2. Will there be a pre-bid teleconference?
Answer: There will not be a pre bid teleconference for this project. All questions should be submitted through email and will be answered via posting on FBO.gov. for all to see the response.
3. How many words are in the script that will need to be narrated, and/or what is the run time for each virtual tour?
Answer: Scripts will need to be developed by the contractor in conjunction with NPS. Run time will be appx. 12 min. Contractor will be responsible for scripting and recording narration using professional voice actors.
4. Is there an estimated cost, or cost not to exceed for this project?
Answer: This is a competitive solicitation. A budget or estimate can not be provided. Proposal should be based on industry standards for this type of requirement. Contractor should include price breakdowns as much as possible so NPS can scale the budget to meet the project if necessary.
5. How many buildings, floor, or room s are to be included in the virtual tour?
Answer: Discover The Oaks: The Home of Dr. Booker T. Washington (U.S. National Park Service) (nps.gov) ; square footage and number of floors/rooms not currently available for George Washington Carver Museum. Proposal should indicate pricing per square foot, per artifact, per room or floor, or any other breakdown along with appropriate price breaks so NPS can scale the project to fit the budget if necessary.
6. Is the "pre-recorded" tour narrated by vendor or will audio be provided? Will a transcript be provided?
Answer: Vendor will be expected to produce the recording, provide a transcript, and provide a 508 compliant version with captioning and audio description.
7. Is video stricting walking room to room, or will a cinematic edit be needed highlighting artifacts?
Answer: Video should be as interesting as possible, so highlighting certain artifacts and stories in each room would be preferred.
8. Is video a one take walkthrough, or will be edited together?
Answer: We have no preference. Potential contractors should describe their preferred approach and provide samples I the portfolio.
9. Will there be access to items individually to scan, to be placed on a turntable or will they need to be captured under glass?
Answer: Access to scan items under archival conditions can be arranged.
10. Does virtual tour need to be WCAG ADA compatible?
Answer: Yes.
11. Can a period of maintenance for 2 years, including updating tour and analytics for tours be an acceptable replacement for self management?
Answer: Possibly, please include the price of maintenance and analytics as well as proposed solutions for self-maintenance or the extension of maintenance contract after the initial maintenance period.
12. Page 1, item a: The description of this item suggests the production of an interpretive plan for the virtual tour. Will the contractor be expected to deliver a formal interpretive plan with a written narrative for the project, or will the approach be more casual where the conversations would produce a series of targets that guide the subsequent object selection and virtual tours?
ANSWER: A full interpretive plan is not necessary, but the contractor will be expected to deliver a final tour that is thematic, organized, relevant, and entertaining. During the script approval process, NPS will look for theme, organized cohesion, relevance to the site and it’s overarching themes, and entertainment value. We’re looking for more than “Here’s a kitchen, there’s a bedroom.” Examples of past performance are the best indicator of the contractor’s ability to deliver the desired result.
13. Page 1, items b & c - Who will define the written content to be featured in the pop-up boxes on the tour's content trigger? We understand that it will be a collaboration to identify and select the set of 3D artifacts, but will NPS personnel provide the written portion of the description or should the contractor be prepared to provide this service?
ANSWER: Contractor should provide this service and anticipate NPS review / edits to reach final content.
14. Page 1, item d - the SOW mentions producing high-res 3D scans of historic buildings and artifacts, Can you confirm that this is referring to the interior scans of the rooms for producing the 360-degree photographs, or does the service include generating a 3D model of each of the two buildings?
ANSWER: Either or both methods could be acceptable, so long as the final product is of high quality and authentic interpretive value.
15. Page 2, item a:3 - User-driven Tour: Can you provide the average square footage of the spaces to be 3D scanned for the virtual tour either as a total per building, or as an average per room and the number of rooms? This information is necessary to compose the quote.
ANSWER: The George Washington Carver Museum is 13,000 square feet, the Booker T Washington House is 7,800 square feet.
16. Page 2, item a:5 - User-driven Tour: Can you confirm that the content trigger boxes for this tour will have no audio/narration playback?
ANSWER: Audio narration for the content trigger boxes is not required, but would be acceptable.
17. Page 2, item c:1 through 8 - 3D models from scanned objects - Can you expand on how the 3D models will be used? Will they be featured in the content trigger boxes for real-time interactivity, or made available for download through a URL or similar? Also, the SOW mentions a series of file formats for these deliverables that suggests that NPS aims to compose a 3D library for future use, including in augmented reality (AR) as the SOW mentions compatibility with ARKit and ARCore versions, available at the time of submission. Can you confirm that the current SOW does not include creating AR assets or applications to be embedded in the virtual tour?
ANSWER: 3D objects scanned for this project should be used in the tour, but yes, the NPS anticipates using the files in expanded use for virtual artifact collections and AR application in the future.
18. Page 3, item c:9 - The SOW mentions that visitors of the virtual tour would be able to export the 3D scanned data (optimized) of the selected objects and/or the 3D models of the buildings directly from the tour. Can you confirm that the download functionality is intended for the visitor of the virtual tour and not only for NPS personnel?
ANSWER: That is correct.
19. Page 3, item d - 3D models from scanned objects: The SOW mentions that the park would like to modify/edit the tour through an online CMS. Is this referring to having access to an online interface from the virtual tour software that enables future edits of the tour after the service is completed?
