within the Southeast Idaho National Wildlife Refuge Complex to include Bear Lake, Camas, Grays Lake, and Minidoka National Wildlife Refuges.

• Coordinate the final keying schedule with the Contracting Officer's Representative (COR) prior to pinning or installation.

• Plan for additional locks and cores for future expansion.

• Stamp or identify keys in accordance with the approved key schedule.

• Deliver all keys, key records, and control documentation to the Government at project completion.

• Ensure no duplicate keys are produced without written Government authorization.

5. Contractor Responsibilities

The Contractor shall:

• Coordinate work with refuge staff to minimize disruption to daily operations.

• Maintain security of all facilities during hardware replacement.

• Protect existing doors, frames, and surrounding finishes from damage.

• Repair or replace any damage caused by Contractor operations at no additional cost to the Government.

• Remove all debris and packaging materials from the work site daily.

6. Government Responsibilities

The Government will provide reasonable access to all facilities, identify doors included in the project, and approve the final keying schedule prior to installation.

7. Deliverables

Upon completion, the Contractor shall provide:

• Fully installed and operational door hardware.

• Complete Grand Master key system.

• Required Grand Master, master, submaster, and core change keys.

• Keying schedule and key control documentation.

• Manufacturer warranties for installed hardware.

8. Timing of Work

The vendor must perform site visits or work during facility core hours (7:30 am to 3:30 pm, Monday–Friday), excluding federal holidays when facility is closed. The facility’s point of contact (listed under section 1) shall be notified 2 days before expected arrival and scheduled work performance with an estimated time of arrival.

9. Period of Performance

The period of performance shall be 3 months from issuance of the contract, NTL November 1, 2026.

10. Acceptance

The project will be considered complete upon Government inspection and acceptance confirming that all specified hardware has been installed, each lock functions properly, doors operate correctly, and keys successfully operate all designated locks across the refuge complex.
