Demolish Structures in Multiple Areas Olympic National Park part 1- general information

The intent of this project is to remove all structures, above ground improvements, in-water improvements, and miscellaneous debris, and scarify the landscape, at multiple sites in Olympic National Park for the purpose of restoring the landscape to natural conditions. The contract will consist of a base bid and two options. The base bid includes removal of Cabins # 1, 4, 5 and 14 at the Kalaloch Lodge. Option #1 is for removal of improvements to the former Webber property at 413 North Shore Road in the Quinault area of the park. Option #2 is for removal of all improvements to the former Allen property, Clallam County Parcel Number 153010-330275, at Rocky Point on the eastern shore of Lake Ozette.

1.0 Description of Work

Prior to any on-site work the contractor shall provide the required 14-day notice for the specified work to the Olympic Regional Clean Air Agency.

Contracted hazardous materials surveys for all identified properties have been completed and will be provided to the selected contractor. The reports identified the following findings:

Surveys will be provided prior to start.

To the greatest extent possible, all work of the project shall remain within existing road corridors and impacted sites. The contractor shall take great care to avoid impacting any vegetation on site. The contractor will keep park roadways clear of mud, rocks and debris created associated with project work.

Between April 1 – September 23 work shall be restricted as follows:

· work shall only occur between two hours after sunrise and two hours before sunset.

· work activities shall be limited to tasks that do not produce sounds louder than ambient noise levels—such as, dismantling structures and hauling away debris.

· work such as using chainsaws, breaking up concrete, mortared or asphalt structures shall not occur (until after September 23).

· Demolition work that is planned prior to August 31 will require park inspection for presence of nesting bat colonies. If any active colonies are present at a structure, demolition of that structure will be postponed until after the breeding season ends. In the unlikely event that the contractor encounters bats with flightless young in a structure after August 31, work will be halted for not longer than four weeks.

All structures and refuse removed from the sites must be disposed of, recycled or salvaged, in accordance with federal and state regulations outside of the park’s boundaries. The method of removal may be determined by the contractor. If contractor anticipates that completion of work will impede traffic on roadways, they must provide traffic control and one-week advance notification to the park.

The Park has made every effort to identify all major elements of the project below. Contractor is responsible for verification of quantities and all miscellaneous, ancillary elements. The intent is that all above ground man-made elements and select below ground elements as described below be removed, and the landscape scarified so it may be restored to natural conditions.

Approximate quantities for removal work to be performed at each site is as follows (see attachment 1 for maps and photos):

Cabins adjacent to the cabins identified for removal will be occupied by Lodge guests during the performance period. Work at these sites will be confined to the hours of 8:00 am- 5:00 pm, with no operation of machinery to occur until 9:00 am to minimize impacts to Lodge guests. All furnishings and serviceable fixtures have been removed from the cabins. Demolition shall be performed using mechanical equipment in accordance with OSHA 29 CFR 1926 standards. Contractor shall ensure debris is sorted for recycling or salvage where feasible in compliance with EPA Construction Waste Management Guidelines and NPS sustainability directives.

· Remove all driveways. If necessary to prevent soft road shoulders following removal, import base material to harden road shoulder for the width of the driveway to a distance of 36 inches from the road.

· All cleared sites shall be graded level with cobbles larger than ¾” diameter removed from the surface and left suitable for seeding and mowing.

· Prior to seeding, spread a minimum 1”, maximum 2"of Cascade Bark (Brady Trucking of Sequim, WA) Pro Blend Soil or approved Equal, make even with the surrounding grassy areas, and rake into an even plane

· The park will provide sufficient seed to adequately cover the area.
