Statement of Work
Removal/Disposal and Installation of New Above Ground Fuel Storage Tanks at
Fergus Falls Wetland Management District New and Old Maintenance Shop
PART 1 – GENERAL (Photos of Project Location on Page 12-14)
1.1 PROFECT DECRIPTION AND SCOPE COMPONENTS:
Contractor shall provide all labor, equipment, materials and services to:
A) Remove and dispose of one (1) 1,000-gallon Convault® tank, and two (2) 1,000-gallon
EnviroTank® including electrical back to the main box from Fergus Falls WMD Old
Maintenance Shop at 2127 Pebble Lake Road, Fergus Falls, MN 56537.
B) Install Flameshield ® Tanks:
1) Three (3) 1,000-gallon Round Horizontal Cylindrical Above-Ground Tank UL-142 listed, doubled walled steel tank for storage of petroleum products at near atmospheric pressure with accessories and services at Fergus Falls WMD New Maintenance Shop at 18965 County Highway 82, Fergus Falls, MN, 56537.
2) CLIN 00020 Addition: (Subject to Availability of Funding (SAF)) Two 150 gallon
Round Horizontal Cylindrical Above-Ground Tank UL-142 listed, doubled walled steel tank for storage of petroleum products at near atmospheric pressure with accessories and services at Fergus Falls WMD New Maintenance Shop at 18965
County Highway 82, Fergus Falls, MN, 56537.
C) The total (actual) capacity of the tank(s) supplied shall neither be less than the rated nominal capacity nor more than 110 percent of the rated nominal capacity.
D) Provide full detail information/details on available commercial standard warranty for tank and all accessories.
E) Provide all records for disposal of old tanks (Manifest or Disposal Ticket).
F) Notify Minnesota EPA on the removal of current tanks and the installation of new tanks.
1.2 STANDARDS
The manufacture and installation of aboveground storage tank systems described in this section shall adhere to the following standards and regulatory requirements:

In case of differences between building codes, state laws, local ordinances, utility company regulations, and contract documents, the most stringent shall govern.
The codes and standards listed are the latest as of this publication. Codes and standards are continuously updated. The Contractor shall confirm the construction standard edition enforced by the authority having jurisdiction.
1.3 PROPOSAL DOCUMENTS
With the proposal, offerors shall provide initial shop drawings and appurtenance data with sufficient details to satisfy government requirements for consideration.
1.4 SUBMITTALS:
A. The contractor shall submit for approval the manufacturer’s name, tank data, materials of construction, UL listing, installation instructions and warranty.

Provide one electronic copy. When comments are made to initial submittal, Contractor shall highlight those changes in subsequent submittals.
B. Contractor shall submit product data for all accessories to include manufacturer's literature, printed installation instructions, diagrams, test results, parts lists, and detailed warranty information. Descriptive literature shall be exact, no assumptions are made, and no substitutions are allowed without prior written approval. Provide data to include but not be limited to the following:
1. Coating system,
2. Spill containment basin,
3. Clock type fuel quantity gauge and other spill prevention devices installed,
4. Piping for atmospheric vent and emergency vents,
5. Atmospheric Vent,
6. Emergency Vent(s) (main tank and interstitial space),
7. Interstitial leak detection indicator
8. Dispending Unit and Accessories
PART 2 - PRODUCTS
2.1 Fuel Storage Tanks Removal and Disposal:
Remove and dispose of (3) above ground storage tanks located at Fergus Falls WMD Old
Maintenance Shop.
1) One 1) 1,000-gallon Convault® tank (On-Road Diesel)),
2) One (1) 1,000-gallon EnviroTank® (Unleaded Gas),
3) One (1) 1,000-gallon EnviroTank® (Off-Road Diesel)
A. Dispose of residual fuel remaining in tanks. Contractor shall schedule work with program office to have the fuel in tanks at lowest levels possible, excess fuel can be placed in new tank if needed.
