Scope of Work Summary: McNary National Wildlife Refuge Sealcoat Project
This is a Scope of Work document for a sealcoating services project at McNary National Wildlife Refuge located at 497 Gallant Road, Burbank, Washington 99323. The U.S. Fish and Wildlife Service (FWS) requires contractor-provided labor, equipment, and materials to sealcoat an asphalt paved hiking trail approximately 6,300 feet long and 5 feet wide. This represents the second sealcoating of the trail, which was originally constructed in 2019. The contractor must prepare the existing surface by removing all foreign material and ensuring it is dry prior to application, repair any structurally unsound asphalt including alligator cracking and rutting, and apply sealcoat uniformly using mechanical means such as rubber-faced squeegees, brooms, or distributor bars. Application is restricted to ambient temperatures of 55 degrees Fahrenheit or higher and surface temperatures of 60 degrees or higher, and cannot occur within 24 hours of forecasted rain or freezing temperatures. Traffic must be restricted for approximately 24 hours until the sealcoat is thoroughly cured.
The period of performance is 124 days following the Notice to Proceed, with an approximate timeframe of June 15, 2026 to October 15, 2026, with work completion required by October 15, 2026. The government will award a firm-fixed-price contract based on anticipated hours worked during the performance period. The contractor must provide monthly invoices clearly identifying hours worked by each assigned employee and submit for approval any subcontractor listings or Form 1413 approvals as applicable. Contractor personnel are considered key personnel. The government will provide access to required space, supplies, and facilities but will furnish no equipment or services; the contractor is responsible for supplying all materials and equipment outlined in the contract. Contact points include Katherine Maikis (Technical Point of Contact) at McNary NWR and Cindy Salazar (Contracting Officer) in Portland, Oregon.
