The project will be awarded to the bidder who is qualified, has the lowest price and is able to complete the project by June 30, 2023.

This Scope of Work is requested to provide sufficient sampling, testing and an assessment for Asbestos Containing Material (ACM) and Lead prior to repair, remodeling, and the demolition of building(s) and possible soil disturbance of potential contaminated lead soil.

3. GUIDELINES

The inspector's primary contact will be Refuge Manager, Joe1Vos located at the Green Bay NWR. Access to the buildings will need to be scheduled Monday-Friday between the hours of 7:00 am and 4:30 pm. Note: These buildings are located on Plum Island and Pilot Island and transportation to the islands will need to be coordinated with the Refuge. Contractor is responsible for all transportation cost to Washington Island, WI. Contractor will coordinate travel from Washington Island to Green Bay NWR (Plum island and Pilot Island) with Refuge provided transportation.

The inspector shall take sufficient samples of all suspected ACM building materials and commercial products, components with lead (e.g., Lead Pipe, Paint) in accordance with guidance provided in this document or stricter state regulations and have them analyzed by a state certified laboratory for Lead and Asbestos.

Destructive testing to building walls and floors shall be performed in inconspicuous locations and sealed to prevent the release if necessary or damage from weather.

Suspect asbestos and other samples shall be collected following professional protocols with appropriate sampling tools and leak-tight containers.

Each suspect sample shall be individually numbered, recorded on a sample log, description of material and location sampled, quantified, and submitted under chain-of-custody to a laboratory certified under the Environmental Laboratory Accreditation Program.

Any sampling debris (i.e., protective clothing, contaminated wipes, respiratory cartridges, etc.) will be the responsibility of the contractor. As such the contractor assumes all liability for the correct disposal of suspect ACM, ACBM waste, and lead waste.

A) ASBESTOS

The building assessment surveys will identify friable and non-friable asbestos-containing-materials (ACM) and asbestos containing commercial products. The survey shall consist of the identification, measuring, quantifying, testing and estimating the cost of removal of Regulated Asbestos Containing Material (RACM), Category I and Category II non-friable asbestos containing building materials, and commercial products that contain asbestos material. This survey shall be performed by a Wisconsin Licensed Asbestos Building Inspector.

1) INSPECTION PROCEDURE

I. Proper bulk sampling methods for suspect ACM will be followed. Proper bulk sampling methods are defined as wetting with amended water, encapsulation after sample collection, and clean-up of debris associated with sample collection.

II. Obtain randomly distributed samples from each homogeneous area as listed in Table I. A material may be assumed to be ACM without sampling or based on the analytical results of fewer samples.

III. Locate and quantify all homogeneous areas of surfacing materials, thermal system insulation, miscellaneous materials, and asbestos commercial products in areas to be demolished or renovated. Note any possible asbestos debris that is present due to deterioration or damage in the above areas. Unless assumed to be ACM, all types of floor tiles in all layers must be inspected and sampled.

Whenever necessary, destructive sampling must be done to access ducts and/or pipes in walls or chases and in areas above suspended ceilings to determine if ACM is present for buildings scheduled for demotion. In buildings that are not scheduled for demolition, the report shall identify areas where destructive testing was not conducted.

IV. Analysis of suspect ACM bulk samples through Polarized Light Microscopy (PLM) shall be performed by persons or laboratories with proficiency demonstrated by current successful participation in a nationally recognized testing program such as the National Voluntary Laboratory Accreditation Program (NVLAP) or the National Institute for Standards and Technology (NIST) or the Round Robin for bulk samples administered by the American Industrial Hygiene Association (AIHA) or an equivalent nationally recognized round robin testing program.

V. The laboratory should delineate sample layers (i.e., VAT and mastic; drywall, mud, and tape; cloth wrap and mag; etc.).

VI. Tabulate results by property address. Show the location and square or linear footage of each homogeneous area. Quantify all assumed materials such as floor tile and resilient roofing and siding as ACM (note multiple layers). If ducts and pipes inside walls could not be visually inspected, they must be assumed ACM.

The inspector's name, address, phone number, certification number and date of inspection must appear on each report.

VII. Provide an estimate for remediation of asbestos containing material.

2) ACM sample material shall be analyzed and retained by the laboratory for 30 days in case the Service requests follow on point count analysis.

TABLE I - Minimum Sampling Requirements for Asbestos Containing Materials (The materials listed in this table are provided as common examples and are not a complete list of building components or equipment that require testing.)

Quantities of samples to be obtained per homogeneous area are:

(NOTE: Discretion shall be exercised when defining homogeneous areas, giving consideration to all factors which could reduce the number of samples required.)

Material Type Number of Samples Size of Homogenous Area

Surfacing materials

3 <= 1,000 square feet

5 > 1,000 square feet and <=5,000 square feet

7 > 5,000 square feet

Thermal System Insulation

3 each homogeneous area

Each homogenous area of patch less than 6 linear or 6 square feet

Each homogeneous group valves, fittings, elbow tees, hangers

0*

Inspector has determined that the thermal system insulation is fiberglass, foam glass, rubber, or other non-ACBM. * Need to note on inspection that location of material was seen.

Miscellaneous Material*

- Each layer of floor tile,

- Resilient sheet goods,

- Paper backing of sheet flooring,

- Mastic,

- Resilient roofing,

- Siding materials

- Each homogeneous areas of ceiling tiles,

- Slate flooring and roofing.

- Slate or transite siding,

- Drywall/drywall joint compound systems,

- Etc.

3 The minimum of three samples

Additional sample may be obtained at the discretion of the inspector based upon the square footage of the homogenous area:

3 <= 1,000 square feet

5 > 1,000 square feet and <=5,000 square feet

7 > 5,000 square feet

Other – Asbestos Containing Products:

- Asbestos Gloves

- Fireproof Safes

- Asbestos Gasket

- Etc.

1* Material that are labeled asbestos containing do not need to be sampled but shall be inventoried.

Note: When debris is identified that corresponds with identifiable suspect ACM or ACBM, utilize the correct Homogeneous Area Numbers corresponding with the suspect material.

B) LEAD

The building assessment surveys will identify components with lead (e.g., lead piping) and lead-based paints on concrete, masonry, wood, drywall, and metal surfaces found at specific buildings located at Green Bay NWR. This assessment is to include the interior and exterior of all structures specified for the survey to be performed. This survey shall be performed by a Wisconsin Licensed Lead Inspector or Risk Assessor.

1) INSPECTION PROCEDURE

I. Locate and quantify all homogeneous areas of lead-based paint and components with lead (e.g., lead pipe) in areas to be demolished or renovated. Note the condition of the lead-based paint. Note any possible lead-based paint debris that is present due to deterioration or damage in the above areas.

II. All layers of paint to include the substrate shall be analyzed III. Bulk samples shall be of sufficient material to provide Total Threshold Limit

Concentrations (TTLC) IV. Analysis of samples shall be performed by persons or laboratories:

1) Accredited by National Lead Laboratory Accreditation Program (NLLAP), or

2) An XRF Lead Analyzer that

a) Registered for use in the State of Wisconsin

b) Part of a National Leal Laboratory Accreditation Program (NLLAP)

c) Annually calibrated (Certification on Site)

d) Daily calibration checks
