The contractor must maintain all containers in good condition, clean vehicles and equipment to professional standards, provide a contract manager available during normal hours, maintain workers' compensation and liability insurance per Minnesota and Wisconsin requirements, submit written safety and spill plans for government evaluation, provide first aid kits and OSHA-compliant training, and establish 24/7 points of contact for service issues. St. Croix National Scenic Riverway
Solid Waste and Recycling Services
SCOPE OF WORK
NATIONAL PARK SERVICE
January 8, 2026
BACKGROUND: The St Croix National Scenic Riverway is a park administered by the National Park Service (NPS), and is located in two states: Wisconsin and Minnesota, stretching across eleven counties.
REQUIRED SERVICES: The contractor shall furnish all labor, management, supervision, materials, licenses, permits, tools, materials, equipment, vehicles, dumpsters, insurance, transportation, and equipment for refuse collection and recycling at four locations at the St Croix National Scenic Riverway. The park reserves the right to place unbagged solid waste into the dumpsters. The contractor shall perform to the contract standards along with adhering to local, state, and federal regulations. The contractor is encouraged and expected to use innovative approaches to effectively and efficiently accomplish this scope of work at a reasonable cost.
SOLID WASTE and RECYCLING LOCATION /COLLECTION REQUIREMENTS:
Location #1. The Namekagon District Maintenance Facility is located at: W5483 Hwy 63, Trego, WI 54888.
• A 6 cubic yard trash dumpster and 2 cubic yard recycling container shall be placed within the existing established location, located north of the maintenance complex next to the employee parking area.
• Collection of refuse, debris, garbage, and other allowable solid waste shall adhere to the following schedule: Once per week during the months of May through October and once every month during the months of November through April.
• Collection of recyclables shall occur once per month at this location.
Location #2. The Lower District Maintenance Facility is located at: 1009 County Road S, Dresser, WI 54009.
• A 6 cubic yard trash dumpster and 2 cubic yard recycling container shall be placed within the existing established location, located south of the fenced area in the gravel parking lot.
• Collection of refuse, debris, garbage, and other allowable solid waste shall adhere to the following schedule: Once per week during the months of April through October and once every other week (twice per month) during the months of November through March.
Collection of recyclables shall occur once per month at this location.
Location #3. The Marshland District facility is located at: 15975 Hwy 70, Pine City, MN 55063.
• A 6 cubic yard trash dumpster and 2 cubic yard recycling container shall be placed within the existing established location, located within the existing fenced area on the gravel parking area.
• Collection of refuse, debris, garbage, and other allowable solid waste shall adhere to the following schedule: Once every other week (twice per month) during the months of May through September and once during the months of December and March. Solid waste removal and recycling removal need to be coordinated with the Contracting Officer’s Representative (COR) for December and March as NPS staff are not always present.
• Collection of recyclables shall occur once per month during the months of May through September for a total of 5 pick-ups.
Location #4. The Osceola Landing Facility is located on the Minnesota side of the St. Croix River, Adjacent to the town of Osceola, WI.
• One (6 cubic yard) trash dumpster shall be placed in the existing established location, located in main (non-motorized) parking lot and be serviced May through September, weekly, 4 times per month for a total of 20 pick-ups.
• One (4 cubic yard) recycle container shall be placed in the existing established location, located in main (non-motorized) parking lot serviced May through September, weekly, 4 times per month for a total of 20 pick-ups.
• One (4 cubic yard) trash dumpster shall be placed in the existing established location, located in the grassy area just off the north side of the motorized parking lot boat ramp and be serviced May through September, weekly, 4 times per month for a total of 20 pick-ups.
Construction Impact Notice: Osceola Landing (Fall 2026 – Spring 2029)
A construction project is scheduled to take place at Osceola Landing from fall 2026 through spring 2029. During this period, the following contract changes will occur at the direction of the contracting officer:
• Removal of 4-cubic-yard trash dumpster: The dumpster currently located in the grassy area on the north side of the motorized parking lot will be removed at the direction of the Contracting Officer, and a cost deduction / modification will be applied accordingly.
• Relocation of waste and recycling containers: The 6-cubic-yard trash dumpster and the 4-cubic-yard recycling container will be moved from the non-motorized parking lot to the grassy area on the north side of the motorized landing parking lot.
• Note / Information for the Non-motorized parking lot closure: The non-motorized parking lot will be unavailable for public use throughout the project, as it will serve as the construction staging area.

1.1. Collection Disruption. The contractor shall notify the COR of any conditions that may interrupt the performance such as blocked container sites, delays due to security measures, and vehicle breakdowns. Collections as a result of authorized delays shall be performed the next business day. The contractor shall coordinate these disruptions with the COR. The contractor shall collect refuse material during periods of inclement weather. In cases of severe weather, the COR may authorize exceptions. When exceptions are granted, the contractor shall make up all missed collections within 24 hours after the severe weather has terminated, unless the COR authorizes additional time.
