About this file

This Statement of Work (SOW) outlines requirements for drain replacement and plumbing upgrades at the West Entrance Comfort Station in Joshua Tree National Park, California. The work involves removing a 3x7' concrete slab in the pipe chase to access and replace problematic plumbing that currently prevents proper drain cleaning due to incorrect pipe orientations and 90-degree angles. The existing system causes backups and cross-contamination between men's and women's facilities.

The contractor must install new ABS pipes with proper sweeps connecting to the 4-inch septic tank drainline, following ICC IBC, IPC and local codes. Key requirements include providing a third-party inspector to verify code compliance and performance testing, submitting photo documentation, and completing all work by March 30, 2025. The contractor must provide a price schedule and a one-page technical narrative describing their approach. The prime or subcontractor must be a licensed General or Plumbing Contractor, provide a one-year labor warranty, and maintain an on-site superintendent to manage quality control, safety and scheduling. Work hours are 6:00 AM - 5:30 PM Monday through Friday, with backfilling and concrete replacement to be performed by park personnel.

Statement of Work

Drain Replacement and Upgrades to the West Entrance Comfort Station

Part 1: Scope/Background/Objective

1.1 Scope of Work

The contractor shall remove a portion of concrete slab (Approx. 3x7’) located in the pipe chase of the West Entrance comfort station to gain access to all plumbing that converges in the center of the pipe chase. Once the piping has been located existing pipe will be removed and replaced with pipe orientations that allow for proper cleanout of the pipes when clogs occur.

1.2 Background

The west entrance comfort station currently has an issue with the routing of pipe coming from toilets, sinks, vents, and urinals. Currently the pipes from opposite sides of the comfort station converge across from each other instead of being routed with sweeps making clog removal impossible. When a line in the men’s bathroom is being snaked it comes out of the drainpipe of the women’s side of the bathroom due to lack of directional sweeps in the plumbing. There are no sweeps in the piping that route pipe cleaning equipment towards the septic tank. Due to this flaw in piping setup, park employees have not been able to get the pipes fully cleared in over a year as there is no way to make cleanout equipment turn 90 degrees to continue with unclogging of the existing pipes.

It is believed that when a contractor conducted small tilework in the comfort station two years ago, they dumped the tile debris into the drain of the comfort station which is now clogged. This clog has prevented the pipes from draining properly which causes backups during times of heavy usage. When any water is introduced into the drain system it will backup out of the floor drains.

A scoping of the building drains in September of 2024 indicated that the piping was installed incorrectly and needed to be removed with proper piping orientations installed.

1.2 Objective

The objective of this contract is to remove the existing slab over the center of the pipe chase and dig down to locate the existing piping. The exact layout and makeup of existing piping is unknown at this time. Then the contractor will remove all required pipes and replace them with ABS pipes that connect to the septic tank’s drainpipe. The septic tank has a 4 inch drain pipe. All work will follow current ICC IBC, IPC and local codes.

The new pipe will join up with the drainpipe that empties into the septic tank. It is estimated that a section of approx. 3x7’ will need to be removed in order to dig down to the existing pipes. Backfilling of fill material and replacement of the removed slab will be conducted by park personnel.

Part 2: Contractor Tasks & Supplies

The contractor will conduct the following:

• Sawcut, jackhammer, and remove the slab inside the pipe chase of the comfort station. Enough of the slab will be removed so access can be gained to all pipes located underground within the pipe chase.

• Existing piping will be removed and corrected to ensure future cleanout is possible.

• All new piping will be installed with proper sweeps to allow for future snaking of drains to be directed towards the septic tank.

• Photos will be taken of all new work before backfilling and provided to the Buildings and Utilities Supervisor.

• After the new piping is installed, curing will be allowed to complete so the pipes can be tested for leaks.

• A third-party inspector is required to ensure planned piping follows applicable codes and will ensure all work is being conducted to code.

• The third-party inspector will submit the results of a performance testing inspection after ensuring no leaks are present.

• Verification of the above requirements will be submitted to the Buildings and Utilities Supervisor by the third-party inspector.

• Once the piping has been determined to not have leaks and the third-party inspector has approved all work the project will be considered complete

• A permit is not required for this work.

• All backfilling of fill material in the area in which the concrete slab was removed will be backfilled by park employees.

• The concrete section that was removed to gain access to piping will be repoured and finished by park employees.

Part 3: Contract End Items
