Southwest Indian Polytechnic Institute Statement of Work
For Optic Fiber Upgrade
1.1 Introduction
The Southwestern Indian Polytechnic Institute (SIPI) is a national Indian community college operated by the Bureau of Indian Education (BIE), U.S. Department of the Interior (DOI) and is located in Albuquerque, New Mexico. SIPI was founded in 1971 with the goal of providing post-secondary education opportunities for American Indians and Alaska Natives from federally recognized tribes from throughout the United States. Instructional offerings include two-year transfer programs, one and two-year career and technical education programs, short course occupational programs, adult basic education, and a high school diploma program. Classes are offered on the Albuquerque campus and at various tribal distance learning sites. SIPI was designated a Land Grant Institution in 1994. Land Grant status facilitates the development of food and agriculture science programs involving teaching, community outreach, and research.
SIPI’s student body is comprised of American Indian students from across the country; students generally are 18 years-old and older, although 17 years old are sometimes admitted. The average annual enrollment is 800-900 students with 100+ American Indian and Alaskan Native tribes represented. The base funding for the school comes from the Bureau of Indian Affairs. There are supplemental grants from the Department of Education, other government agencies, and other education grants.
1.2 Location
SIPI is located at 9169 Coors Blvd. NW, Albuquerque, NM 87120, Bernalillo County.
1.3 Performance Time
The base period of performance is 60 calendar days from issuance of notice to proceed.
Contractor hours of operation will be performed off SIPI campus at contractor’s business location. Work times will follow the SIPI campus work day (8am-5pm, Monday through Friday or as agreed upon between the contractor and the Contracting Officer Representative (COR). All work shall be coordinated through the COR including work that may need to be scheduled after hours and weekends. But the option to work 7am- 6pm (Monday-Friday) is available, also.

2. Scope of Work Southwestern Indian Polytechnic Institute (SIPI), IT Dept. is seeking for the installation of new fiber optic termination cabling and replacement of old legacy fiber optic cables throughout the 17 campus Business, Administration, Library, Dining Hall, Technology, Gymnasium, Warehouse, modular, heating plant and dorms building MDF/IDF (node) locations on SIPI campus Albuquerque, NM. The current existing fiber network infrastructure cabling is not in compliance with today’s IEEE standards. Replacing newly compliant fiber optic cabling will fix the lag and network derogation problems the students, faculty and staff have issues with each day interfering with daily operations. The legacy fiber optic cables have many issues with existing dark fiber, broken fiber strands that needs to be replaced and upgraded to newly installed fiber optical cabling that follow BICSI national standards and methods. This will benefit network connectivity for the students 100%. This SOW will also include the procurement of necessary materials, installation of cable support infrastructure such as floor racks, cabinets, cable managers and cable trays, removal of existing cabling and the installation and testing of new fiber cabling. Including the materials needed to furnish and dress out network IDF/MDF rack, patch panels, fiber distro box, cable management and other consumables necessary to terminate the cabling such as fusion splicing.
The providing company will provide support and experience to use Appendix 1 as a guide to:
The tasks complete requirements for access are:
a) Fiber optic cables will be replaced in 17 buildings with new Fiber optic cables needed.
b) Fiber optic cables will be replaced in network primary (IDF/IMF) and secondary (node) core telecom rooms
c) New rails and server racks and all required indoor/outdoor hardware will installed for new Fiber optic project.
d) Use General Notes as a guidance on suggested and recommended fiber assessment replacement areas.
2.1 Tasks and Responsibilities
The principal tasks and responsibilities of the Contractor are:
a) Install new fiber optic cables as needed in all 17 building locations in Appendix 1 (guidance map) and materials needed described in Sections 3 and 5
b) below.
c) Consult with the project director, Jc Morgan to confirm the site location and orientation prior to installation.
d) Coordinate with SIPI Facilities/Security Office staff for the installation schedule and site

f) Give personnel names to work on campus in advance to begin background investigation process.
g) Validate the quality and accuracy of the completed work.
2.2 Objectives
The overall objectives are to: 1) to install new optical fiber in all 17 buildings locations on the SIPI campus, and 2) install new fiber cables and remove existing fiber as needed after business hours. Lastly 3) install LIU Boxes and Fiber connections both ends with ST certified connections.
2.3 Deliverables to SIPI
Provide and install new minimal fiber 72/24/12 strand OS2 Single-Mode (SM) and, or Multi-mode (MM) OM3 indoor/outdoor armored cable from building-to-building Fiber optic replacement to and from (lower-node) to building interior IDF/MFD. Each individual Fiber optic cable will use the latest epoxy or fusion termination connection ends. Which this new Fiber Optic infrastructure will be rated ready for 10 gigabit bandwidth connections to these 17 locations campus-wide with all required hardware. All existing old OS1/OM1 fiber will be removed excessed from these 17 location(s) and have new fiber installed into these 17 locations will these recommended fiber cable LIU connection(s.)