1.2. Holiday Schedule. The contractor may elect to schedule pickup days on a holiday. Contractor is advised that holiday weekends (Memorial Day, 4th of July, and Labor Day weekends) are particularly busy times for the park areas and their schedules shall reflect the increased workload. The contractor will be provided flexibility on holidays but the contractor will be responsible for picking up refuse the following business day if normal pickup days fall on a Holiday if contractor is not operating.
1.3. Operational Hours. The contractor shall establish routes and schedule based on the most cost-effective and efficient method. Pickups shall be scheduled only between 7:00 am to 4:00 pm daily, Monday through Friday. Collection outside designated hours shall require approval by the COR.
1.4. Collection Points. The contractor shall position containers for ease in depositing refuse. This may require repositioning of containers from time to time. The contractor shall also position containers to minimize interference with adjacent parking areas, sidewalks, roadways, overhead utilities, trees, rummaging by animals, and other potential obstructions. Contractor shall not relocate any container without the approval of the COR. No additional collection points can be added without the approval of the CO. Additional collection points requested by the contractor, if approved, shall not result in any cost to the Government.
1.5. Determining Quantities of Waste and Recycling. The contractor shall provide a front load 6 cubic yard dumpster at each designated location for solid waste and a front load 2 (3 cubic yard at Osceola Landing) cubic yard container for co-mingled recycling (aluminum, glass bottles and jars, tin, #1 and #2 plastic) at designated locations. The park reserves the right to place un-bagged solid waste and recycled materials into the dumpsters.
1.6. Maintaining Collection Area. The contractor shall return the containers to their original location after servicing, in an upright position with the lids securely in place. The contractor shall immediately clean spills and debris that may occur during servicing of containers. The contractor shall collect all refuse on the ground in and around enclosures or within 10 feet of the containers, whether spilled by the contractor or placed there by park visitors.
1.7. Disposal. The Contractor will transport all accumulated solid waste and recycling from the Park to Environmental Protection Agency (EPA) approved landfills. Documented proof such as EPA agreement with a signed letter of approval of such operation from the Minnesota or Wisconsin Departments of Environmental Quality or from the EPA approved landfill shall accompany all quotes. The only items not required to be picked up under this contract are tires, batteries, large appliances (refrigerators, stoves, and air conditioners), paints, liquid gas, or any other hazardous material. Disposal shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permit or fees associated with the use of disposal locations.
2. CONTRACTOR FURNISHED PROPERTY. The contractor shall furnish all personnel, vehicles, equipment, trash and recycling containers, and container maintenance required to perform refuse collection and recycling. Containers shall be a solid color of dark green, dark brown, or black, and should be free of graffiti or other unwanted markings.
All containers placed at Osceola Landing shall be the same color. Lids shall be provided and functional to prevent debris from flying away in the wind and to prevent animals from entering containers.
2.1. Equipment Maintenance. The contractor shall maintain all contractor provided containers ensuring they are free of unpleasant odors, dirt, debris, and pests.
All containers must remain in good, serviceable condition, with no leaks. If container damage occurs as a result of contractor negligence it shall be replaced at no additional cost to the Government. The contractor shall perform all cleaning, painting, repair and other maintenance tasks on contractor provided equipment. The contractor shall coordinate with COR on the replacement of a container if needed. Trucks and trailers used for hauling and collecting shall be washed as necessary to ensure they are free of odor, dirt, debris, and pests.
Contractor vehicles and equipment shall not have any waste, or equipment leaks such as oil or hydraulic fluid. Should any contractor vehicles or equipment have any leaks, the contractor is responsible for cleanup.
2.1.1. Bulk Container Cleaning. Clean bulk containers to ensure they are free of unpleasant odors, dirt, debris, and pests. Cleaning should include thoroughly washing containers with steam, soap or detergents and water.
Bulk containers used for food waste shall be cleaned at least monthly.
2.1.2 Bulk Container Markings. Containers, at minimum, shall have the contractor’s name marked on the container. The markings shall be readable from 10 feet away.
2.2. Contractor-Furnished Vehicles. Contractor vehicles shall have the company name prominently displayed on both the passenger and driver sides of the vehicle.
Vehicles shall be maintained and cleaned to present a neat, professional appearance. All vehicles shall be registered, licensed, insured, and operated in a safe and serviceable condition. Vehicles found to be unsafe or mechanically unsound shall be restricted from operating in the Park. Vehicular repairs shall not be performed in the Park. The COR may inspect the contractor’s vehicle(s) at any time and direct the removal of all unsafe vehicle(s) from the Park. The Contractor shall have sufficient equipment to ensure completion of contract requirements in the event of equipment failure.
2.3. Contractor Personnel. Contractor personnel shall present a neat, professional appearance and be easily recognized by wearing clothing that signifies the company. The contractor shall have competent personnel who are trained and capable of handling minor injuries. Additionally, each work team shall be provided with first aid kits complying with OSHA and state requirements to care for minor injuries normally sustained by contract personnel performing duties associated with refuse collection.
