About this file
This document is a Corrective Action Plan Summary Report for the Kodiak Triplex contaminated soil excavation project. The report was prepared by Travis/Peterson Environmental Consulting, Inc. for Redoubt Industries, Incorporated in November 2006 (Project Number 1266-02). The U.S. Fish and Wildlife Service Kodiak Triplex building, located at 512 Mill Bay Road in Kodiak, Alaska, required remediation after contractors discovered diesel contamination and two abandoned underground storage tanks during building improvements in August 2006. The corrective action involved excavating approximately 140 cubic yards of contaminated soil from a rectangular area measuring 22 feet by 25 feet by three feet deep. Field activities were conducted on August 25, 2006, with contaminated soil stockpiled at TC Enterprises' lot on West Rezanof Drive in a bermed, lined containment area. Approximately 600 gallons of groundwater accumulated in the excavation and was pumped through an activated carbon drum into 300-gallon holding tanks before being discharged on site after sample analysis confirmed all analyte concentrations were below Alaska Department of Environmental Conservation (ADEC) cleanup levels.
The excavated soil was transported to the Kodiak port on October 19-20, 2006, and shipped to Seattle on November 10, 2006 for disposal at General Environmental Management's landfill in Kent, Washington. Laboratory analysis by SGS Environmental Services included field screening using photo-ionization detector (PID) headspace analysis and confirmation sampling for diesel range organics (DRO) and BTEX (benzene, toluene, ethylbenzene, and total xylenes). Results indicated limited DRO contamination remaining in soils along the foundation wall, with concentrations measuring 380 mg/kg beneath the porch and 5,270 mg/kg beneath aboveground storage tanks—both exceeding the 250 mg/kg cleanup level. However, the report concluded that contamination does not appear to impact the crawl space beneath the building or groundwater at the site. The consulting firm recommended that ADEC issue a conditional closure for the property given that further excavation would require demolition of the porch and removal of the aboveground storage tanks, which would compromise the building's structural integrity.

1.0 INTRODUCTION
The U.S. Fish and Wildlife Service Kodiak Triplex building is located at 512 Mill Bay Road in Kodiak, Alaska (Figure 1). During the course of building improvements to the Kodiak Triplex in August, 2006, contractors discovered diesel contamination and two abandoned underground storage tanks (USTs) buried along the north side of the Triplex. On site contractors contacted Travis/Peterson Environmental Consulting, Inc. (TPECI) to perform an initial investigation to determine the extent of contamination and the extent of remediation necessary to remediate the site.
On August 9, 2006, TPECI personnel investigated the extent of contamination at the Kodiak Triplex property. Field screening of soil around the suspected area of contamination was performed using headspace analysis with a photo-ionization detector (PID). TPECI performed headspace analysis on the excavation walls near the building and at varying depths in several locations around the initial excavation, which was covered and left in place after contamination was discovered. Based on soil the screening results, TPECI recommended excavating a rectangular area measuring approximately 22 feet by 30 feet by three feet deep (Figure 2). Although no groundwater investigation was performed, TPECI concluded it was probable that petroleum products had impacted groundwater.
Following the site investigation and a review of available monitoring information, TPECI developed the Kodiak Triplex Contaminated Soil Excavation Corrective Action Plan & Health and Safety Plan (CAP) for general contractor Redoubt Industries, Incorporated.
1.1 PURPOSE
The purpose of this project was to excavate contaminated soil surrounding two abandoned USTs and to treat groundwater that collected in the excavation.
2.0 FIELD ACTIVITIES
Field activities occurred on August 25, 2006. Personnel from TPECI and TC Enterprises were on site during all field activities. A photographic log of field activities is included in Appendix A.
After TPECI collected baseline samples from beneath the stockpile liner, TC Enterprises personnel constructed a bermed, lined containment area for contaminated soil stockpiling at the TC Enterprises lot on West Rezanof Drive (Figure 1).
After completion of the containment area, TPECI and TC Enterprises began work at the Kodiak Triplex. TC Enterprises pumped groundwater that had accumulated in the excavation through an activated carbon drum and into 300-gallon holding tanks. Approximately 600 gallons of water was pumped from the excavation.

After accumulated groundwater was removed from the excavation, TC Enterprises began excavating contaminated soil. Excavation began with removing contaminated soil from along the foundation wall of the Triplex and from around pylons supporting the building’s front porch.
TC Enterprises removed as much soil as possible without threatening the building’s structural integrity along the wall and around the pylons. Afterward, the excavation proceeded west in front of the porch. TPECI field screened the walls of the excavation as work proceeded. When field screening suggested contaminant concentrations were diminishing, headspace analysis was performed using the PID. Contamination diminished quickly as the excavation proceeded west for approximately three feet. TPECI collected one sample from beneath the porch to characterize any remaining contamination which could not be reached. TPECI also collected one confirmation sample from the western end of the excavation.
After excavation to the west was completed, TC Enterprises excavated soil from the bottom of the pit until groundwater began to fill the excavation. Afterward, as much soil as possible was removed from along the Triplex wall to the east of the initial excavation. An aboveground storage tank (AST) behind a bush and a fence prevented removal of all contaminated soil along the foundation wall to the east. TPECI collected one sample from the excavation wall beneath the AST to characterize any remaining contamination which could not be reached. By this point, the excavated soil had filled the containment area, so the containment area was extended. The extension was constructed in the same manner as the original containment area. TPECI collected two characterization samples from the first contaminated stockpile.
After the containment area extension was completed, excavation proceeded north away from the Triplex. Excavation extended approximately two feet past the initial excavation wall before PID screening results diminished. Excavation also continued east around the AST for approximately five feet. As much soil as could be removed without threatening the AST’s structural integrity was excavated from around the AST fencing.
After excavation was complete, TPECI used a PID to screen for organic vapor in the crawl space beneath the Triplex building. No organic vapor was detected. TPECI also looked for other evidence of contamination entering the crawl space. No sheen was visible on water pooled in the crawl space, and no petroleum odor was detectable in soils along the north wall of the Triplex.
2.1 EXCAVATION
TC Enterprises was responsible for excavation and associated procedures. Public access to the excavation area was limited by construction cones and safety fencing. Contaminated soil was removed from the pit with an excavator and transported to the containment area at the TC Enterprises lot with a dump truck. The completed excavation measured approximately 22 feet by 25 feet at its longest and widest points, respectively. TC Enterprises excavated and stockpiled an estimated total of 140 cubic yards of contaminated soil in accordance with all applicable Alaska Department of Environmental Conservation (ADEC) guidelines and regulations.

