Spring Creek National Fish Hatchery (3/19/2021) Statement of Work Incubation Building Floor Coating/Epoxy Resurfacing
1. General:
1.1 The incubation building at Spring Creek National Fish Hatchery (61552 SR-14, Underwood WA 98672) needs to have the floor stripped of all existing paint and coated with a waterproof coating/epoxy to provide a non-slip, safe surface.
1.2 The hatchery staff painted over existing coating after attempting to remove as much loose paint as possible which ultimately has proven ineffective. Patches of the new paint is pulling off the older paint as it breaks loose from the floor. The nursery floor is wet much of the year. The goal of this project is to provide a good traction floor surface to prevent slip and fall accidents.
2. Place of Performance and Period of Performance
2.1 The incubation building is located at Spring Creek National Fish Hatchery 61552 SR-14, Underwood, WA 98672.
2.2 Work needs to be performed between June 1, 2021 and completed by July 7, 2021. The incubation building is in use for fish production outside of this date range. This date range is firm. Final invoices shall be submitted in ipp.gov on or before July 26, 2021.
2.3 Normal Hatchery operating hours are Monday – Friday, 7:30 a.m. – 4:00 p.m. Hatchery is closed July 5, 2021. Work is to be performed during these hours. After hours and weekend work times may be permitted by hatchery manager. In the event of emergencies, Contractor shall provide contact information.
3. Scope
3.1 A. The contractor will provide product submittals that include product data, application requirements, etc. for the coating/epoxy product to be utilized. The product selected shall be industrial grade epoxy and provide a durable, waterproof seal with a non-slip surface when wet. Further, the coating/epoxy shall be low VOC, impact-resistant, and chemical resistant. The installation shall be completed by an applicator with a minimum of 3 years-experience in work of similar nature and scope and have experience with the specified product.
B. Hatchery staff will remove as much equipment from the floor as possible.
C. Product will be a high-performance floor epoxy such as Rust-Oleum CPS OverKrete 8100 using a 16 mils primer coat, base coat of 5-8 mils and a glaze coat of 16 mils or similar product.
D. The water will be shut off weeks prior to the work to be done. The contractor is responsible for ensuring the proper floor conditions exist and meet all manufacturer’s requirements prior to starting the floor preparation and application of epoxy coating Using:
- ASTM F 1869 Standard Test Method for measuring Moisture Vapor Emission Rate of Concrete Subfloor Using Anhydrous Calcium Chloride.
-ASTM F 21740 Standard Test Method for Determining Relative Humidity in Concrete Floor Slabs Using in situ probes.
Preparation:
E. The contractor shall remove all existing paint coating down to bare concrete. Lead test has been completed on the current floor coating (Negative Lead results). Any metal supports attached to the floor areas will be prepared and coated/epoxy as well up to curb height (approx. 3 inches) to prevent metal from rusting, floor stain, and to avoid water from penetrating under coating.
F. Prepare metal for coating/epoxy using solvent or power tool to remove any existing rust, oils or debris.
G. Concrete surface shall be mechanically abraded using a “dustless system” or something similar that will remove all laitance to provide a uniform surface.
H. The contractor is to examine the floor to determine if it is in a satisfactory condition to proceed with application of the coating system. Contractor should not proceed if conditions are not satisfactory.
I. The dust from stripping the floor must be contained and collected as much as possible.
J. The drains in the floor lead to the river and must be sealed so as not to allow any dust/debris or coating/epoxy to enter the waterway. Any debris that enters the floor channels must be immediately removed. All debris/dust that is collected must be disposed of in an approved manner.
K. The coating/epoxy color will match the existing “Red” paint as close as possible.
L. Texture/Grit will be added to the coating/epoxy to provide a suitable level of traction for a wet floor surface.
M. Prepare and coat the surrounding walls to provide an even coving of at least 6” in height from the floor.
N. The approximate area to be treated and coated/epoxy is 120’ x 60’ O. The contractor is responsible for installation, removal and cleanup of all tenting/cover material and debris generated during the project appropriately.
P. We require a 5-year warranty on the final product that would require fixing any peeling or bubbling coating/epoxy. Normal wear and tear/ use is not covered.
4. Deliverables and/or Delivery Schedule: (for extended list a bid schedule and/or use of line item detail on the PR is recommended
4.1 Completed floor/site preparation and coating/epoxy. The final product will be a well adhered non- peeling/ bubbling surface. It will be a uniform color/coating that provides adequate traction for a wet floor surface that will last for years.