Notes:
The Contractor shall:
• check pathways, raceways, other elements for compliance with space allocations, installation tolerance, debris, hazards to cable installation, and other conditions affecting installation prior to installation.
• replace any damaged existing fiber box, connections, chase conduit as identified and reported by the COR.
• consult in advance with SIPI Facilities staff regarding placement of new/excess soil removed
• during needed excavation. SIPI Facilities and SIPI IT will provide detailed existing mapping if needed.
• perform ground excavation if needed for trenching installation of the Optic Fiber chase conduit and follow all certified fiber laying techniques.
• follow Appendix 1 map of existing fiber runs from building to building. But it will be up to the contractor to use own equipment to detect beneath underground before excavation at least 36 inches below for any other existing underground communications or service utilities.
• never exceed the maximum pulling load or exceed cable bend radius and make sure fiber runs is long enough for distance as needed and with minimal slack requirements at terminations ends. Please provide required service loop lengths in communication IDF rooms.
• Perform all network downtime connections after business hours.
• visually inspect all cable, cable reels and shipping cartons to detect possible cable damage incurred during shipping and transport
• Ground all necessary equipment and dress cabling as needed.
• Fusion splice in 72 strand breakout cable to individual fiber optic cables, extending via fusion splice optic enclosure using LC style connector on both ends of newly outdoor rated cabling using heat-shrink sleeves if needed.
• Label and certify all fiber optic strands and provide drawings of installation and certification reports of fiber optic tested cables. Labeling system shall consist of hand-held portable printer labels of appropriate to the application. The Contractor shall provide a copy of finalized plan in writing to SIPI IT. Cable identification numbers shall not be duplicated within a building.
• provide approved fire-resistant materials to restore originally designed fire rating wall, floor, under, ceiling penetrations barriers to prevent the passage of smoke, fire, toxic gas, or water through penetrations.
• All cable must be handled with care during removal and installation so as not to change performance specifications to new cabling or existing cabling and remove existing fiber cables as needed and dispose.
• Dress in all new cabling using Velcro wraps. No zip ties.
• Cleanup work areas of used debris of fiber optic cabling in room, rack, cabinet and penetration into rooms (fiber optic routing) to end destination.
• test each pair or stand to every cable prior to acceptance (100% Pass).
3. Materials The contractor shall provide and install the following materials or equivalent.
• Light interface Unit (LIU) patch panel modules/junction box(s), Single-Mode (SM)/Multi- Mode (MM) ST/LC termination ends and all necessary fiber product hardware to PASS certify connections and labels.
• Minimal OS2 Optical Fiber SM and OM3 (Recommend OM4) for MM. using 24 to 72 strand.
• Non-Armored gel-filled all dielectric core construction rated outdoor fiber cables.
• Armored Plenum (gel-free) all necessary hardware rated cable for indoor.
• Conduit grommets, pull string, standup/ladder rack, mounts if needed.
• Cable managers cable raceways indoor/outdoor.
• Wall Mount Cabinets/ Server racks with all necessary race railways. Indoor/outdoor
• Fiber Patch panel(s), Junction boxes etc.
• Splice product and hardware for fusion splice of 72 strands. Outdoor splice-cassettes, Pup Closure(s) etc.
4. Warranty Defects in materials, mechanisms, workmanship, or failure to operate properly; include shipping charges, labor costs for repair or replace of the product and measuring and reinstallation. Manufactures warranty on fencing from date of purchase.
5. Minimum Qualifications Contractor shall ensure driver has a valid driver’s license. Contractor shall meet the OSHA requirements; BISCI or IEEE certified; be in accordance to the Executive Order 134.23, Strengthening Federal Environmental, Energy and Transportation Management; and be in compliance with the Environmental Management System (EMS) required by EPA.
6. Workplace Safety Due to the nature of the educational environment of the facility and daily operations, all work shall be in accordance with common safe work practice according to the Occupational Safety and Health (OSHA) for Safety and Health Programs to prevent any accidents or injuries.
The Contractor shall comply with all applicable Federal laws and with such additional measures as the Contracting Officer Representative may find necessary. The Contractor is required to implement a ZERO INJURY PROGRAM for these services.
Safety & Security – Contractor Employee Identification. Contractor shall abide by the following prior to commencing work:
All drivers shall wear identifying apparel with the company logo visible. The Contractors company logo shall be visible on all other vehicles.
7. Review and Approval The COR or his/her duly authorized representative (POC) shall review and approve services/installation during the duration of the scheduled work and provide test certification with Optical Time Domain Reflector (OTDR) results. No cabling installation is considered complete until test results have been completed submitted in BICSI compliance and approved. Cable test(s) must be documented and submitted to SIPI IT.
8. Safety Plan Safety & Security – Contractor Employee Identification, Sign-In, and Safety Orientation
Contractor shall abide by the following prior to commencing work:
i. Sign in at the Facilities Department prior to beginning services.
ii. Wear a nametag or other identifying apparel with the company logo visible.
