STATEMENT OF WORK
The U.S. Department of Interior, Bureau of Land Management (BLM)-Rio Puerco Field Office
(RPFO) is requesting proposals for the reseeding / reclamation of the Right Angle Federal 1 well pad. The contractor shall furnish technical expertise, labor, equipment, supervision, transportation, operating supplies, materials, and appurtenances necessary to complete soil decompaction, seedbed preparation, fertilization, drill seeding, mulching, crimping, and fencing to a previously disturbed well pad and access road.
SCOPE OF WORK
Description of Work
The contractor shall provide all labor, equipment, materials, supervision and transportation necessary to complete soil preparation, fertilization, drill seeding, mulching, crimping and fencing on the Right Angle Federal 1 well pad and access road reclamation. All work shall be completed within the designated 4.5-acre treatment area as identified by the Rio Puerco Field
Office, see map and pictures.
Work under this contract includes, but is not limited to:
1. Mobilization and Demobilization
The contractor shall mobilize all equipment, materials, and personnel necessary to execute the work and fully demobilize upon completion.
2. Soil Preparation
a. Ripping (De-Compaction):
The contractor shall mechanically rip the soil surface across the entire 4.5-acre area to alleviate compaction, to a depth of approximately twelve inches. The existing fence would need to be removed from the well pad by the contractor prior to work commencing and fence materials shall be reserved for reinstalling upon completion and expanding the fenced area to the perimeter of the sagebrush. Ripping shall only occur on the well pad and reserve pit areas of previous disturbance, the access road shall not be ripped or disced.
3. b. Discing:
Following ripping, the contractor shall disk the area of the previous well pad and reserve pit only to a depth of six inches to break up soil clods and smooth the seedbed for drill seeding operations. The access road shall not be ripped or disced.
4. Fertilizer Application
The contractor shall furnish and apply fertilizer at a rate of 400 pounds per acre, for a total of 1,800 pounds over the 4.5-acre site. An organic fertilizer with the composition of
7-2-1 shall be used with Humates and mycorrhizae included to provide the best possible outcome for the native plant seed mix.
5. Drill Seeding
The contractor shall furnish, deliver, and drill-seed the certified seed mixture across the entire treatment area, site road and well pad. Seed shall be certified weed-free, and the seed tag must be provided to the COR/PI prior to arrival on site. The required per-acre rates are as follows:
Common Name Variety
(examples)
Drilled Rate % for Mix Lbs/Acre
Alkali Sacaton Salado 0.5 15% 0.2
Western
Wheatgrass
Arriba 8.0 25% 4.3
Galleta Viva 6.0 20% 2.2
Blue Grama Lovington 1.5 25% 0.6

Seed shall be drilled with a disk-type drill with two boxes for various seed sizes, no-till range drill is preferred that would close the seed furrows after planting. The drill rows shall be eight to ten inches apart. The seed shall be planted at not less than one-half inch deep or more than one inch deep. The seeder shall be followed with a drag, packer, or roller to ensure uniform coverage of the seed, and adequate compaction. Drilling shall be done following the contour where possible, not up and down the slope. The access road will be used for site access of reclamation activities and shall be drill seeded, fertilized and straw mulched with crimping as to not remove established desirable vegetation.
6. Mulching and Crimping
The contractor shall provide and apply certified weed-free straw mulch at a rate of two tons per acre (total of nine (9) tons). Mulch shall be mechanically crimped into the soil surface to ensure proper anchoring, following the contour where possible.
Seeding shall be accomplished between July 1 and November 30, depending on timing of monsoon conditions. All work must be completed during suitable weather conditions to ensure effective seed placement and mulch anchoring. The contractor is responsible for ensuring all equipment arrives on site free of noxious weed seed or reproductive plant parts/propagules and for preventing the introduction of any invasive species during the course of operations. This work cannot be completed when the soil is wet, or ruts are being made. The access road will be used for site access of reclamation activities and shall be drill seeded, fertilized and straw mulched with crimping as to not remove established desirable vegetation.
GENERAL NOTES:
• A certified ticket shall be provided to the BLM representative at the point of destination for each deliverable, quantities will be verified in individual lots.
