Statement of Work (SOW)
Service: 1-meter and 5-meter Digital Terrain Model (DTM) Data
GENERAL INFORMATION
1.0 Background: The BIA's Safety of Dams (SOD) is tasked with producing dam failure inundation studies for use in emergency action plans and hydrologic and hydraulic reports. The use of DTM data is essential to provide accurate hydrologic and hydraulic analysis. Such analysis may include, but is not limited to, dam watershed delineation, reservoir storage capacity and downstream inundation modeling.
2.0 Scope of Service: Unlimited number of Areas of Interest (AOI) not to exceed a combined area of 9,000 square kilometers of 1-meter DTM data or a combined area of 45,000 square kilometers of 5-meter DTM data. Data must be readily available for the entire contiguous United States and Alaska. The timing of data needs is not readily known and orders may occur at any time during the period of performance.
CONTRACTOR REQUIREMENTS
4.0 Technical Requirements:
4.1 1-meter DTM Data
One-meter digital elevation models 1) must be bare-earth DEM or Digital Terrain Models (DTM), suitable for hydrologic and hydraulic modeling, 2) must have a 1-meter by 1-meter posting, 3) must have a horizontal resolution of 1-meter or finer, and 4) must have a vertical accuracy that meets a 50-centimeter root mean square error (RMSE) threshold or better or meets the 1-meter absolute error at 90th percentile (LE90) threshold or better for unobstructed areas with slope angles less than 10 degrees. In addition, all data must conform to ISO 9001:2015 standards, with ISO certified methods being used in all stages from acquisition through final edit, to create quality, accuracy, and consistency.
4.2 5-meter DTM Data Five-meter digital elevation models 1) must be bare-earth DEM or Digital Terrain Models (DTM), suitable for hydrologic and hydraulic modeling, 2) must have a 5-meter by 5-meter cell size, 3) must have a horizontal resolution of 5-meter or finer, and 4) must have a vertical accuracy that meet the 1-meter root mean square error (RMSE) threshold or better or meet the 2-meter absolute error at 90th percentile (LE90) threshold or better for unobstructed areas with slope angles less than 10 degrees. In addition, all data must conform to ISO 9001:2015 standards, with ISO certified methods being used in all stages from acquisition through final edit, to create quality, accuracy, and consistency.
5.0 Ordering and Product Delivery: All data ordered shall be defined by a polygon with coordinated defined latitude and longitude vertices. All raster data will be 1) delivered with elevation values in meters derived through bilinear interpolation, 2) stored as floating point doubles, 3) delivered as Band Interleaved by Line (.bil) file format, ERDAS Imagine file format (.img) or an equivalent file format, 4) delivered in a geographic coordinate system using a standard horizontal datum such as North American Datum of 1983 (NAD 83) or World Geodetic System of 1984 (WGS 84) and a standard vertical datum such as North American Vertical Datum of 1988 (NAVD 88), and 5) delivered via online download.
6.0 Deliverables Schedule: Individual AOI data will be delivered within two weeks after order unless other agreed upon.
6.0 Payment: Payment will be made on the awarded unit prices with quantities calculated by the defined polygon areas for which the orders are placed.