3. SAFETY & ENVIRONMENTAL COMPLIANCE. The contractor shall comply with all provisions of the Occupational Safety and Health Act (OSHA), and state, local, safety, laws. The contractor shall immediately report to the Contracting Officer and COR and all accidents resulting in personnel injury or death or damage to property while performing this contract. Offerors shall submit a written safety plan for review and approval by the government. The safety plan shall be submitted in conjunction with the price quotes and will be used as an evaluation factor.
3.1. Safety and Health Standards. The contractor shall comply with all NPS safety standards and all OSHA standards. The contractor shall initiate and maintain programs to comply with the provisions of OSHA concerning entry requirements in confined spaces and handling potential hazardous substances. Resolution of citations for violations of Occupational Safety, Health Act Safety, and Health Standards is the contractor’s responsibility.
3.2. Contractor’s Spill Plan. The Contractor shall submit for approval a Spill Plan that covers the actions the contractor shall take in the event of a spill. A spill is defined as material coming from one of the refuse containers or from one of the vehicles used in collection operations. The spill plan shall be submitted in conjunction with the price quotes and will be used as an evaluation factor.
3.3. Insurance. The Contractor shall be insured in accordance with States of Minnesota and Wisconsin insurance regulations. The Government is not responsible for damage to Contractor’s equipment, vehicles, tools or materials or their employees and the personal property brought on-site. The Government will not accept any liability due to contractor personnel negligence.
3.4. Workers Compensation: The contractor shall furnish proof of workers compensation insurance to the Contracting Officer for those employees performing work related to this contract and shall comply with the Workman’s Compensation Laws of the States of Minnesota and Wisconsin.
3.5. Liability: The Contractor shall maintain a level of insurance that will protect the contractor and the Government from any claims as a result of bodily injury (including death) and property damage which may arise from and during the performance of this contract and shall submit proof of insurance to the Contracting Officer.
3.6. Motor Vehicle & Traffic Regulations. Contractor personnel operating motor vehicles shall possess a valid driver's license. Driver and vehicle permits, licenses, registrations and proof of insurance shall be maintained in the vehicle at all times and made available upon request. Contractor personnel shall comply with federal vehicle motor law requiring seat belts be worn at all times.
Contractor personnel shall adhere to the posted speed limits. Contractor personnel shall comply with all pertinent Federal Motor Carrier Safety Administration Rules and Regulations.
4. QUALITY ASSURANCE
4.1. Contractor Point of Contact (POC). The contractor shall establish and maintain an office where the contract manager or alternate(s) can be contacted during collection hours including weekends and holidays. The contractor shall provide the Contracting Officer phone numbers and email addresses where service calls and complaints/issues can be reported. The contractor shall provide to the Contracting Officer the names and phone/mobile numbers of contractor POCs for after business hours to include nights, weekends, and holidays. This information shall be revised whenever personnel changes occur. Notifications of deficiencies with the contract shall be made through the contractor’s front end or dashboard.
This notification shall be disseminated to contractor personnel and identified National Park Service personnel.
4.2. Performance Evaluation. This contract is subject to a performance evaluation.
Following the end of each contract period and at contract completion, a government evaluation will be forwarded to the contractor. The contractor may submit written comments, if any, within the time period specified in the evaluation transmittal. The contractor’s comments shall be considered in the issuance of the final evaluation document. The Contractor Performance Assessment Reporting System (CPARS) will be utilized for the performance evaluation(s).
4.3. Non-Payment for Additional Work. Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed Contracting Officer, except as may be explicitly authorized in the contract, shall be performed at the financial risk of the contractor.
Only an appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.
5. SAFETY REQUIREMENTS AND REPORTS. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the COR and CO as soon as possible (but not longer than 12 hours) after of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact.
Provide a completed copy of required Accident Investigation Reports to the CO and COR within five calendar days of each occurrence.
6. CONTRACTOR PERSONNEL REQUIREMENTS
6.1. Contract Manager. Provide a contract manager (and alternate during periods of time when the contract manager is not available) who has full authority to act for the contractor on all matters relating to daily operation of this contract and be responsible for the performance of the work. The contract manager (and alternate) shall be available during normal duty hours to meet on the installation with government personnel. The contract manager shall be able to read, write, speak, and understand the English language.
6.2. Contractor Employees. Employees shall be in clothing that easily identifies them as an employee of the contractor. All contractor employees must be able to read, write, speak, and understand the English language.
6.3. Personnel operating motor vehicles shall comply with States of Minnesota and
Wisconsin and National Park Service motor vehicle operations requirements at all times.
7. SPECIAL TRAINING. The contractor shall provide environmental, health, and first aid/CPR and safety training to ensure compliance with all federal, state, county and local laws or regulations. This training shall include hazardous waste and PCB waste recognition, operations, maintenance, safety, health, environmental controls, and emergency response training.
