About this file
This document is an Amendment 2 to a Request for Information (RFI) for a National Park Service project involving pavement work on McPherson Way. The amendment addresses three specific contractor questions regarding the project's technical specifications. Key clarifications include: (1) no sieve analysis testing is required, (2) fog seal application cannot be substituted with seal coat, and (3) driveway patching/sealing is considered incidental to the overall surface treatment and should be factored into unit pricing. The project involves surface treatment using fog seal without aggregate and crack sealant application, following specific technical specifications outlined in Sections 32 12 16.13 and 32 01 17.61. The solicitation number is 140P4325R0024 and the project is associated with the Department of the Interior National Park Service Northeast Region.

140P4325R0024 – CACO Pavement McPherson Way Amendment 2; RFIs: 4-6
Question 4: Please confirm no sieve analysis testing is required for any portion of this project.
Response 4: Correct. Sieve analysis is not required under the current Scope of Work or technical specifications. The material requirements for the blotter are based on conformance with AASHTO gradation limits, but no submittal or testing for sieve analysis is specified.
Question 5: Would the government consider seal coat as an alternative to the fog seal application? If not, would an alternative means and methods to apply the Spray Hot Pour-ASHTO m301 be acceptable.
Response 5: No substitutions or alternate materials are approved. The specified treatment is a fog seal without aggregate, consistent with Section 32 12 16.13. Bids should be based on the materials, application method, and treatments described in the contract documents. Please note, the crack sealant material (AASHTO M301) is to be applied per Section 32 01 17.61 using standard industry equipment and practices, unless otherwise stated.
Question 6: Please confirm how many feet of patching and sealing should be factored into both existing driveways.
Response 6: The intent is to provide a continuous, uniform fog seal treatment along the existing roadway, including transitions into each driveway as necessary to provide a smooth and visually consistent surface. Driveway patching or sealing is not a separate quantity — any incidental coverage at the driveway interface should be factored into the unit pricing and included as part of the overall surface treatment.
