Statement of Work Contracted Electrical Line crew
BIA Colorado River Agency, Parker, LaPaz County, AZ
INTRODUCTION
The Bureau of Indian Affairs (BIA), Colorado River Agency, Branch of Electrical Services (CRA-ES) requires skilled and qualified journeymen linemen crew to perform power system construction, troubleshooting, maintenance, repair, and emergency response services.
The CRA-ES’s power system is located in Parker, Arizona within the boundaries of the Colorado River Indian Tribe (CRIT) Reservation in La Paz County, Arizona. The CRIT Reservation and La Paz County are in the Sonoran Desert where average summer temperatures are greater than 120° F.
OBJECTIVE AND SCOPE
A key mission of CRA-ES is to provide economical and reliable power to the residential and commercial customers within the utilities’ service area within the Colorado River Indian Tribe (CRIT) reservation. The objective of this effort is for a contractor to supply complete journeyman-level line crew services to perform power system maintenance, troubleshooting, repair, construction, and after-hours and/or emergency response within the service area.
The project scope encompasses the entire CRA-ES operated electric transmission and distribution system consisting of six (6) substations, ten (10) network transformers, four (4) SF6 Power Circuit Breakers (PCB’s), fifteen (17) substation circuit reclosers, and three (3) SF6 circuit interrupters, approximately 3,200 miles of power line and 1,500 secondary transformers.
The tie-point to Western Area Power Administration (WAPA) is at Headgate substation where the incoming transmission voltage is 161 kilo-Volts (kV) and the CRA-ES transmission voltage is 69 kV transmitted the to CRA-ES substations. Outgoing from the substations is 12.47 kV to the various single phase and 3-phase distribution transformers with voltages ranging from 120 to 480 VAC. Figure 1 illustrates CRA-ES’s service area on the CRIT Reservation.
The objective of this contract is to provide an experienced line crew that will maintain, repair, modify, and construct the CRA-ES electrical system. The estimated percentages of work involved will be 70% troubleshooting and repair, 20% maintenance, 5% construction, and 5% emergency response. The emergency response outages are generally from adverse weather conditions.

SPECIFIC TASKS
TASK 1: Project Management
PROJECT LEAD: The contractor shall assign a Project Lead (PL) for the line-crew to complete the requirements in this work statement. The PL shall be the direct contact person for Government personnel (e.g., CO, COR, or COR designee) and shall be designated as "key" personnel.
Position Title: Project Lead
Minimum Education: Highschool or Equivalent with technical experience and appropriate certifications and li censing.
Qualifying Experience: Desired 4 years of relevant experience.
General Duties: Will be responsible for the following:
The PL shall be accessible via text, telephone, or by email 24 hours per day.
Within normal business hours (8:00 AM to 5:00 PM Monday through Friday except Federal Holidays), the PL shall be readily accessible.
Outside normal business hours, the PL shall respond back to the CRA-ES COR, or assigned call-out designee, within two hours.
The PL shall acknowledge being contacted and provide an estimated arrival time of line crew to CRA-ES.
The PL shall coordinate the line crew to arrive at CRA-ES within four hours of acknowledgement providing six hours total from the initial contact.
The PL is considered a key individual and essential to contract performance; the CO and COR shall be notified in writing at least five days prior to the contractor removing or replacing this individual from the contract. Any proposed replacement of key personnel shall possess similar and comparable knowledge, expertise, and certification as the original proposed key individual; it is encouraged for the contractor to provide resumes to the COR for review prior to new key personnel beginning work under this contract.
SAFETY: The Contractor shall ensure safety requirements are documented, followed, and enforced on the worksite in accordance with the contractor’s safety manual, OSHA guidance, and industry best practices.
Where the contractor’s Safety Manual, industry standards or best practices do not provide specific safety guidance, the most current American Public Power Association manual shall be utilized.
The contractor shall ensure all risks associated with line crew work are properly identified and communicated to their crew (e.g., Job Hazard Analysis).
The line-crew shall perform, and document the attendance of, pre-task hazard briefings (e.g., tailboard meetings);
the attendance document shall be made available to the COR upon request.
The contractor shall utilize Lock Out Tag Out (LOTO) protocols in all necessitating instances in accordance with contractors documented procedures.
LOTO will require interaction with Government staff to collect/gather the required information and perform LOTO procedures of equipment and devices.
Contractor shall place their own locks on key points of isolation as LOTO procedures are completed.
