Statement of Work

CHRONIC TOXICITY TESTING

Yosemite National Park

Objective:

Obtain accredited laboratory in California to perform Chronic Toxicity Testing to comply with state waste discharge permit requirements, for El Portal Wastewater Treatment Facility, Order Number R5-2014-0068, NPDES Number CA0081759.

Background:

Yosemite National Park operates the El Portal Wastewater Treatment Plant (EPWWTP) in El Portal, CA,on Hwy 140, just west of the Yosemite National Park boundary. EPWWTP is a one

(1) million gallon per day wastewater treatment facility that treats domestic waste from Yosemite Valley and the town of El Portal. The heaviest flows usually occur from April through October of any given year, when park visitation is at the highest.

Annual (one time per calendar year) Chronic Toxicity Testing is required by the California Regional Water Quality Control Board (RWQCB) to analyze the effluent that is discharged to percolation ponds. EPWWTP is in need of this test to satisfy permit requirements.

EPWWTP has an accredited Environmental Laboratory that is certified by the State of California. The scope of the certificate is limited to the “Fields of Testing” which accompany this Certificate. EPWWTP laboratory is not authorized to perform this test and must depend on an outside source to comply with waste discharge permit requirements. Order Number R5-2014- 0068. NPDES Number CA0081759.

Requirement:

National Park Service (NPS) will collect all necessary samples on site, not the responsibility of the laboratory. NPS will collect samples in June or July, yearly, weather dependent.

NPS will either ship samples in appropriate form to maintain set temperature limitations and hold time limitations to accredited laboratory or drive samples directly to the accredited laboratory if unable to maintain set temperature limitations or hold time limitations.

Laboratory shall verify the chain of custody order that will accompany the samples to ensure accuracy. If samples arrive or are delivered outside the established temperature and time limitations, it will be the responsibility of the NPS to resample.

Laboratory shall perform all Chronic Toxicity Testing per EPA methods.

*****Per RWQCB permit, laboratory testing of collected samples must be completed within 30 hours of sample collection and must stay within 0-6 Celsius. Any violation of these above limitations will require resampling and resubmission of samples to accredited lab*****

Laboratory Testing required:

Chronic Toxicity Testing (Control + 5 effluent concentrations)

Delivery:

For samples for EPWWTP, laboratory shall submit testing finding results directly to El Portal Wastewater Treatment Facility Laboratory Director both by email and with a hard copy sent by mail. Contact information will be provided upon award. Results shall be received no later than August 30th, yearly.
