About this file

This document is a Statement of Work (SOW) for the Concrete Walkway Mall Ramp project at Steamtown National Historic Site (NHS), managed by the United States Department of the Interior's National Park Service. The project aims to safely dismantle and remove the existing walkway ramp structure, with work scheduled from July 1, 2025, to October 1, 2025. Key objectives include site preparation, excavation, and installation of a new concrete ramp, with specific technical requirements such as using 3,500 psi concrete, installing #4 rebar, and creating an 8-inch wide, 42-foot long curb.

The project involves complex logistical coordination, including obtaining insurance certificates, working with the Pennsylvania Northeast Regional Railroad Authority and Delaware-Lackawanna Railroad, and coordinating with the NPS Yard Master. Safety protocols are paramount, with the National Park Service providing a flagger and establishing clear communication channels. The scope includes comprehensive site restoration, ensuring the area is returned to a safe and stable condition, with all excess concrete and construction waste removed. The final phase involves a thorough site inspection to confirm all project aspects have been completed satisfactorily.

Concrete Walkway Mall

Ramp at Steamtown NHS

The Concrete walkway Mall Ramp project at Steamtown National Historic Site aims to safely dismantle and remove the existing walkway ramp structure and associated materials. This project is essential for improving site safety, enabling future site development, and ensuring compliance with environmental standards.

Pre-Removal Assessment:

Conduct a visual inspection of the existing ramp to assess its condition and identify any underlying issues that may need to be addressed during removal.

Site Preparation:

Secure the work area, ensuring the safety of personnel and visitors.

Establish barriers and signage to prevent unauthorized access to the site during removal operations.

Notify stakeholders, including Steamtown management about the scheduled work and expected timelines to ensure proper coordination.

Gather all necessary tools and materials for the project, including:

Replacement materials:

3,500 psi concrete Fasteners (screws, nails, brackets) Safety equipment (gloves, safety glasses, etc.)

Scope Removal of Existing Ramp:

Use appropriate tools (e.g., saws, pry bars) to carefully dismantle the existing wooden ramp.

Take precautions to avoid damage to surrounding structures and landscaping during removal.

Dispose of the old ramp material in accordance with local regulations (recycling where possible).

Installation of New Concrete Ramp:

Remove Existing Ramp and Debris: Clear the site of the existing ramp and discard debris. The area of the concrete walkway is 42 feet x 15 feet 4 inches.

Excavation: Ensure precise dimensions in the excavation to facilitate proper curb installation on both sides. Install concrete carb 8 inches wide 42 feet long curb. Dig an 18-inch-wide trench to a depth of 38 inches along the marked area on both sides. Ensure that the site is safe for public access and that no hazards are left behind.

Drill into existing concrete to tie in curbs with rebar.

Install #4 rebar every 2 feet on center (O.C.)

existing concreter wall vertically and 3 #4 epoxy rebar on both curbs. Install concrete carb 8 inches wide 42 feet long curb.

Form and pour curbs with 3,500 psi concrete.

Saw cut the curb evenly, north south, east west with cuts no more than 10.5 feet apart.

Backfill and tamp both sides of the curbs evenly with modified fill, at least 6 inches lift.

Dig down to the required depth of 16 inches for concrete slab, add 6 inches of 2B stone. Slab work area is 15 feet 4 inches across and 42-foot length of the slab. Deep of 6 inches with install 3-inch chairs, welded wire mesh and ties installed, with 3 saw cuts split up evenly. Install ½ inch expansion joint with cap on the inside of curbs. Slab height will match both wood walkways with 6 inches reveal.

Ensure the width of the excavation is adequate to accommodate the slab dimensions, typically slightly larger than the slab itself (allowing for formwork or edging).

Ensure a quality pour of 3,500 psi concrete

Inspect the area where concrete will be poured, ensuring it's clear of debris, vegetation, or standing water.

Confirm the dimensions and layout to ensure accuracy in pouring. Use a slump test to ensure consistency if mixing on-site.

Coordinate delivery of ready-mix concrete if not mixing on-site. Ensure that delivery is timely to minimize delays.

Use a vibrating tool to consolidate the concrete and remove any trapped air bubbles.

As the concrete begins to set, use a trowel to smooth the surface of curb. For larger areas, use a finishing broom to add texture for slip resistance.

Applying curing compounds to reduce evaporation.

Implement safety protocols to protect the work area and ensure pedestrian safety.

Ensure the work area is secure, with barriers or signage as necessary.

Material Handling and Disposal:

Ensure compliance with environmental regulations regarding the disposal of removed materials.

Remove and transport all debris and materials resulting from the dismantling process, including fill from excavation.

Logistical Coordination:

Certificate of Insurance evidencing that Contractor has added the Pennsylvania Northeast Regional Railroad Authority and the Delaware-Lackawanna Railroad as additional insureds.

PNRRA ground to ensure efficient logistics throughout the project.

National Park Service (NPS) will provide a flagger for our upcoming work scheduled. This will help ensure safety and proper railroad traffic management during the operations.

Establish direct communication with the Steamtown NHS Yard Master to facilitate access to the work area. NPS being the lead on this project the NPS watchman can coordinate with the DL dispatcher/DL

SPP to set up boundaries and permissions. NPS will provide flagger for work.

NPS Yard master will coordination with Pennsylvania Northeastern Railroad Authority (PNRRA) and Delaware, Lackawanna (D&L) Work with the PNRRA and D/L to utilize the necessary tracks for access to the work area. This will be managed through the Yard Master at Steamtown Please coordinate with the flagger upon arrival and ensure that all work adheres to safety protocols. If there are any questions or further discussions needed regarding this arrangement, feel free to reach out to NPS yardmaster 570-840-2098.

Site Restoration:

After all materials have been removed, restore the site to a safe and stable condition.

Fill any excavated areas and ensure that the ground is level and suitable for future use. All excess concrete is to be removed with all construction waste.

Final Inspection and Reporting:

Conduct a final inspection of the site to ensure all aspects of the coal dock removal have been completed satisfactorily.