The contractor shall provide the required PPE and rubber insulation goods, compliant with industry standards and OSHA guidance, for all their contract personnel.
The contractor shall provide the required high voltage hand tools and equipment compliant with industry standards and OSHA guidance, for all their contract personnel.
The contractor shall ensure that all excavations comply with industry best practices and OSHA safety guidance.
Any ground disturbance shall be returned, as closely as possible, back to its original state; CRA-ES may assist with heavy equipment as necessary.
TASK ADMINISTRATION: Administration of task assignments and performance shall be tracked and evaluated via a “sliding window” type task schedule.
The typical duty day shall align with CRA operating hours (7:00 AM to 5:00 PM) Monday through Friday and shall be at least 8-hours of work with a lunch break; excluding unplanned, emergency, and after-hours response.
The PL shall schedule, with the COR, weekly meetings to establish the future task scheduling, and identify any potential issues that may inhibit the planned tasks.
The PL shall schedule, with the COR, monthly meetings to update status, guide, lessons learned, evaluate the performance of the contractor and matters pertaining to the contract.
The Task Schedule shall be planned at the beginning of each month or work week and span the period of at least two continuous weeks; one month is preferred.
The Task Schedule shall be developed by the COR and PL through negotiating reasonable task times generally allotted by industry standards.
Tasks shall be delineated at least daily; hourly may be advantageous for planning but not required; see Figure 2 - Example, Sliding Window Task Schedule.

Each planned tasking shall have an accompanied Service Order/Work Order (SO/WO) provided through the Task Schedule or designated CRA-ES employee; except unplanned, emergency, and after-hours tasks, the SO/WO shall be completed after the event is concluded.
The Task Schedule may be amended through immediate negotiation between the COR and PL, then documented by “redlining” the schedule.
At the planned weekly meeting, the PL shall provide a brief Completion Report that encompasses the time and materials consumed to complete the tasks; this enables the COR to annotate and/or close work orders.
CRA-ES shall provide all material components, except vehicles, to perform the maintenance and repairs on the electrical system; however, it may be permissible for CRA-ES to loan a specialized vehicle to the contractor to facilitate completion of CRA-ES SOs/WOs.
For Government Owned Vehicles, the contractor shall comply with all GSA and BIA driving requirements.
The COR and PL shall coordinate SO/WO with the CRA-ES materials section when materials are required.
All material usage shall be documented in the SO/WO Report to the COR.
LINE CREW: The dynamic realm of the line work generally determines the line crew size based upon the specific task in accordance with industry standards and industry best practices; the line crew shall be a mixture of the of the following as a minimum and assigned in appropriate numbers for the specific task. This crew is expected to be available full time for the Task Order’s Period of Performance.
One- Foreman Journeyman Lineman
Three- Journeyman Lineman
An Apprentice Lineman may be substituted when tasks permit (less complicated tasks).
It shall be permittable to substitute, in place of line crew members, technicians of another trade for specialized tasks (e.g., substation tasks, circuit switching, heavy equipment, etc…).
Position Title: Apprentice Lineman
Minimum Education: High School or Equivalent with technical experience and appropriate licensing.
Qualifying Experience: Desired 1 year of relevant experience.
General Duties: Includes, but is not limited to maintaining, repairing, modifying, and constructing electrical and supporting systems.
Position Title: Journeyman Lineman
Minimum Education: High School or Equivalent with technical experience and appropriate licensing.
Qualifying Experience: Desired 2 years of relevant experience.
General Duties: Includes, but is not limited to maintaining, repairing, modifying, and constructing electrical and supporting systems.
Position Title: Foreman Journeyman Lineman
Minimum Education: Highschool or Equivalent with technical experience and appropriate certifications and licensing.
Qualifying Experience: Desired 4 years of relevant experience.
General Duties: Includes, but is not limited to maintaining, repairing, modifying, and constructing electrical and supporting systems, coordinating line crew task, overseeing, and supervising line crew personnel and their work.
TASK 2: Low, Medium, High Voltage, and Substation Electrical Power System Support
The contractor shall provide a skilled and qualified journeyman line crew to perform troubleshooting, repair, maintenance, and construction of the CRA-ES power system including substations.
Typical daily tasking (day-in-the-life) shall include but are not limited to the following.
Daily safety briefing and task assignments in accordance with Task Schedule.
Electrical repairs, modifications, and/or construction shall be completed in accordance with USDA Rural Utility Specification (RUS) specifications or CRA-ES Construction Standards if not defined in the RUS.
