3D Virtual Tours Scope of Work and Technical Requirements
Project Description The National Park Service (Southeast Region) is seeking proposals to develop three-dimensional virtual tours of “The Oaks” – Home of Booker T. Washington, and the George Washington Carver Museum, both located at Tuskegee Institute National Historic Site in Tuskegee, Alabama.
The goal of this project is to enhance public awareness of the important Civil Rights sites protected and preserved by the National Park Service so that people from all walks of life can learn about the important people who fought for, and successfully achieved, constitutional protections of American Civil Rights. The project should also increase accessibility to these two sites by offering ways for visitors to access the sites in-person, or from home, regardless of time of day, to accommodate a broad spectrum of visitors with varying abilities to travel and interact with the sites in person. This access should assist individuals as well as educational groups in exploring Civil Rights.
This project will result in virtual tours and collections for both “The Oaks” and the George Washington Carver Museum. Virtual tours should include a user-driven interactive version as well as recorded video version with narration, sub-captions, and background music and audio effects. Additionally, between 30 and 60 artifacts housed in either “The Oaks” or museum will be scanned as 3D objects and incorporated into the tours.
Background
Tuskegee Institute National Historic Site: Designed, built, furnished, and operated by African Americans during a time of repression in Reconstruction-era Alabama, Tuskegee Institute became a beacon of hope for African Americans seeking to improve their condition through education and self-sufficiency. Tuskegee Institute played an important role in providing economic and educational resources to make the entry of African American pilots into the military possible, although on a segregated basis. Tuskegee Institute was one of a very few American institutions—and the only African American institution—to own, develop, and control facilities for military flight instruction. “The Oaks,” is a historic house with historic furnishings and artifacts related to the life of Booker T. Washington. The George Washington Carver Museum was established in 1941 and continues to house exhibitions related to the life, work, and genius of George Washington Carver.
Scope of Contract Work includes:
a) working with the park to develop an appropriate “Big Idea” that fits with the park’s themes to create a cohesive story for each historic structure that connects people, place, and artifacts during the tours
b) researching the major events and people associated with the historic buildings
c) using park interpretive themes and working with the park to identify which artifacts should be scanned
d) producing high resolution three-dimensional scans of historic buildings and artifacts
e) producing a user-driven interactive tour for each historic building that incorporates scanned artifacts, historically accurate information and stories about the building (its rooms, artifacts, people, and envelope), and thematic context into an engaging, immersive experience driven by user-navigation.
f) producing a pre-recorded tour that incorporates professional narration, audio description, sound effects, music, and captioning services for each historic building. This version of the tour will be provided as a high-definition video file capable of being played on the NPS CMS website.
g) rendering three-dimensional scans into usable 3D models in multiple formats (see technical specifications).
h) travelling to Tuskegee, AL to perform on-site scanning of historic buildings and artifacts.
i) manage all aspects of administration for the project including preparing meeting agendas, recording and disseminating meeting notes, reporting to the NPS on project progress etc.
j) providing a two-hour online (web conference) training to NPS staff on how to operate the tours and features of the content management system.
Technical Specifications:
a) User-driven interactive tours:
1) must be navigable using home PC (Windows and macOS), tablet, phone (iOS and Android), or VR headset allowing the user to choose the next location in the software to move and to view in any direction (up, down, left, right, backward, forward). The interface shall be compatible with a mobile touch interface and a Web Graphics Library compatible internet browser interface including a mouse and keyboard controls.
2) must be able to be embedded in NPS CMS website and mobile app so that users can experience the tours without opening new pages or downloading additional files or apps.
3) shall be a series of connected 360-degree photographs or photospheres. The entire 360-degree view shall be dimensionally scanned to provide the viewer a true three-dimensional viewing experience including walls, ceilings, floors and staircases.
4) shall include a way to jump within the software to a specific room, location from a graphical bookmark or highlighted area. This shall allow the user to see important areas of the tour and jump directly to those areas from visual labels and/or a list.
5) shall include the ability to contain content triggers within the software delivery. These triggers shall be a visible target or button that would allow the user to click and view additional information content about the area or object. The additional content area must allow for text and internet links (URLS).
b) Pre-recorded video tour must:
1) conform to all aspects of 508 information compliance by incorporating captions and audio-descriptions. Contractor must provide a full transcript of narration and audio-descriptions along with the final product.
2) video quality must be UHD delivered at 4k.
3) audio quality must be delivered at 48kHz stereo.
4) shall have the ability to play as a stand-alone video walk-through that could be extracted and saved locally by the user without the need for internet streaming.
c) 3D models for this project shall be incorporated into the tours and each 3D model (whether artifact or building) shall also be provided as a separate file for use in iOS and Android versions of the NPS application.
1) All 3D models shall be compatible with the latest versions of ARKit (for iOS) and ARCore (for Android) at the time of submission.
2) The 3D models shall be provided in Universal Scene Description (USDZ) format for iOS and in GL Transmission Format (glTF) for Android.
3) All models must be optimized for mobile platforms to ensure efficient performance and minimal power consumption.
