About this file

This document is a Scope of Work for a federal contract to replace an existing pit toilet facility with a waterless, urine-diverting toilet system at the Jumbo Creek Campground in Wrangell-St. Elias National Park in Alaska. The project requires the contractor to provide design drawings, pre-cut materials, and a mechanical system that separates urine and feces without the use of water, power, or bulking agents. Key requirements include a single-stall, weather-resistant structure capable of withstanding extreme conditions, accessibility compliance, and a 2-year mechanical warranty. The National Park Service will provide site preparation, material transportation, foundation, and installation support. The performance period is April 1, 2024 to September 30, 2024, with materials to be delivered to Glennallen, Alaska. This Scope of Work is associated with Federal Contract Opportunity #4001bcc5d682492b95ba02e8276e495f, Solicitation #140P9724Q0062, for the Jumbo Campground BTW Toilet Facility at Wrangell-St. Elias National Park.

Jumbo Campground Water-Diverting Toilet Facility Installation

Description:

This project involves the replacement of an existing pit toilet facility with a urine diversion waste-away toilet at the Jumbo Creek Campground. The new system shall be a waterless human waste collection system with low operational and maintenance requirements. System shall not require any bulking or carboniferous agents, electrical power or water needed for operation. The system shall separate urine from solids at the point of use and a foot-activated conveyor will deposit the waste in a behind-the-wall collection drum. Accumulated dehydrated waste will be removed from the site by helicopter no more than once per operational season. Anticipated capacity will not exceed 4000 uses annually.

Location:

The Jumbo Creek Campground in Wrangell-St. Elias National Park is located approximately 1.5 miles down the Erie Mine trail from Kennecott, Alaska. This trail is only accessible by ATV for the first mile and only by foot for the last half mile. Due to the remote location, materials will need to be flown to the site utilizing a helicopter with capabilities and carding for external cargo loads up to 1,400 pounds.

Site Description:

The proposed site is in a flat sparsely forested area near the margins of the Root Glacier at an elevation of 2,200 feet above sea level. Climatic conditions at the site vary from -50⁰F to 80⁰F and winds may exceed 100 miles per hour. Seasonal snow loads may exceed 80 pounds per square foot. The sub-surface is made up of glacier moraine and may contain random large erratic boulders. The ground may not thaw for more than 2-3 months during the summer season. Distance from a water body is more than 400 feet. There is no water or power at the site.

Structure dimensions and design:

• Single-stall Behind-the-wall Urine Diverting toilet facility capable of withstanding extreme weather events without structural damage or breakdown of materials. The facility may be exposed to snow loads of 120 pounds per square foot, temperatures down to -50⁰F and wind speeds of up to 120 mile per hour.

• The split-level design will have a 40” minimum offset between the user side (higher) and maintenance side (lower) to accommodate proper function of the foot-activated conveyor and collection system. It is critical for the “user” side to be laid out on left half of the structure from front view (South elevation), and the “maintenance” side on the right, to best fit the intended location and site characteristics.

• Metal entry doors to each portion will be a minimum 36”x 80”. The User side will be elevated approximately 40” above finished grade. Maintenance portion door will be at grade. See photo below for reference, but doors need to meet minimum dimensions specified above.

• Fixed-pane windows with 1’ x 2’ minimum dimensions shall be included on both the maintenance and user sides (2 total) to take advantage of ambient lighting.

SCOPE OF WORK

• Walls will be 2”x4” stick-frame construction with studs 16” on center and sheeted with 1/2” plywood on both exterior and interior surfaces.

• Interior wall surfaces will be white Fiberglass Reinforced Panels adhered to ½” plywood. This will need to be installed after the wall and roof sections are erected to allow fastening to foundation and other walls. Materials to be supplied by contractor.

• Floors should be 2” x 6” framing on 16” centers, with 3/4" plywood subfloor with seams landing on floor joists.

• Dark brown or bronze delta rib or similar roofing panels and matching trim package, including all fasteners.

• Exterior wall finish will be 29-gauge galvanized 2½” rib Corrugated metal siding panels. Corner trim and fasteners will match the siding.

• Wall panels and roof sections need to be sized and packaged (palletized) for external cargo of A-star B-3E helicopter (long lined). 1,500# maximum load**TBD

• Capacity adequate for up to 4000 uses per season.

Description of Tasks:

The contractor will:

1. Provide design construction drawings of foundation for approval with a minimum of 80 Square foot floor plan. Foundation (to be built by NPS) shall support above ground restroom structure.

2. Contractor shall supply building construction drawings and pre-cut materials list for restroom structure for approval; to include minimum of 58 square feet of interior floor space in user area and meet Architectural Barriers Act (ABA) standards for accessibility.

3. Walls will be framed from 2” x 4” (nominal) lumber placed at a maximum of 16” centers and sheeted on the exterior surface with ½” CDX plywood and over-laid with 29-gauge galvanized 2½” rib corrugated metal siding panels. All Trim and fasteners will match the siding. Both sections will have a 2 square foot glass lite in the top quadrant of structure.

4. Contractor will supply interior wall covering materials cosisting of ½ CDX plywood and white colored series 1200 nominal thickness 0.90 fiberglass reinforced panels. All seams and transitions will incorporate mouldings. Two 16” x 8” screened vents will be placed in the user portion to facilitate passive air flow through the facility.

5. Roof and floor are to be 2” conventional pressure-treated planking. Pitch of roof needs to be set at 2/12 pitch; engineered to withstand a 120 pounds per square foot snow load or greater. Roof framing must be over-laid exteriorly with ½” CDX plywood, ice and water shield and 29-gauge dark brown or bronze delta rib or similar style roofing panels and matching trim package, including all fasteners. Roof will be trimmed with 1” cedar fascia board faced with metal gable trim and drip edge in the same style and color as roof panels. Floors shall be framed with conventional 2x6 lumber and covered with ¾” Tongue and groove sub-floor plywood.

6. Provide Mechanical system that shall separate urine and feces at 99% success rate or greater. No off-site power or solar power sources can be used as an energy supply. System must be totally waterless. System will not require maintenance on a greater than semi-annual basis.

7. A 2-year mechanical parts warranty shall be submitted by the contractor.

8. Weatherproof poster-sized illustrations as well as digital files shall be provided that explain in detail the proper function of the conveyor and urine diversion systems and maintenance operations.

NPS will supply:

• Site preparation to allow sling load material delivery and assembly of the structure.

• NPS will transport Contractor-supplied materials from Glennallen to McCarthy and facilitate transport from McCarthy to the proposed site by helicopter sling load.

• NPS will provide a pressure treated foundation made up of 6x12 pressure treated footing beams the structure will fasten to.

• NPS will install the contractor-supplied leach field with a stub-out for urine diversion plumbing connection (2” PVC).

• NPS will erect the facility on site using Contractor supplied materials.

• NPS will install linoleum or similar product as finished floor surface once erected on site.

• NPS will install Contractor-supplied interior wall finishes.

• NPS will construct the access ramp/stairs and 60” x 60” landing at user side entryway.

• NPS will construct deck outside maintenance section to facilitate removal of the waste drums.
