About this file
This is a Statement of Work (SOW) for the Bureau of Land Management (BLM), Western Montana District Office, detailing emergency vehicle upfitting services and decommissioning requirements.
The work encompasses two primary tasks: (1) complete emergency vehicle upfitting of a 2025 Ford F150 Police Responder (VIN 1FTFW1P84SKE92422), and (2) decommissioning of a 2020 Chevrolet Silverado 2500 (VIN 1GC4YLE73MF136367). For the new Ford F150, the vendor must provide and install headlight wig/wag functionality, rear taillight flashers, CELL/LTE/GPS roof-mounted puck, spotlight LED (Unity Lights 335 series), and all associated wiring and connectors. The BLM provides additional equipment for vendor installation, including Motorola and Bendix King radios with permanently mounted antennas, LED light bar (roof-centered), Havis center console with laptop mounting pole and dock, siren speaker, grill lights (red/blue, minimum 2 front and 2 rear), perimeter quarter-panel lights (4 total), under-mirror intersection lights, light and siren controller with 3-position toggle, two electronic gunlocks with plunger switches, 911 Circuits wiring harness, Setina Prisoner Maxx Storage system, Streamlight Ultra Stinger flashlight with hardwired charger, Starlink unit, bumper-mounted LED lights with rocker switches, and Tailgator LED light stick. The light control system requires progressive emergency lighting activation across three positions, directional traffic advisor controls, alley lights, cruise lights, and 360-degree white light mode. The decommissioning task requires removal of the light bar, rooftop antennas, equipment console, radios, graphics, prisoner cage, LED quarter-panel lights, and dash camera from the Chevrolet, with antenna holes sealed for water-tightness. The 911 Circuits power harness and Starlink antenna will be reused in the new vehicle. The vendor must be located within 275 miles of Dillon, Montana, with BLM providing vehicle transportation to and from the vendor's location. Work must meet Montana state specifications for emergency vehicle qualification and result in all equipment functioning properly with no remaining emergency equipment on the decommissioned vehicle.
