About this file

This is a Statement of Work (SOW) for tree planting labor services at the Middle Mississippi River National Wildlife Refuge in Ste Genevieve, Missouri. The U.S. Fish and Wildlife Service is seeking contractor labor to hand plant and shelter 1,150 containerized "RPM" style conservation grade trees across a 23-acre polygon in a recently harvested soybean field. The trees must be planted on approximately 20x30 spacing to achieve a stocking rate of approximately 50 trees per acre, with each tree sheltered and staked using materials provided by the Refuge. The contractor must unload trees from the delivery truck, plant each tree with the root collar level to native soil elevation and stem plumb to the earth with no more than 10 percent lean, and verify spacing under Refuge monitoring.

The Period of Performance runs from after December 2, 2026, through March 31, 2027, with work performed Monday through Friday except Federal Holidays. Planting must occur only when ground conditions are suitable: unfrozen soil not forecasted to freeze within four days, unsaturated ground that does not fill with water when holes are dug, and field vehicles that do not leave ruts exceeding 4 inches deep. Bidders must submit pricing on both a per-tree basis and as a cumulative total bid amount for all 1,150 trees. The Refuge will coordinate tree shipment timing with the selected contractor based on site conditions. Contact information is provided for Jared Nance (Refuge Manager) and Bruce Henry (Forest Ecologist) for pre-bid site visits and coordination.

Middle Mississippi River National Wildlife Refuge

Statement of Work for Tree Planting Labor

SCOPE: This statement of work defines the work required to hand plant and shelter containerized tree seedlings within the U.S. Fish and Wildlife Service (USFWS), Middle Mississippi River National

Wildlife Refuge (Refuge). The extent of action is assigned to the area on the attached map labelled

“Sainte Genevieve Levee Tree Planting Contract Map,” which depicts one 23 acre polygon. The entire tree planting area is currently a soybean field which will be harvested in fall 2026. At time of planting, the site will be free of weeds and obstructing vegetation; bounded on the west by a mainline levee, and bounded on the north by refuge forest. Field access is excellent, with gravel road access and approach into the field down from levee. Field vehicle access with ATV, UTV and trailer is recommended.

The refuge will provide all trees, hardwood stakes, and tree shelters for this project.

The following tasks are all components of this statement of work and should be bid on together on a per tree basis and as a cumulative total bid amount.

• Hand Plant 1150 “RPM” style conservation grade containerized trees on a 20x30 spacing across an open, recently harvested soybean field as depicted on the contract map.

• Arrange and plant trees so that the average stocking rate shall be approximately 50 trees per acre spacing. Spacing is approximate but will be verified and monitored by the refuge contact.

• Each tree shall be sheltered and staked with the hardwood stakes, zip ties, and poly tree shelters provided by the refuge.

• Each tree shall be planted so the root collar is level with the native soil elevation and the tree stem is plumb to the earth and lean does not exceed 10 percent.

• Provide labor to unload 1150 trees from the delivery truck at the site staging area at a time and date agreed upon with the refuge contact.

LOCATION: Middle Mississippi River National Wildlife Refuge, approximately one mile northeast of downtown Ste Genevieve Missouri, 63670. 37.985680, -90.034081

PERIOD OF PERFORMANCE: Planting action should occur after December 2, 2026 and prior to March 31, 2027. Planting must occur during the following environmental conditions:

• Ground must not be frozen or forecasted to freeze within four days

• Ground is not saturated: when holes are dug, they should not fill with water; field vehicles shall not leave ruts greater than 4” deep.

Ideally, communication between the vendor and the Refuge contact will identify suitable site and ground conditions for planting after the start date. This communication will be required so that site conditions can be verified and tree shipment can be coordinated to the site. The scope of work needs to be completed no later than March 31.

WORK SCHEDULE: Work will be performed Monday – Friday, except on Federal Holidays.

Site visit can be made at any time, the site is open to the public year round
