About this file
This document contains questions and answers regarding solicitation number 140P5123Q0054 for life-size holographic displays of Civil Rights activists to be installed at National Park Service sites in the Southeast region. The National Park Service will procure all source images and audio through separate contracts and seeks proposals to create holograms or other illusory displays of the activists in indoor, museum settings sized approximately 5-6 feet high. Optional proposals may include miniature portable displays and technologies allowing basic visitor interaction, but these are not requirements. Budget details were not provided due to the competitive nature of the solicitation. Proposals are due based on standard industry timelines for this type of work.

Questions and Answers, 140P5123Q0054
1. Will the gov be providing the images they want turned into holograms or will we be responsible for the research and finding the images?
Answer: The NPS is procuring images through separate contract solicitation.
2. Will the gov be supplying the audio or will we be responsible to come up with a script.
What is the pre-recorded content that will be used for the holograms?
Answer: The NPS is procuring audio through separate contract solicitation.
3. What technology were the videos recorded in? How many cameras? What is the file size and type?
Answer: Videos will be recorded in UHD 4k recording with 48kHz stereo sound using 1-3 cameras. File size will be very large, highest quality, approximately 15 minutes in length on WMV or MP4. Multiple files may be displayed through a rotational schedule.
4. What are the display dimensions of the pre-recorded videos?
Answer: Videos will be recorded in UHD 4k recording with 48kHz stereo sound using 1-3 cameras. File size will be very large, highest quality, approximately 15 minutes in length on WMV or MP4. Final display will be life-size, 5-6’ high, in most cases.
5. Is the Contractor responsible for any new filming? If so, of how many individuals?
Answer: No, filming is being procured through separate solicitation.
6. Will each Park receive holograms of the same activists or different activists? If so, how many activists will be portrayed per Park?
Answer: Ideally, each park will receive holograms of multiple activists (1-6 to start). We anticipate this library growing over time so multiple activists can be featured.
7. By the term “3D character reproductions,” in the Scope of Work document, are you expecting to create any activists via 3D animation?
Answer: Yes, this is being done through separate solicitation.
8. Is there an order of magnitude budgetary range that can be shared?
Answer: This is a competitive solicitation. A budget or estimate can not be provided. Proposal should be based on industry standards for this type of requirement.
9. What sort of space will the holograms be located in at each Park?
Answer: This will vary from park to park. Most likely displays will be indoors in a museum-type setting. Holograms should be capable of being shown at life-size. One or two parks may prefer an outdoor display and/or miniature portable displays for classroom and community use. If the contractor has multiple options for indoor, outdoor, or miniature portable displays, they should indicate this in their proposal. If not, it will not necessarily preclude the proposer for being selected for one of the indoor, life-size, museum displays.
10. The Scope of Work pg 1. says “The National Park Service recognizes that there are multiple ways to produce life-size holographic effects and that most (if not all) of these technologies are not true holograms in the scientific sense of the word…” Are you looking for a “true hologram” for this project or is are other approaches that give that illusion such as a Pepper’s Ghost also allowed?
Answer: We are looking at any approach that would give the illusion of standing in front of Civil Rights leaders to hear their authentic thoughts and words. Pepper’s Ghost is certainly an allowable option, but other’s will also be considered.
10. What are you imagining by the “miniature companion display” listed on page 2 of the Scope of Work?
Answer: This would be a portable display for use in classroom and community venues. We are aware some companies offer miniature displays and others do not. A company that does not offer miniatures might still be selected for the life-size museum displays while another company might be selected for miniature portables.
11. Do you want visitors to interact with the holograms in any way?
Answer: This would be a “nice to have” but not a necessary option for this use case.
12. Please confirm that you are not expecting visitors to be able to ask the holograms questions and hear responses.
Answer: This would be a “nice to have” but not a necessary option for this use case.
