Statement of Work
Great Kills Harbor
Removal and Disposal of Wrecks
Gateway National Recreation Area Great Kills Park
Buffalo Road, off Hylan Boulevard Staten Island, NY 10306
1.0 Background
Great Kills Harbor is a public use facility which is part of the Gateway National Recreation Area that is used intensely for boating, sports, and recreation throughout the greater Staten Island borough. The har-bor is an ecologically sensitive area in which the vessels/wrecks are presently located and stranded on the rocks near the shoreline of Great Kills Park.
2.0 Scope
The scope of this project includes the removal and disposal of a thirty-foot fiberglass vessel hull and a thirty-foot catamaran from ecologically sensitive and shallow shoreline.
3.0 Objectives
The objective of this project is to remove and dispose of both the hull of a thirty-five-foot (35 ft.) pleasure vessel and a thirty-foot (30 ft.) catamaran from the shallow shoreline without causing a hazard to naviga-tion and/or smaller pieces spreading throughout the Great Kills harbor creating a hazard to other marine traffic as well as wildlife that may entangle itself in the debris or ingest some of the materials.
4.0 Tasks
The Contractor shall provide a REMOVAL PLAN that shall include of an excavator mounted on mats on a flat deck barge with a second thirty foot by ninety-foot barge alongside to receive the debris of the wrecks.
Tugboats are to be used to transport and to stage the flat deck barge and excavator alongside the thirty-five-foot fiberglass vessel at each location in the Great Kills Park shoreline in Great Kills Harbor, Staten Island New York.
The shallow drift tugboat shall assist the larger tugboat in the shallower waters used to position the re-ceiving barge alongside each wreck, as the wrecks are both presently positioned on the rocks near the shoreline.
The flat deck barge with a second barge alongside capable to receive the debris from both the Thirty-five-foot pleasure vessel and 30-foot Catamaran at their present locations in the Great Kills Harbor, Staten Is-land New York.
An Oil Containment Boom will be installed to serve the purpose of containing any small debris that may fall off the larger sections of the wrecks as they are lifted to be placed on and in dumpsters located on the barge. Oil containment booms shall be put in place around the derelict vessels before removal activ-ities.
5.0 Deliverables
Every effort will be made to remove all recoverable pieces of the wrecks. The National Park Service rep-resentative or Contracting Officers Representative under its jurisdiction will serve as the Administrator for the Great Kills Park, which is part of Gateway National Recreation Area, has the full legal authority and control of the wrecks while presently situated along the shoreline of the park, and further has the legal authority for the direction for the removal to be accomplished in a manner as described in detail above.
Environmental/Oil Spill Response
The oil containment boom system is to be used and would also be able to contain any small debris form the wrecks in their present location. No oils of any kind onboard either residual or lube oils was discov-ered. If an engine still remains onboard, the Oil Containment Boom System will be able to contain in any event that some oils were to seep or escape from the wreck. In the event that residual fuels a discharge of oil were to occur during the removal of the vessel wreck a Spill Response Component of the work for re-moval and disposal under a separate Oil Response element to this Wreck Removal Agreement would be employed by the Contractor.
5.1 Submittals:
Quotes shall include a detailed scope of work including:
• Derelict Vessel Removal Plan
• Final Debris Disposal Plan
• Oil Containment Boom System
• Spill Response Plan
• Oil Spill Response Time and Materials Rate
6.0 Government Furnished Property
No government property will be furnished for this project.
7.0 Security
Area is monitored by United States Park Police, based out of Gateway National Recreation Area, Staten Island, New York. A 24-hour Park dispatch can be reached at 718-338-3988, to access the site while the vessel removal is underway.
8.0 Place of Performance
All work within this Statement of Work shall be performed at the Great Kills Harbor located at Great Kills Park. Great Kills Park is located off of Hylan Boulevard on Buffalo Road, Staten Island 10306. Ac-cess to the site will be arranged by the Contracting Officers Representative (COR). The Contractor shall coordinate and schedule his work under this contract to cause the least interference with the normal flow of visitor traffic.
9.0 Period of Performance
The period of performance for this Statement of Work is to be completed within 30 days after issuance of Award. Normal work hours will be from 7:30 AM to 3:30 PM, Monday through Friday. No work will oc-cur beyond the established normal work hours, on weekends, or on federal holidays unless specially ap-proved by the Contracting Officer.
10.0 Special Considerations
Prospective vendors are expected to inspect the sites where the work is to be performed prior to receipt of proposal to be thoroughly familiar with the conditions of work. The site visit will be held at Great Kills Park, Ranger station, Buffalo Road Staten Island, New York.
Contact the Gateway National Recreation Area, Staten Island Maintenance Office at (718) 354- 4675 Monday-Friday between the hours of 9:30 AM and 1:00PM for scheduling of appointment/inspection of job site.
Harbor must be navigable during removal operations.
