Southeast Region Holograms Scope of Work and Technical Requirements
Project Description The National Park Service (Southeast Atlantic Gulf Region) is seeking proposals for the acquisition and installation “hologram” displays for two iconic parks dedicated to the preservation and continuation of Civil Rights history. These exhibits will be featured at Selma to Montgomery National Historic Trail (SEMO) and Tuskegee Airmen National Historic Site (TUAI).
The purpose of these hologram displays is to create jaw-dropping, immersive experiences that allow visitors today to connect with interpretations of the past in emotionally impactful ways. These hologram displays will bring Civil Rights history to life by displaying authentic recordings and/or 3D character reproductions of America’s Civil Rights activists. The inspiring messages of Civil Rights activists will provide relevant inspiration to this and future generations to pursue the ongoing work of creating a more perfect union by engaging in the democratic processes of the United States.
The National Park Service recognizes that there are multiple ways to produce life-size holographic effects and that most (if not all) of these technologies are not true holograms in the scientific sense of the word, but rather, special effects produced by manipulating light to create the illusion of a three-dimensional object or person. This contract requires the contractor to provide two turn-key-ready hologram displays guaranteed to function fully as designed for a minimum of five years. Holograms must display life-like, moving persons with audio content from pre-recorded video files.
Scope of Contract Work includes: a) acquiring, building, or producing hologram displays suitable for showcasing a full-color, three-dimensional, high definition, life-sized human moving image “hologram” while projecting high definition audio synchronized to the hologram’s movement; b) installing hologram displays and pre-recorded video content and providing suitable training for National Park staff to operate it daily; c) servicing and trouble-shooting the hologram displays for a minimum of five years.
Specifications:
* Contractor will propose hologram displays of appropriate capability and size to suit each location. Displays should be approximately 7x4x2.
* Licensing and software fees should be quoted for lifetime use.
* Content must be capable of being displayed without internet.
* Display must be capable of displaying pre-recorded content from a hard-drive, laptop, tablet, or similar device.
* Content cannot be stored on, or played from, a cloud server unless the server and software are FedRamp approved. Displays must be able to function off internet using an attached external media device, PC, laptop, internal hard drive, or other similar mechanism.
* No component of hardware or software may collect Personally Identifiable Information (including retinal scans or similar data). Contractor must specify if any non-personally identifiable data (such as use patterns or analytics) will be collected and must give the Government full access to the data or any reports generated from such data.
* Displays must meet accessibility standards by providing at least one alternate way for visitors to engage with their features (ie., audio description that can be played through a person’s phone or small speaker on-site for people with sight impairment; or voice activated control as well as touch screen for people with mobility challenges; or captions, printed materials, or recorded sign language for people who are hearing impaired.)
* Contractor will be required to travel to complete final installation and training of National Park Staff. Travel will be to Selma, AL and Tuskegee, AL. Proposal must factor in travel requirements.
* Contractor is responsible for providing all tools and equipment necessary for installation.
* Contractor is responsible for cleaning and waste removal after installation and remediating signs of wear and tear to the facility resulting from installation.
* Proposal must include 5-year warranty (minimum) on hardware and software.
* Information technology must meet rules of the Trade Agreement Act by being manufactured or substantially transformed in a TAA compliant country.
Options Certain options may make a proposal more favorable. While the NPS is interested in certain options, the NPS may, or may not, choose to acquire such options, regardless of final contractor selection. The following project options should be addressed in the proposal if available and individual price for each option should be listed separately in the proposal:
* portable display
* accessories for transportation of display
* 3D filming kit (list components as well as overall price)
* miniature companion display
* other options or accessories designed to enhance usability of the display(s)
Sub-contractors Sub-contractors may be required to complete this work. Contractor should include a list of sub-contractors and the work they will perform in the proposal.
Evaluation Criteria The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical Merit and Past Performance, when combined, are more important than Price. Award will be offered to the vendor offering the best value to the government.
A. Portfolio/Technical Merit Submit portfolio samples showing final production of past projects; as well as conceptual designs for this project. Portfolios should include specification details about image and sound quality; size, weight, and portability of display; accessibility; electrical and internet requirements; accessories necessary for correct performance; start-up and training requirements; media compatibility requirements for pre-recorded content; any other features or capabilities which may make the display advantageous to the Government. Portfolios will be evaluated on creativity, quality, and relevance to the project.
B. Experience/Past Performance
1. Demonstrate proof of experience (how long has the company been producing hologram displays; and what is the experience of key members of the design team?)
1. Proven expertise and qualifications necessary to perform services described in the SOW and provide high quality, engaging, attractive, and usable hologram displays.
1. List five references with current contact information.
1. The Government may, at its discretion, base past performance on past knowledge and previous experience with the contractor, customer survey, or other reasonable metric.
C. Price Price must be determined fair, reasonable, affordable, and balanced when evaluated in accordance with FAR 13. For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. Price can also be determined reasonable by comparison with competitive offerors.
Schedule A. The Contractor shall contact the Project Manager within 10 days after receipt of an awarded contract to schedule an orientation meeting.
B. The orientation meeting will serve as a pre-work orientation where there will be clarification regarding contract terms, performance requirements, the contract schedule, and logistics for on-site work.
C. Delivery, installation, and training shall take place on the same trip. Training should be approximately 4-16 hours (depending on the type of technology selected for the contract; this will be negotiated during the pre-work orientation meeting).
Timeline and Delivery Schedule: The Contractor will present within 21 days of orientation meeting, final concept plans/schematics, project timeline, and delivery schedule. All work shall be complete in not more than 12 months following notice to proceed. Payment shall be provided once all goods and services have been delivered, inspected, and approved by the Government.
