STATEMENT OF WORK
RT901 Emergency repair sinkhole and address drainage Dale Hollow National Fish Hatchery
1. GENERAL: Dale Hollow National Fish Hatchery is located downstream of Dale Hollow Lake and Dam, supplying biological mitigation and conservation related to the human environmental impacts associated with irrigation, flood control, and power generation in central Tennessee. The production of various trout is supplied from Dale Hollow Lake but the rearing of Threatened/Endangered species, visitor aquarium, visitor/staff amenities, and various operational needs are supplied from city potable water. The main hatchery entrance road is essential for all hatchery deliveries, visitation, staff and operations.
BACKGROUND: Dale Hollow National Fish Hatchery developed a 1 yard sinkhole in the main entrance road
2. SCOPE: Repair the sinkhole, investigate, and improve area drainage
1. Excavate the hatchery main road:
· Backfill the sinkhole and excavation with sufficient drainage to limit future sinkhole potential from the adjacent hillside water infiltration
2. Address Drainage
· Assess the hill and road drainage in the area and submit a cost effective remediation solution similar in cost and efficacy to the base reference possibility provided by the station.
· Station idea: Install a 12”x30’ French surface discharge storm drain
· Slope the drain at standard nominal angle matching the surface discharge elevation
· Install perforated spillways into the French drain channel for adjacent hillside and sub-road soil drainage
· Pour commercial traffic rated reinforced cement with a 1-2” channel for commercial traffic rated metal grating
· Install the metal grating
3. Repair ground/road
· Compact the backfill flush with adjacent soil – no seeding required
· Compact the road area and upgraded drainage as needed and fill/compact asphalt
4. Invoice & Equipment:
· Include line items for travel, rental, parts, labor, and each piece of equipment purchased
· Any tool/equipment purchases funded 60% or more by the contract will remain on station upon work completion.
5. Disposal, safety & cleanup
· The hatchery has 1 yard of dumpster volume available for weekly use, the contractor is responsible for all disposal above this amount
· Hatchery visitation will remain open to the public and daily fish loads will be leaving the facility. The road west of the sinkhole and all of the nearby grassy areas are able to be closed and used as needed
· Work with the station to close the road or parking lot as needed (as long as one route remains for fish trucks).
3. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:
The period of performance is 60 days after Notice to Proceed is given. A written request (email) requesting for inspection to the Contracting Officer for a final inspection. Once all punch list items are complete and signed off by the station manager, a Certificate of Substantial Completion will be given. Contractor must provide to the Contracting Officer prior to requesting final payment: Release of Claims Certificate and warranties letter.
