About this file
This document is a Statement of Work (SOW) for a 5-year Blanket Purchase Agreement (BPA) for fuel delivery to the U.S. Fish and Wildlife Service National Elk Refuge in Jackson, Wyoming. The solicitation (140FS225Q0079) seeks a supplier to provide three types of fuel: Unleaded (10% ethanol), Clear diesel (highway), and Dyed diesel (off-road), to be delivered to two specified locations - the Maintenance Yard and Miller Yard.
Fuel pricing will be based on the OPIS morning average Rack Price, with delivery charges calculated at the Jackson, WY rack rate. Deliveries are expected during business hours (6:00 am - 4:00 pm, Monday-Friday), with a typical 48-hour advance notice required. The supplier must provide invoices detailing fuel type, quantity, price per gallon, and applicable federal excise taxes, with payment expected via government purchase card. The BPA allows for multiple awards and obligates the government only to authorized purchases made under the agreement.
