About this file

This is a Requirements Document for a 20-Saw Research Cotton Gin that establishes the minimum specifications and evaluation criteria for a commercial item acquisition by the USDA Agricultural Research Service (ARS) Crop Germplasm Research Unit in College Station, Texas.

The acquisition requires one complete 20-saw research cotton gin system or equivalent designed to process small research and seed-increase cotton samples while preserving accession identity and preventing cross-contamination. The gin must separate lint from seed with minimal seed damage and lint loss, include a sample feed/hopper system for batch processing individual accessions, provide optional lint and seed collection components for separate recovery and labeling, feature readily accessible cleanout points for rapid sample-to-sample turnover, and include all necessary components (saws, ribs, doffing mechanisms, drive systems, guards, electric motor, controls, and emergency stop). The system must be compatible with the facility's available electrical service (110W noted as available), possess optional dust/lint containment features, be mounted on a durable frame with preferred casters for safe movement, and include operator manual, maintenance guidance, and replacement parts information. Commercial delivery must include freight, delivery coordination, and any required installation or startup assistance to College Station, Texas. The solicitation (1232SA26Q1383) is unrestricted and not set-aside for small business; quotes are due no later than 4:00 pm Central Standard Time on Friday, September 11, 2026, submitted electronically to lynn.hults@usda.gov. Responses must include detailed specifications demonstrating capability to provide the required equipment, with comparative specifications preferred over boilerplate responses. The final day for question submission is 3:00 pm Central Standard Time on Tuesday, September 8, 2026. Vendors must be registered in SAM.gov at submission and award, and payment will be made through the Department of Treasury Invoice Processing Platform at IPP.gov.