3.0 SAMPLING
3.1 FIELD SCREENING
TPECI used a MiniRae 2000 PID to screen soils throughout the excavation and during stockpile characterization. TPECI calibrated the PID using a 100 parts per million (ppm) isobutylene standard.
Field screening was conducted by using a small funnel to direct soil vapors to the PID. When field screening showed diminished vapor concentrations, the headspace method was used to obtain more precise results. When screening the excavation walls, soil was screened approximately every 10 feet along the wall, or approximately every 50 square feet. The excavation floor was saturated with rising groundwater, which did not permit soil screening.
When screening the stockpiles, three PID readings were collected for every 50 cubic yards of excavated material. Field screening was conducted at approximately 55 degrees Fahrenheit.
3.1.1 PID Results
TPECI screened 20 locations along the excavation walls (Figure 3). TPECI considered PID readings above 20 parts per million (ppm) to be contaminated. The results of PID soil screening are shown in Table 1.

TPECI collected two baseline samples from beneath the contaminated soil stockpile to characterize conditions at the site before storage of contaminated material. Both samples were analyzed for DRO and BTEX. No analytes were detected in either sample.
TPECI also collected one sample and on duplicate sample from water pumped from the excavation. Water was treated by pumping it through an activated carbon drum at an approximate rate of one gallon per minute. Both samples were analyzed for DRO and BTEX.
No analytes were detected in either sample.
3.2.1 Analytical Results Discussion
This section summarizes analytical sampling results. SGS performed all sample analyses. A copy of the analytical results is available in Appendix B. All samples were analyzed for the presence of DRO and BTEX.
Confirmation samples C1 through C4 were collected from the walls of the excavation to characterize contaminant levels remaining at the site. Samples C2 and C4 were collected from the northwest and northeast corners of the excavation, respectively, to confirm that all soil above ADEC cleanup levels was removed. Samples C1 and C3 were collected from the excavation walls beneath the porch and AST, respectively, to characterize any remaining contamination which could not be removed.
Samples C2 and C4 showed all analytes below ADEC Method 2 Migration-to-Groundwater cleanup levels. Sample C1 was collected from beneath the Triplex porch. All analytes in Sample C1 were below ADEC cleanup levels except DRO. The DRO concentration in Sample C1 was 380 mg/kg, while the appropriate cleanup level is 250 mg/kg. Sample C3 was collected from beneath the AST along the Triplex wall, east of the excavation. All analytes in Sample C3 were below ADEC cleanup levels except DRO. The DRO concentration in Sample C3 was 5,270 mg/kg. Cleanup levels and a summary of analytical results for the excavation are available in Table 3 on the previous page.
The contaminated soil stockpile was estimated at approximately 140 cubic yards. Therefore, three soil samples were collected from the stockpile. Therefore, four soil samples were collected. All analytes in DSP 1, DSP 2, DSP 4, and DSP 5 were below ADEC cleanup levels

except DRO, which was detected at 2,740, 10,600, 137, and 1,830 mg/kg, respectively. A summary of analytical results for the stockpile is available in Table 4 on the previous page.
3.3 DEVIATIONS FROM PLAN
Due to time constraints, headspace analysis of the contaminated stockpile was only performed before the collection of samples DSP 1 and DSP 2. Headspace analysis was not performed on the extension of the contaminated stockpile, before collection of samples DSP 4 and DSP 5.
4.0 CONCLUSIONS
TC Enterprises excavated approximately 140 cubic yards of contaminated soil from the Kodiak Triplex property. Excavated contaminated soil was transported to and stockpiled at the TC Enterprises lot on August 25, 2006. The stockpile was underlain by a 20-mil liner and a felt pad.
A 20-mil liner was secured over the top of the stockpile to prevent water from entering the soil.
The excavation was backfilled with clean fill from a local materials site. The soil was containerized and transported to the Kodiak port on October 19-20, 2006, and was shipped to Seattle on November 10, 2006 for eventual disposal at a landfill operated by General Environmental Management in Kent, Washington. TPECI will provide a certificate of disposal to the ADEC once disposal is complete. Water pumped from the excavation was discharged on the Triplex property in accordance with ADEC procedures after sample results demonstrated all analyte concentrations were below ADEC cleanup levels.
Analytical sampling results indicate that limited DRO contamination remains in soils along the Kodiak Triplex foundation wall on both sides of the excavation. Contamination remains beneath the porch west of the excavation and beneath the ASTs to the east. However, based on excavation of soil around both the porch and ASTs, contamination appears to extend five feet or less in each direction. Further excavation would require demolition of the porch and removal of two ASTs and would compromise the building foundation. Contamination does not appear to be impacting the crawl space beneath the Triplex or groundwater at the site. Because remaining contamination at the site cannot be reached, TPECI recommends the ADEC issue a conditional closure for the Kodiak Triplex property.