ANSWER: The NPS prefers that the tour be built to be compatible with future edits using the NPS CMS CMS (Commonsport) which is Cold Fusion based. However, if NPS staff are able to access an online interface or software that is FedRAMP approved (Microsoft, Google, Adobe, ArcGIS, possibly others) this may be an acceptable approach. Proposal should specify what software interface the company recommends and whether it has an annual license. If third party software has an annual licensing fee, fee should be provided for 10 years of access.
20. Page 3, item e: Virtual Tour software provider - the SOW mentions that Approved Software for creating Virtual Tours should have existing NPS approvals for (A) PIA, (B) NPS Solicitor Terms of Service, and (C) NPS IT security review. If a virtual tour creation software provider does not have those documents currently approved by the NPS, is there a path for approval that would enable that company to be included as an alternative for producing the virtual tour for this RFP? If not, can you provide a list of NPS Approved Software for Virtual Tours creation?
ANSWER: See answer to question 19.
21. How many sites/tours will be produced? The SoW says “The Oaks” and the George Washington Carver Museum (both at Tuskegee Institute National Historic Site) but the Solicitation says for six Civil Rights parks.
ANSWER: Solicitation should not say “six Civil Rights parks.” Both buildings are located at Tuskegee Institute National Historic Site.
22. If there are 6 locations, where are they? How much travel would be required between sites?
ANSWER: See answer to question 21.
23. What interpretive assets are available for the producer to use?
ANSWER: There are interpretive plans, guides, tours, programs, artifacts, images, online articles, and staff available to assist with production.
24. Research is listed as part of the contractor’s scope of work. Is there existing research at the site for use in this project? Will the contractor be responsible for primary research or just for distilling existing research into storyline and writing script?
ANSWER: Existing research is plentiful, contractor will need to distill existing research and interpretive content/assets into a cohesive storyline and script.
25. Has the Park produced any sort of planning document for this project?
ANSWER: No.
26. Would the NPS like the The Oaks and George Washington Carver Museum exteriors to be 3D scanned and incorporated into the 3D portion of the virtual tour?
ANSWER: Yes.
27. Are all of the potential 30 to 60 artifacts located inside the home and museum?
ANSWER: Yes.
28. Is there going to be a collaborative process to determine what artifacts are going to be scanned?
ANSWER: Absolutely. NPS will work with the contractor to select artifacts that are appropriate as well as feasible.
29. Will reviewing objects for scanning be part of the kick-off meeting/design charrette?
ANSWER: Yes. The contractor will provide the agenda and any prework necessary to make these meetings successful.
30. What is the scale range of the items to be 3D scanned)? Would items to be scanned include larger items like the Booker T. Washington School on Wheels (Movable School vehicle) that is located inside the museum?
ANSWER: The scale will be 1:1, possibly larger items like the School on Wheels would be selected during a collaborative process between contractor and NPS, yes.
31. Can sample reels be submitted as a link to a Vimeo portfolio?
ANSWER: Yes, as long as they are not restricted or protected by passwords that NPS cannot access.
32. What is the length desired for the pre-recorded video(s)---length of each video?
ANSWER: 10-15 minutes, sweet spot is generally considered to be 12 mins.
33. What are the sizes of the artifacts?
ANSWER: Artifacts will mostly be about the size of a basketball or smaller, but a few (1/2 dozen) might be larger, up-to vehicle size.
34. Is there a way to see pictures of the 30-60 artifacts to determine the most accurate quote?
ANSWER: Not prior to award.
35. Will the Matterport virtual tour be separate from the augmented reality application/presentation (scanned artifacts)?
ANSWER: We are not assuming that the winning bid will incorporate Matterport software.
36. The Matterport subscription that we currently carry is $75 per month. What is the length of time that the NPS would need to host the Matterport links for the virtual tour, and would you need the company to host this for you, or does NPS currently have an active account? Should this monthly subscription be included in the quote for the virtual tour, and if so, for how many years?
ANSWER: We are not assuming that the winning bid will incorporate Matterport software. Proposals should include licensing fees for third party software (if applicable) for 10 years.
37. The official RFQ states that the planning is for 6 parks, but the SOW is specifically for "The Oaks" and The Carver Museum. Can you clarify please?
ANSWER: Solicitation should not say “six Civil Rights parks.” Both buildings are located at Tuskegee Institute National Historic Site.
38. With reference to the Firm-fixed nature of the project, I am preparing an itemized list per requested item (Building Scan, Artifact Scan, Interactive Tour). I propose that I submit this as a list of options with pricing to allow for the NPS to execute on them in a piecemeal fashion, according to the budget. Does this sound reasonable?
ANSWER: Please submit the total price of the project as stated in the SOW with breakdown of the cost. If the contractor has additional options that may better the experience, they can be added separately with explanation for the evaluation team to consider.
39. Can we bid on a portion of the project or do we have to bid on the entire project?
ANSWER: This requirement is for the whole project. However, contractors can work together and include contractors as subcontractors to accomplish the work. I can add potential subcontractors in the Q&A. The following contractor can provide drone aerial services and 3D Scanning Services (see you tube link for samples):