4) Each 3D model should include related textures, materials, and animation data (if applicable) embedded within the file or in a supporting .zip file.
5) All 3D models should be optimized for a physically-based rendering (PBR) workflow. This requires textures for base color (albedo), metallic, roughness, and normal maps. Additional maps (like Ambient Occlusion or Emissive) may be required based on the model's specific requirements.
6) Due to the nature of slow connections and download times often experienced by visitors in parks, the 3D models shall maintain a balance between visual fidelity and performance efficiency, ensuring a smooth user experience on a broad range of devices. Contractors shall avoid unnecessary polygon complexity and maintain a polygon count suitable for real-time rendering on mobile devices.
7) The Contractor will provide a thumbnail image (JPEG or PNG format, minimum size of 512 x 512 pixels) for each 3D model.
8) Contractor shall ensure that all 3D models and associated assets comply with all applicable copyright laws and regulations, and do not infringe on any third-party rights.
9) Artifact photo, and content data shall have the ability to be extracted/exported from the virtual tour. This includes three-dimensional scan data in an open format that could be imported into commercially available three-dimensional drawing software such as AutoCad or Trimble SketchUp or equal.
d) The tours shall have the ability to be managed by an online content management system (CMS). The features of the CMS shall include modification of user permissions, tour editing (adding/deleting), 2D photo exporting, URL embedding, analytics, and floorplan measurements.
e) National Park Service Approved Software for Virtual tours includes the Matterport system and software. An equivalent software and system may be used as long it has existing NPS approvals for the following: A. PIA (Privacy Impact Assessment) B. NPS Solicitor Terms of Service Review C. NPS IT security review
Sub-contractors Sub-contractors may be utilized to perform all or portions of this work. The contractor must submit a list of proposed sub-contractors and the roles they will perform in project completion with their proposal.
Evaluation Criteria The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical Merit and Past Performance, when combined, are more important than Price. Award will be offered to the vendor offering the best value to the government.
A. Portfolio/Technical Merit Submit portfolio samples of past work. Portfolio samples must represent the actual work of individuals who will be assigned to this project. Portfolios will be evaluated on creativity, quality, and relevance to the project.
B. Experience/Past Performance
1. Demonstrate proof of experience (how long has the company been in business? What is the experience level of key members of the team who will be assigned to this project?)
1. List five references with current contact information.
1. The Government may, at its discretion, base past performance on past knowledge and previous experience with the contractor, customer survey, or other reasonable goals.
C. Price Price must be determined fair, reasonable, affordable, and balanced when evaluated in accordance with FAR 13. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Price can also be determined reasonable by comparison with competitive offerors.
Because the government desires to get as many 3D models as it can within its budget, the Contractor should include a break-down of pricing that demonstrates the price for the development of each component of the project. For example, “3D building scanning and modeling is $X/sqft; 3D artifact scanning and modeling is $Y/object; user-driven interactive tour is $Z per tour; pre-recorded video tour with captions, audio description and audio effects and music is $A.”
Price must include travel and any other incidentals anticipated by the Contractor for performance of the work.
Schedule A. The Contractor shall contact the Project Manager within 10 days after receipt of an awarded contract to schedule an orientation meeting.
B. The first orientation meeting will serve as a pre-work orientation where there will be clarification regarding contract terms, work performance requirements, the contractor’s plan for conducting the work, and performance timeline.
C. A design charrette will be conducted after the pre-work orientation meeting.
D. Subsequent meetings will enable the Contractor and Government to discuss project progress, allow the Government to review project quality, and allow the Contractor to make reasonable adjustments to deliver a high-quality product that meets the needs of the Government.

Government Furnished Property No government furnished property will be provided for completion of this project.
Rights to Product The National Park Service will retain rights to use and reuse any and all content created in performance of this contract. Contractor may use content created in performance of this contract for educational purposes or to provide proof of past performance to other potential clients. Contractor must conform to NPS trademarks concerning its logo and brand. In no way may the contractor use content created in the performance of this contract for the explicit or implied endorsement of its own company or other products or companies.
Payments Payments will be made in installments not to exceed a percentage of the total award amount upon NPS approval, following a payment schedule. There will be a two-week review period for each submittal.

The Contractor is required to submit invoices to the NPS CO/COR.
Contractor will be paid in phases for the completion of work. First payment will be made upon NPS approval of conceptual drafts (story boards/scripts). Second payment will be made upon receipt of files for 3D models. Third payment will be made upon completion of the user-driven interactive tours. Fourth and final payment will be made upon completion of pre-recorded video tours and final receipt and approval of all files and products in digital and hard-copy removable media.
Inspection and Acceptance The NPS CO/COR will maintain contact with the Contractor during the duration of the contract and will be the primary point of contact for all discussions which may affect scope of performance, payment, cost adjustment, timeline, or any other circumstance requiring a potential modification to the contract. Contractor shall follow the schedule within this contract regarding submission of materials unless otherwise negotiated during the orientation and start-up of the project.
Final Delivery