Repair and/or replacement of transmission or distribution structures and/or power poles and associated equipment.
Troubleshooting, repair, replacement, and/or new installation of overhead and/or pad mount (single and/or three phase) distribution power transformers and associated equipment.
Troubleshooting, repair, replacement, and/or new installation of overhead and/or underground primary and/or secondary voltage-level power lines.
Transmission (69 kV) and/or distribution (12.47 kV) system circuit switching of energized and de-energized circuits.
Installation, removal, and reading of primary metering and secondary utility power meters.
Circuit Switching of energized power lines; switching orders shall be coordinated through CRA-ES and may include WAPA coordination.
Manual power meter reading on rare occasions.
Occasional vegetation management and tree trimming around transmission and distribution structures in accordance with industry best practices.
Troubleshooting, repair, and maintenance of the CRA-ES substations, not to include vegetation or pest control.
Power system switching at substation(s); however, there may be a circuit issue downstream that may require circuit switching in the effort to restore power; technicians shall be competent and certified to operate, maintain, switch, or repair electric power substations.
Support for the electrical power substations shall be determined by the severity of the event and on a case-by-case basis.
Unplanned Emergency and After-hours Electrical System Support at CRA
The PL shall be available for contact, as listed in the PROJECT LEAD paragraph, by the CO, COR, or CRA-ES call-out designee when notified to respond.
The contractor shall have the appropriate size line crew physically responded to the CRA-ES duty location within six hours of the COR notifying the PL.
The contractor shall perform efforts to restore the CRA-ES power system to a safe operational state.
These work efforts shall begin once work crews arrive onsite and shall continue consecutively until the CRA-ES power system is restored to a safe state as determined by the COR or CRA-ES subject matter expert.
All mandatory breaks, rest periods, and maximum allowable hours, as defined by safety manual or OSHA guidance, of continuous work shall be observed.
The service/work order(s) shall be completed by the second duty day.
All tasks contained in this work statement, except document production, shall be performed and evaluated in accordance with the EVALUATION METRICS.
The approximate number of unplanned emergency or after-hours support shall be sixty instances annually.
EVALUATION METRICS: Repairs and Construction and Work Order Completion
Success shall be measured utilizing the RUS or CRA-ES Construction Standard, except for specific poles utilized by CRA-ES are steel or ductile iron rather than wood in most instances.
The contractor shall be directly responsible for ensuring the accuracy, timeliness, and completion of tasks assigned.
CRA-ES acceptance inspection shall be completed by the COR or delegated subject matter expert.
Tasks submitted as complete, and upon inspection by CRA-ES designee is found to be incomplete or deficient, the contractor shall perform the required rework to bring the task up to standards.
At the end of each month, the contractor shall maintain a success rate of 90% completion of all scheduled work.
The contractor shall be directly responsible for ensuring the accuracy, timeliness, and completion of tasks assigned.
Success shall be measured by the contractor completing task or work order within the time allotted by schedule.
If a delay is experienced out of the contractor’s control, the circumstance for the incomplete work items shall be notated on the SO/WO and shall not count negatively against the metric.
DELIVERABLES / DELIVERY SCHEDULE

Acceptance/Disapproval of Deliverables: Unless otherwise specified, the Government will have a maximum of five working days from the day the deliverables are received to review the document, provide comments back to the contractor, accept or disapprove the deliverable(s). The contractor will also have a maximum of five working days from the day comments are received to incorporate all changes and submit the final deliverable to the Government.
PERSONNEL REQUIREMENT
The contractor shall maintain a copy and list of all employees’ current and valid state drivers’ licenses and Commercial Driver’s License (CDL) which is required.
All contractor personnel shall be physically, medically qualified for performing the demanding duties of electrical line work.
The contractor shall provide all contract employee training required by federal, state, and local laws and directives, as well as meet regulatory agencies.
SECURITY REQUIREMENTS
The contractor and any sub-contractors shall have no access to DOI, IA computer systems.
All Work/Service Orders and maps saved or printed our shall have PII removed.
Only work tasks information related to the physical location of the work site shall be listed on the Work/Service Order.
All Work/Service Orders, and maps will be coordinated through the COR.
The contractor shall obtain the CO's approval before releasing any information, regardless of media.
The contractor will ensure that its employees observe and comply with all DOI security policies.
Physical Security
The contractor shall safeguard all government property provided for contractor use; at the close of each work period, vehicles, facilities, support equipment, and materials shall be secured.
