Fiber Optic Design and Installation For SIPI
140A2322Q0335 Questions and Answers
1. In the Appendix 1 General Notes – Legend, on the provided campus map numbers 4 and 6 have the exact identical wording. The note 4 makes sense but see example of number 6 below: Cable 6 has one end in 105 and ends a Bld 109 Node.
Can you clarify note 6 differences from note 4?
A1: #4 and #6 are exactly the same on Attachment 1. However, please keep in mind the assessment found and used their best judgements to complete work in existing chase conduits. Separate runs can be done through existing 4 inch conduits which have a spare chase.
2. In reading note 13 below: it appears that fiber 6 goes to node 109 and breaks out to 109 TC and
110 TC.
Is Fiber 6: 72 strand OM4 from 105 109 node?
At 109 node:
• 12 strands OM4 spliced to 109TC?
• 12 strands OM4 spliced to 110TC?
• 48 strands OM4 left dark?
A2: We currently have two 24 strands fibers going from Bldg. 109 (south-node) to Bldg. 105 (east-node) by passing Bldg. 104 (north-node). A separate 12 strand; from Building 110 is fed to Bldg. 109 (south-node) to Bldg. 109 IDF LAN closet. I hope this clears the confusion on what is actually connected.
3. SOW states “Building 101 Admin (DMARC) to Bldg 105. 24 Strand.” See below drawing. Is a distance going to be provided between 105 and 101? Also, will the building 101TC location be identified? Is the 24 strands for this run SM or MM?
A3: The SIPI campus prefers OS2 SM fiber 24 strand installed distances that are over 500 feet. Using BICSI standards.
4. The SOW states: “Building 126 Green House to *new BLDG – 24 Strand”. Is the start point and distance going to be provided for this run? Since there is no existing SM fiber – the 24 stated – will this be SM or MM? (Note: 101 gig performance OM4 max distance 1,804’
A4: The exact start point is from BLDG. 100 2nd floor MDF LAN room. But, The SIPI campus prefers OS2 SM fiber 24 strand installed distances that are over 500 feet. Using BICSI standards.
5. The SOW states: “The contractor SHALL: check pathways, raceways, other elements for compliance with space allocations, installation tolerance, debris, hazards to cable installation, and other conditions affecting installation prior to installation.” The existing duct volume in certain conduit runs looks very heavy – see below 4, 5, 6, 14.
• What is the existing conduit size in place?
• Are there any empty spares? (Note: BICSI conduit fill rate is 40%)
• Will any deviation for the SOW mandated BICSI standards e.g., conduit fill rate be allowed?
• Has the COR approved the duct banks that need to be expanded to comply with BICSI fill standards? If so, are they and number of expansion conduits needed?
• Will the COR approve the duct bank expansion TBD – and we bid a footage price to install new duct and the contract modified at that time to cover the added expense?
A5: The existing runs from BLDG 104 to 105 are in two separate 4 inch conduits under 300 feet. That already have 3 existing run already installed. Yes, there is a spare 4 inch conduit already being utilized too. Ducts banks outside of SOW was not discussed.
6. The SOW states: “The Contractor SHALL: “replace any damaged existing fiber box, connections, chase conduit as identified and reported by the COR.” To proved the most cost accurate bid – are there any damaged fiber boxes or conduits know at this time? If so, what type of damage and where?
A6: To our knowledge there is no damage to any existing external quazite boxes. Just only possibility the bend radius to existing fiber cables. If there was damage to existing boxes…the current fiber would not be active, which is operational.
7. The SOW states: “…SIPI Facilities and SIPI IT WILL provide detailed existing mapping if needed…” To provide the most cost accurate bid – will detailed existing mapping be provided?
A7: Yes, this can be provided when requested.
8. The SOW states: “…c) New rails and server racks and all required indoor…” Are the new rails and server racks interpreted as the racks and Fiber Distribution boxes? There are no active components required in the SOW?
A8: In Attachment 1 - SOW “3. Materials” explains materials needed.
9. The SOW states: “…cable from building-to-building Fiber optic replacement to and from (lower node) to building interior IDF/MFD…” Is the above to be interpreted that the (lower node) is the splice case where the transition from OSP fiber is spliced together with Indoor plenum fiber that will run to the IDF/MDF?
A9: The Splicing was only suggested by Assessment completed. Separated feeds can be done to designations as needed from IDF to IDF.
10. The Map Notes state: “…recommend 24 strands fiber used as a minimum…for future expansion…” If 24 strands are quoted in lieu of 12 strands – will this impact a Best Value-Trade off in the contract award evaluation?
A10: The 24 strand needed is for redundancy and future expansion. This will be taken in account when determining Best Value.
11. Need clarification on the fiber to the green house. In the list of buildings/locations new fiber is to be ran to, it states (Building 126 Green House to *new BLDG – 24 Strand) and on the drawings it shows (Not in plan for future) and note 3A states the contractor will just re-terminate existing OS2 fiber. Need confirmation we are not being asked to quote the installation of new fiber between BLDG 100 and BLDG 126 Greenhouse and that the existing fiber has been tested and determined to be good and just needs to be re-terminated.
A11: The existing 24 strand to Greenhouse Fiber run is currently in operation. We will need a fiber run to new building in building 126. Not listed, because future build.
12. Need clarification on type of fiber optic cable requested. Under 2.3 deliverables, it states (Provide and install new minimal fiber 72/24/12 strand OS2 Single-Mode (SM) and, or Multi-mode (MM) OM3, but the various notes on the drawings states (Multimode, OM4 Fiber cable).
Need to confirm what standard of Multimode cable the contractor is to provide, OM3, or OM4.
A12: In #3. Explains what type of Fiber needed.
• Light interface Unit (LIU) patch panel modules/junction box(s), Single-Mode (SM)/Multi-Mode (MM) ST/LC termination ends and all necessary fiber product hardware to PASS certify connections and labels.
• Minimal OS2 Optical Fiber SM and OM3 (Recommend OM4) for MM. using 24 to 72 strand.
• Non-Armored gel-filled all dielectric core construction rated outdoor fiber cables.
• Armored Plenum (gel-free) all necessary hardware rated cable for indoor
13. The notes in the SOW are calling out specific CommScope part numbers. Is the government requesting the contractor specifically quote/provide these parts, or can the contractor quote/provide equivalent type parts?
A13: Part numbers are provided for brand name or equal submissions.
14. Under 2.2 objectives it states (install LIU Boxes and Fiber connections both ends with ST certified connections) but in the various notes on the drawings it’s calling out LC connections. Need clarification on what type of terminations/connections the government is asking for.
A14: #3 Material provides what Contractor must provide to complete termination of panels. If contractor is BICSI certified, they will know what is needed.
