3.2 CONSTRUCTION
A. General
1. Saw Cutting and Joint Sealing - Saw cut, clean, and seal joints in a continuous operation. Either dry or wet cutting is allowed.
Clean dry-sawed joints with a stream of air sufficient to remove all dirt, dust, or deleterious matter adhering to the joint walls or remaining in the joint cavity. Blow or brush dry material off the pavement surface.
Clean wet-sawed joints with a water blast, 50 pounds per square inch minimum, immediately after sawing to remove any sawing slurry, dirt, or deleterious matter adhering to the joint walls or remaining in the joint cavity. Immediately flush all sawing slurry from the pavement surface. Blow wet-sawed joints with air to dry joint surfaces.
Do not allow traffic to knead together or damage the sawed joints. If cleaning operations cause interference with traffic, provide protective screening.
Place the sealant when the pavement surface temperature is 40 °F or higher.
Discontinue operations when weather conditions detrimentally affect the quality of forming joints and applying sealants.
Submit a copy of and adhere to the manufacturer's recommendations for heating and applying the joint sealant. Heat the joint sealant in a heating kettle. Do not heat the sealant above the safe heating temperature recommended by the manufacturer. Do not hold the material at the pouring temperature for more than 6 hours and do not reheat the material.
Place a bond breaker tape designed for use with hot-poured sealant in the bottom of the saw cut joint.
Seal the joints with an applicator wand when the sealant material is at the pouring temperature. Heat or insulate the applicator wand to maintain the pouring temperature of the sealant during placing operation. Return the applicator wand to the machine and recirculate the joint sealant material immediately after sealing each joint.
Seal each joint such that, after cooling, the level of the sealant is no more than 1/8 inch below the pavement surface, but not above the pavement surface. Use a squeegee to ensure that a 3-inch wide band is centered on the finished sealed crack.
Wait for the sealant to be tack free before opening the joint to traffic. Do not spread blotter on the sealed joints to allow early opening to traffic.
2. No crack sealing or filling material shall be applied in wet cracks or where fog, frost, and snow or ice is present nor when the ambient temperature is below 40 deg. F. All cracks are to be dried prior to material application.
3. A hot air lance shall be utilized to remove dirt, debris, vegetation, and moisture, just prior to installation of the crack sealant or filler. Loosened fragments encountered while cleaning shall be removed. The hot air blasting shall be conducted in two steps. The first pass shall be made along the crack in a steady fashion and should clean and heat but not burn the surrounding pavement. The second pass of the hot air lance shall completely remove all debris and particles.
4. In areas where hot poured joint material was previously used and where bond has broken, that area shall be cleaned prior to sealing or filling. After the cleaning of the cracks, all material removed from the cracks shall be removed from pavement surface by means of power sweepers, hand brooms or air brooms, to the satisfaction of the CO.
B. Crack Sealing
1. Crack sealing will be applied to cracks where the average crack width is greater than 3/16 inch and less than 1 inch. Cracks with widths less than 3/16 will not be sealed. Cracks shall be cleaned to make a sealant reservoir to the depth of the crack or at least 3/4 inch deep. Cracks greater than 3/4 inch deep shall have backer rod. Backer rod shall be placed to seal the full-width of the crack, multiple sections may be required. Cracks shall not be "over-filled" by more than 1/16 inch. Checking for bond shall be conducted a minimum of 24 hours after the installation of the sealant, by attempting to peel the "cooled" material from crack channel by manual methods. In areas with insufficient bond the sealant shall be removed and re- sealed, at no additional cost to the NPS.
2. The crack sealant material shall be applied with the nozzle in the crack channel, so that the channel is filled from the bottom up and air is not trapped beneath the material to a slightly overfilled condition and then leveled with a squeegee in a 3 inch to 4 inch width band across the crack with a thickness of 0.06 inch to 0.10 inch. After cooling, the level of the sealant shall be no more than 1/8 inch below the pavement surface.
Cracks with insufficient quantity shall be re-sealed in accordance with the specification requirements, at no additional cost to the NPS.
3. The blotter material shall be applied immediately after finishing and in a thin layer fully covering the exposed treatment material.
4. Spilled or excess material shall be removed from the pavement surface.
5. If flushing solvents are utilized, the operator must ensure that they do not contaminate the sealant or filler materials.
C. Crack Filling
1. Cracks where the average crack width is greater than 1 inch and less than 2 inches shall be filled with hot asphalt concrete. The mix shall be composed of performance-graded asphalt binder and fine aggregate conforming to AASHTO M 320.
2. The depth of the mix placed shall match the existing bound pavement depths and shall be compacted flush or a maximum of 3/16 inch below the surface of the existing pavement. The crack filled area shall subsequently be crack sealed as specified above and over-banded by a minimum of 1 inch on either side of the filled crack.
The finished band width shall not exceed 4 inches and the crack should not be "over-filled" by more than 1/16 inch.
