May 2023
1. BACKGROUND
The purpose of this Statement of Work is to enter into a service agreement with a licensed and certified alarm company to provide 24 hour, 7 day a week monitoring of multiple fire and intrusion alarm systems at Grand Teton National Park
The Base performance period work shall commence on August 1, 2023 and run through July 31, 2024. There will also be 3 option years. All systems need to be commissioned and monitoring needs to begin on August 1, 2023. The park holds an existing monitoring contract and there shall be no break in monitoring service between contracts.
2. SPECIFIC REQUIREMENTS
A. The National Park Service (NPS) Contracting Officer's Representative (COR) or Dispatch Supervisor shall provide the offeror a list of up to four names and phone numbers to set up a calling protocol for fire, intrusion and trouble alarms. The offeror shall have sufficient infrastructure and personnel available to receive fire, intrusion and maintenance alarm calls at the locations cited below, 24 hours a day, 7 days per week during the performance period. Offeror shall coordinate any necessary emergency response by immediately calling the responsible park staff or park designated agency as soon as any zones go into alarm.
B. As part of this service agreement, offeror shall include any and all costs associated with travel, labor, parts or subcontractors needed to reprogram and verify/map as necessary all current alarm panels and sensors listed on this contract so they may be properly monitored and identified should a trouble or alarm occur.
C. This contract does not allow the repair of any existing equipment, but should a problem be identified during the reprogramming, the trouble is to be noted so the park may have it repaired at a later time.
D. The fire and intrusion alarms to be monitored have two phone lines dedicated to alarm monitoring and were commissioned by a licensed alarm monitoring company and the NPS AHJ upon installation. The offeror shall ensure their equipment and staff successfully communicate between dialers and the central station before any payment shall be made by the NPS.
E. This contract shall allow for the addition or removal of individual monitored locations as the needs of the park changes.
F. There are a total of 21 alarm panels and 2 elevator phones. The 2 elevators reside in the same building as 1 alarm panel. There is one location that utilizes 2 panels for fire and intrusion. All other alarm panels reside in unique locations. This provides for a total of 21 physical locations to be monitored. Of these 21 locations, all 21 are monitored for fire but only 4 are also monitored for intrusion. All panels are located within a 40 mile radius of the parks headquarters located in Moose, Wyoming.
