Cane River Creole National Historical Park

STATEMENT OF WORK:

Cyclic Repair of Structural Components for Two Pigeon Houses

PMIS# 190206

DATED:

July 2020

NATIONAL PARK SERVICE

SOUTHEAST REGION

Cyclic Repair of Roof Components for Two Pigeon Houses SOW CARI

Introduction:

Cane River Creole National Historical Park (CARI) is comprised of two Creole plantations. The Oakland and Magnolia plantations are sites managed under one administration and located just outside the Natchitoches, Louisiana area.

Oakland Plantation, located at 4386 Highway 494 Bermuda, LA 71456, was founded by Jean Pierre Emanuel Prud’homme, who began farming the area in 1785 and received a Spanish land grant in 1789.

Eight generations of his French Creole family lived and worked on this land, managing to keep the physical complex intact for two centuries.

Magnolia Plantation, located at 5549 Highway 119 Derry, LA 71416, was established by Ambrose LeComte II and his wife Julia Buard LeComte in 1835. However, Magnolia’s early history is rooted in mid- 1700s colonial Louisiana. In 1753, Jean Baptiste LeComte I received a land grant on both sides of the Cane River laying the foundation for a cotton plantation unrivaled in the Cane River region.

Because of the integrity of the resources at Oakland and Magnolia, both plantations have been designated as National Historic Landmarks.

Objective:

This contract shall address the roof, exterior finish, and structural components of two (2) pigeon houses located at the Oakland Plantation and one (1) pigeon house at Magnolia Plantation for Cane River Creole National Historical Park (CARI).

Contractor shall install cross bracing inside Oakland Plantation’s East and West Pigeonnier that shall be flush to the interior walls before erecting scaffolding and removing Kingpost and Finial. West Pigeonnier bracing shall be left in place during repairs and contractor shall restore building to plumb and leave bracing installed. East Pigeonnier bracing shall be removed once repairs are complete.

Contractor shall remove the temporary covers at the roof peaks on both buildings, exposing the remnants of the decorative roof finials. Once exposed, contractor shall measure, fabricate replacements, and remove the historic finials and Kingpost intact for cataloguing in Park museum collection. Fabricated replacements shall match the historic profile of the original finials (in consultation with the park) and shall be installed in-kind to sub rafters. Holes at the top of the roof, where the roof meets the finials, shall be patched to match existing roof structure and existing wood shingles.

Replacement finials shall be flashed to the patched and existing roof for waterproofing.

The Oakland Plantation west pigeonnier four panel french doors shall be replaced in-kind with new hinges and locking mechanism suitable for Park padlocks. The exterior finish of doors shall have three coats of limewash while the interior doors shall be stained.

Contractor shall install twelve metal corner wraps on both Pigeon houses at Oakland Plantation provided by Park museum collections staff. Installation shall use existing holes in corner wraps. (See Specific Requirements) Oakland Pigeonniers require interior Bousillage repairs on lower levels. Contractor shall use local ingredients (See Specific Requirements) to fill and repair voids between wood framing on lower levels.

Both east and west pigeonniers at Oakland Plantation and one (1) pigeonnier at Magnolia Plantation shall be cleaned and prepped for three coats of limewash. (See Specific Requirements)
