About this file

This is a Statement of Work (SOW) for the Storage Building Ventilation Project at Iroquois National Wildlife Refuge. The U.S. Fish & Wildlife Service seeks to design and install ventilation solutions at a five-bay steel storage facility (40 feet by 100 feet, 4,000 square feet) located at 1101 Casey Road, Basom, NY 14013. The facility, constructed in 2018, currently experiences excessive condensation on the concrete floor during warmer months, creating slip and fall hazards and risking material and equipment corrosion.

The contractor must design and install ventilation that alleviates moisture buildup, potentially including ridge and/or gable venting along with soffit and/or lower-wall vents. The proposal must clearly demonstrate that the chosen ventilation approach will resolve the issue. Venting must be weather- and animal-proof (birds and mice), with passive venting preferred over electronic systems when possible. Any altered insulation must be properly fastened and sealed. The period of performance runs from October 1, 2026, to February 1, 2027, with work performed during normal business hours Monday through Friday, 7:00 a.m. to 4:30 p.m., excluding recognized Federal holidays. Work outside regular hours requires advance submission and approval from the Contracting Officer and/or the designated Refuge point of contact.

Statement of Work (SOW) Storage Building Ventilation Project – RPI# 10069327

Iroquois National Wildlife Refuge 1101 Casey Road, Basom, NY 14013

Storage Building Ventilation Project (RPI# 10069327)

1.0 Background

U.S. Fish & Wildlife Service constructed a storage facility at Iroquois National Wildlife Refuge, 1101 Casey Road, Basom NY 14013, in 2018. It is a five-bay storage facility constructed of steel framing and siding. The building is insulated but unheated and measures approximately 40 feet by 100 feet (4,000 square feet).

During warmer months, excessive condensation forms on the concrete floor, creating a slip and fall hazard and increasing the risk of material and equipment corrosion. The intent of this project is to design and install an appropriate ventilation solution that reduces moisture buildup and maintains a safer and more functional storage environment.

2.0 Scope

The project consists of designing and installing ventilation that will alleviate moisture buildup. The project may include installing ridge and/or gable venting along with soffit and/or lower-wall vents, as needed. The proposal should clearly demonstrate that the chosen ventilation approach will resolve the issue. Venting must be weather- and animal-proof (birds and mice). Passive venting is preferred over electronic systems, if possible. Any insulation that is altered must be properly fastened and sealed.

3.0 Period of Performance

October 1, 2026, to February 1, 2027

3.1 Hours of Operations

Work shall be performed during normal business hours: Monday through Friday, 7:00 a.m.

to 4:30 p.m., excluding recognized Federal holidays.

Any request for work outside regular hours must be submitted in advance and approved by the Contracting Officer and/or the designated Refuge point of contact.
