About this file

This is a Scope of Work document for heavy equipment delivery, maintenance, and operational support at Lower Suwannee National Wildlife Refuge in Levy & Dixie Counties, Florida, during the period April 6, 2026 through December 19, 2026. The contractor must provide, deliver, and maintain all equipment in fully operational and safe condition throughout the project duration. The primary deliverables include two Caterpillar 320 class excavators (40,000-50,000 lbs operating weight) equipped with fully enclosed, air-conditioned cabs and convertible backhoe/excavator controls, each with 500 operating hours or less at delivery. Each excavator requires a dedicated Power Pack (Super Track SK350PP or equivalent, 350-370 HP) and a Fecon Bull Hog BH62EXC2V or approved mulching head (40-75 GPM hydraulic flow, approximately 50-inch working width). Two high-flow skid steers or compact track loaders (such as Caterpillar 299D3 XE or equivalent, approximately 110 HP with 40 GPM high-flow capability) must also be provided, equipped with compatible mulching heads suitable for clearing 6-inch material. The contractor must supply at least one diesel fuel trailer with 920-950 gallon capacity (such as Fuel Pro 950MT or Thunder Creek MTT 920), a 40 GPM diesel pump, and an integrated DEF system.

The contractor is responsible for all delivery to specified work sites, preventive maintenance including oil and filter changes, mulcher head tooth service every 300 hours, all repairs and parts replacement, and ensuring all equipment is delivered with mounted attachments. The contractor must maintain a minimum uptime standard and repair any inoperable equipment within three calendar days or provide an equivalent replacement meeting specifications and 500-hour requirements. All machines must include AM/FM/Bluetooth radios with primary contact Jason Coates (352-614-2022, jason_coates@fws.gov) and secondary contact John Stark (479-312-8892, john_stark@fws.gov). The government will provide fueling site access, operational schedules, and issue reports, while the contractor assumes responsibility for equipment removal in the event of natural disaster. Only the two excavators are required for initial delivery, with skid steers to be delivered upon government request.
