About this file
This is a Statement of Work (SOW) for an aerial seeding project at Hill Air Force Base's Utah Test & Training Range, issued by the U.S. Fish & Wildlife Service. The project requires seeding 1,500 acres of land in Box Elder County, Utah with a mixture of grasses, forbs, and shrubs at a rate of 11.5 lbs/acre, totaling approximately 17,000 pounds of seed.
The work must be completed in January 2025 before persistent winter snow, with daily operations beginning at 8:30 a.m. to avoid wind interference (operations pause if winds exceed 10 mph). The contractor must navigate highly restricted access areas, with some roads requiring Explosive Ordnance Disposal (EOD) personnel escort. Ground equipment is largely prohibited due to unexploded ordnance risks. The contractor must use GPS logging to document seeded areas, handle seed loading/unloading from 50 lb bags provided by USFWS, and comply with all federal, state, and local regulations. The SOW specifically notes that funds will not be expended on covered UAS (unmanned aerial systems) for achieving objectives.

SCOPE OF WORK
U.S. FISH & WILDLIFE SERVICE, HILL AIR FORCE BASE
SEEDING APPLICATION SPECIFICATIONS
Location/Access: This project is located on the Utah Test & Training Range in Box Elder
County, Utah. This land is used by Hill Air Force Base as a site to train soldiers and test explosive munitions. Access is highly restricted and will be limited to approved roads only. Some roads would require escort by
Explosive Ordnance Disposal (EOD) personnel beyond pre-determined checkpoints. Coordination with EOD and Range Control will be done in through the USFWS. Mechanized ground equipment will not be allowed into the majority of the project area to avoid risk of disturbing unexploded ordnances. Elevations range from 4,700 to 5,600 feet.
Acreage/ Rate: This project will seed 1,500 acres of land with variable slopes and aspects.
The seed mix, consisting of grasses, forbs, and shrubs, will be applied at a rate of approximately 11.5 lbs./acre.
GPS Technology: The seeded area must be logged using a global positioning system so that records can reflect where restoration efforts took place.
Total Weight: Approximately 17,000 pounds of seed. The U.S. Fish & Wildlife Service will supply the seed pre-mixed in 50 lb. bags. The seed will be delivered to the chosen staging site. The contractor will be responsible for providing necessary equipment and personnel to unload and load seed.
Seeding Dates: January 2025 as suitable weather permits. This is a very time-sensitive project. To give the seeding the best opportunity for germination and establishment, this seeding project needs to be completed prior to persistent winter snow. At this site, this usually means that seeds need to be on the ground before February. The contractor must be able to perform the task by this time to be considered.
Timing: The contractor will be expected to begin seeding by 8:30 a.m. to avoid windy conditions and minimize seed movement. Seeding will be postponed if wind speed exceeds 10 miles per hour.
Compliance: The contractor must comply with all applicable federal, state and local regulations and land-use permitting procedures. Any ground or aerial hazards that would pose a danger to contractor’s personnel or operating equipment must be identified and mitigated by the contractor prior to commencing operations.