The contractor shall utilize the PL or designee for the accounting of materials.
The contractor shall establish and implement methods of ensuring all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons.
The contractor shall prohibit the use of keys issued by the Government by any persons other than their contractor personnel.
The contractor shall not duplicate any keys issued by the Government.
The COR may periodically inventory all keys assigned to the contractor.
The contractor shall not open secured areas to permit entrance of persons other than Contractor employees performing assigned duties or other authorized personnel, unless directed by the COR.
All areas required to be locked shall not be left unattended during duty performance and shall be re-locked by contractor personnel after completion of duties.
SPECIAL CONTRACT REQUIREMENTS
CONTRACT AUTHORITY
a. Contracting Officer's Authority. The Contracting Officer is the only person authorized to direct changes in any of the requirements under this contract, and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and solely at the risk of the Contractor.
b. Contractor's Authority.
(1) The Contractor shall not accept any instructions issued by any person employed by the U.S. Government or otherwise, other than the Contracting Officer, or the Contracting Officer Representative (COR) acting within the limits of their authority.
(2) The Contractor shall not in any way represent that they are a part of the United States Government or that they have the authority to contract or procure supplies for the account of the United States of America.
RESPONSIBILITY FOR GOVERNMENT INFORMATION
At the sole discretion of the Government, Government-furnished information (GFI) may be provided for use in the performance of the resulting contract. If GFI is provided, such information will be returned to the Government upon conclusion of the contract or as specified by the Contracting Officer, in writing.
The Contractor must protect from unauthorized disclosure any materials or information made available by the Government, or that the Contractor has access to by virtue of the provisions of this contract, that are not intended for public disclosure. The materials and information made available to the Contractor by the Government, or that the Contractor comes into contact with, in completing the resulting contract, are the exclusive property of the Government. Any information or materials developed by the Contractor in the performance of the resulting contract are also the exclusive property of the Government. Upon completion or termination of the resulting contract, the Contractor shall turn over to the Government, all materials (copies included) that were furnished to the Contractor by the Government, and all materials that were developed by the Contractor in the performance of the resulting contract.
CORPORATE CHANGES
The Contractor shall provide the Contracting Officer copies of all correspondence relating to the prime Contractor's corporate status and major corporate revisions, such as buyouts, mergers, Novation agreements, sale or dissolution, and changes in personnel policy. Potential buyout scenarios, actual buyouts, sales and dissolutions shall be disclosed in writing to the Contracting Officer as soon as possible.
TRAVEL AND PER DIEM
Travel will be included in the task orders placed against the IDIQ contract. All travel (to include local travel) shall be in accordance with the Federal Travel Regulation (FTR).
The contractor agrees to use the most economical method of travel available. Travel may require the approval of the COR. If so, it will be stated in the resulting contract. All foreign travel requires notification to the COR and approval by the Contracting Officer.
ORGANIZATIONAL CONFLICT OF INTEREST
If the contractor is providing support or anticipates providing support to BIA, that creates or represents an actual or potential organizational conflict of interest (OCI), the contractor shall immediately disclose this actual or potential OCI in accordance with FAR Part 9.5. The contractor is also required to complete and sign an Organizational Conflict of Interest Statement in which the contract (and any subcontractors, consultants or teaming partners) agree to disclose information concerning the actual or potential conflict with any proposal for any solicitation relating to any work in any task order. All actual or potential OCI situations shall be handled in accordance with the FAR.
All affirmations must state which office(s) the contractor, subcontractor, consultant, or individual supports and identify the prime contract number(s). Affirmations shall be furnished at the time of proposal submission. All facts relevant to the existence or potential existence of organizational conflicts of interest (FAR 9.5) must be disclosed. The disclosure must include a description of the action the contractor has taken or proposes to take to avoid, neutralize, or mitigate such conflict. If in the sole opinion of the Government after full consideration of the circumstances, a proposal fails to fully disclose potential conflicts of interest and/or any identified conflict situation cannot be effectively mitigated, the proposal will be rejected without technical evaluation and withdrawn from further consideration for award.
HOURS OF WORK/OVERTIME
Contractor employees subject to the Service Contract Act (SCA) or that are not exempt from the Fair Labor Standards Act (FLSA) shall work no more than 40 hours per week in accordance with the coverage requirements as stated in the
SOW.
Work is to be accomplished at the authorized Government (to include offsite meetings) or Contractor facilities. Work to be performed at other than these locations shall be approved by the Contracting Officer or COR prior to performance.
