About this file

This Statement of Work (SOW) details the National Park Service's project for cyclic replacement of HVAC units at Big South Fork National River and Recreation Area (BISO) in Oneida, Tennessee. The project involves replacing seven aging HVAC units across four critical facilities: Resource Management Office, Tennessee Fire Cache, East Rim Maintenance Shop, and Tennessee Log Dormitory. The new units will be high-efficiency SEER-rated systems, including a mix of gas package and electric split units ranging from 3 to 5 tons, with specific installation requirements at each location.

The contract requires a licensed HVAC contractor to complete all work within 60 calendar days, including removing and disposing of existing units, installing new systems with line sets, electrical connections, condensate drainage, and programmable thermostats. The project aims to reduce maintenance costs, improve energy efficiency, and enhance facility resilience. The work will be performed Monday through Friday from 8:00 am to 5:30 pm, with the contractor responsible for all materials, labor, and compliance with safety, environmental, and building regulations. The project is identified by PMIS Number 328130A and is scheduled for March 6, 2025.

1. BACKGROUND:

Big South Fork National River and Recreation Area (hereinafter referred to as “BISO”) is located along the eastern portion of the border separating Kentucky and Tennessee.

Encompassing and protecting approximately 125,000 acres, the park was established by Congress on March 7, 1974. The park’s primary mission is to “provide management for the National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations”. The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, providing a broad range of recreational opportunities which benefit the economically challenged region.

This project will replace seven aging HVAC units across multiple critical facilities, including the Tennessee Fire Cache, East Rim Facility Complex, Resource Management, and the Tennessee Dormitory. The existing units have exceeded their expected lifespan of 7 to 10 years, leading to increased maintenance costs and a higher likelihood of unexpected failures. A proactive replacement strategy will eliminate the financial burden of frequent emergency repairs, reduce the risk of structural damage due to loss of climate control, and ensure that climate-sensitive assets remain protected.

The newly installed HVAC systems will feature high-efficiency SEER-rated units, significantly improving energy efficiency and reducing operational costs. These upgrades will also contribute to the park’s sustainability efforts by lowering overall energy consumption. By modernizing its HVAC systems, BISO will enhance employee working conditions, ensure asset preservation, and improve the long-term resilience of park facilities.