All requests by the Contractor for overtime shall be in writing, and reviewed and approved by the Contracting Officer or Contracting Officer’s Representative prior to the Contractor working overtime. Overtime (OT) Premium is not subject to profit. Premium pay is limited to SCA personnel and employees who are not exempt from FLSA.
CONTRACTOR PERSONNEL ADMINISTRATION
a. The Contractor shall ensure contractor personnel under the resultant contract/task orders are not placed in a position:
(1) Where they are appointed or employed by Government personnel or under the supervision, or direction of Government personnel or evaluation of Government personnel military or civilian.
(2) Of staff or policy-making for the Government.
(3) Of command, supervision, administration, or control over U.S. Government military or civilian personnel or of other Contractors, or become a part of the Government organization.
(4) Involving administration or supervision of military procurement activities.
b. The services performed under the resultant contract do not require the Contractor or their employees to exercise personal judgment and discretion on behalf of the Government, but rather, the Contractor employees shall act and exercise personal judgment and discretion on behalf of the Contractor.
c. Given the nature of the contract requirements and the working environment, it may be necessary for Government and
Contractor personnel to work as a team to accomplish work objectives, share knowledge, and work in a mutually supportive role. This should be accomplished while preserving the non-personal services nature of the contract.
Working in a team environment, may require the Government to provide collaboration among the contract personnel which will require work direction from the Government. Work direction means a communication to Contractor personnel that directs or approves approaches, documents, presentations, or refinements to work; fills in details or otherwise completes the general description of work or documentation items; shifts emphasis among work areas or tasks; or furnishes similar instructions to Contractor personnel.
LEGAL FEDERAL GOVERNMENT HOLIDAYS
Unless otherwise notified in writing by the CO or COR, no services will be required on the following list of observed federal holidays. An up-to-date list of all federal holidays for each calendar year is available at https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/.
The Contractor shall observe Inauguration Day as a holiday for Washington, D.C. based Contractor employees. Federal Agencies in the Washington, D.C. metro area are closed on Inauguration Day. However, Inauguration Day is not observed outside of the Washington, D.C. area and Contractor employees in those areas should report to their established duty station. NOTE: If a Public Holiday (observed on a specific calendar date) occurs on a Saturday, the holiday is observed on the preceding Friday; if the holiday occurs on Sunday, the holiday is observed by the Federal Government on Monday.
If Government facilities are closed nationwide or in specific locations for other than listed holidays by direction of the U.S. Office of Personnel Management, the Office of Management and Budget, Executive Order of the President or other Official Government entity, Contractor staff shall not report to Government facilities (except for positions designated as 24/7). If Government offices close early and federal employees are dismissed, the COR in consultation with the Program Managers and/or the Contracting Officer will make a determination on a case-by-case basis regarding dismissal of Contractor employees.
NON-PERSONAL SERVICES
As stated in the Federal Register, Volume 57, No. 190, page 45096, dated September 30, 1992, Policy Letter on Inherently Governmental Functions, no personal services shall be performed under this contract. All work requirements shall flow only from the Project Officer to the Contractor's Senior Project Manager. No Contractor employee shall be directly supervised by the Government. The applicable employee supervisor shall give all individual employee assignments, and daily work direction. If the Contractor believes any Government action or communication has been given that would create a personal services relationship between the Government and any Contractor employee, the Contractor shall promptly notify the Contracting Officer of this communication or action.
The Contractor shall not perform any inherently governmental actions under this contract. No Contractor employee shall hold him or herself out to be a Government employee, agent, or representative. No Contractor employee shall state orally or in writing at any time that he or she is acting on behalf of the Government. In all communications with third parties in connection with this contract, Contractor employees shall identify themselves as Contractor employees and specify the name of the company for which they work. In all communications with other Government contractors in connection with this contract, the Contractor employee shall state that he/she has no authority to, in any way, change the contract and that if the other contractor believes this communication to be a direction to change their contract, they should notify the Contracting Officer for that contract and not carry out the direction until a clarification has been issued by the Contracting Officer.
The Contractor shall insure that all its employees working on this contract are informed of the substance of this article.
Nothing in this article shall limit the Government’s rights in any way under the other provisions of the contract, including those related to the Government’s right to inspect and accept the services to be performed under this contract. The substance of this article shall be included in all subcontracts at any tier.
TASK ORDER CLOSEOUT
The contractor shall submit a final invoice within forty-five (45) calendar days after the end of the Period of Performance.