B. Disconnect electrical, remove all electric wiring, electrical conduit, and emergency shut off back to the electrical panel.
C. Recycle concrete and metal from Convault® tank and EnviroTank® tanks.
D. Dispose of unrecyclable material from Convault® tank and EnviroTank® tanks.
E. Provide Manifest or disposal tickets for hazardous material, recyclable material, and material that could not be recycled. Provide Type of Material, Amount (e.g., weight, volume), Transporter, Location Receiving Material, and Manifest or Disposal Ticket record.
2.2 Horizontal Cylindrical Fire Shield Tanks:
A. Provide and install Flameshield ® Tanks Round Horizontal Cylindrical Above-Ground
Tank UL-142 listed, doubled walled steel tank for storage of petroleum products at near atmospheric pressure with accessories and services, manufactured by company who license their tanks through the Steel Tank Institute:
1. Three (3) 1,000-gallon Round Horizontal Cylindrical Above-Ground Tanks:
a. One (1) Gasoline
b. One (1) Off-Road Diesel
c. One (1) On-Road Diesel
2. CLIN 00020 Addition: (Subject to Availability of Funding (SAF)) two (2) 150 gallon
Round Horizontal Cylindrical Above-Ground Tanks
a. One (1) Drip Torch Fuel
b. One (1) Premium (non-ethanol) Gasoline
B. The tank system shall be warranted by the manufacturer against defects in material or workmanship following the delivery and installation of the tank. Warranties shall state the coverage period of tanks as part of the submission of bid.
C. Constructed with steel meeting ASTM A-36 U.L. Listed Steel Tank standards.
D. Tank(s) shall be designed for use aboveground and include integral secondary containment.
1) The 1,000-gallon tanks shall be a horizontal cylindrical steel tank with steel not less than 10 Gauge for interior and 7 gauge for exterior tank.
2) The 150-gallon tanks shall be a horizontal cylindrical steel tank with steel not less than 12 Gauge for interior and for exterior tank.
E. Location, size, and number of ports and tank-top openings shall be carefully coordinated with the installer and tank manufacturer prior to ordering tank. The tank shall be designed with the following ports:
1. filling,
2. supply (suction),
3. fuel quantity gauge,
4. interstitial leak detection,
5. atmospheric vent of the primary tank,
6. emergency venting of the primary tank,
7. emergency venting of the secondary tank, F. The steel shell (encasement) must contain an interstice (space) for leak monitoring between it and a primary (internal) steel tank which must be constructed of not less than
10-gauge carbon steel with continuous weld along seams, and fitted with a steel fill tube not less than four (4)-inch inside diameter, and terminating not less than six (6) inches from the bottom of the steel tank to prevent static spray (the primary tank must meet UL
Standard 142, 2-hour fire rating, NFPA Standard 30, and American Welding Society
Standard for continuous welds).
G. The tank shall meet the 2-hour 2,000 ° F fire-test, as required by the Southwest Research
Institute Standard SwRI 97-04, validates performance of non-insulated tanks.
H. The storage tank and supports shall be delivered as a complete UL listed unit with the proper nameplates for a supported tank system. The steel outer shell shall be supported off the ground with structural steel beam skids integral with the shell and running the full width of the shell designed to support the tank in a Seismic Zone area of Zero (0). The skids shall provide not less than four (4)-inch clearance between the shell and ground.
Welded joints are required.
I. The tank shall be designed to be anchored to withstand uplifting by hurricanes, tornadoes, floods, or high-water surges.
J. The tank(s) shall be protected from lightning strikes using zinc grounding rod, provided with cathodic protection if tank sits on concrete slab (must be 4 inches off slab), K. Coating System shall be applied according to manufacturer’s recommendations. All exterior surfaces of the steel tank must be effectively protected against corrosion and thermal extremes using a two-part system (urethane primer and urethane paint). All damage to the pant that occurs during installation shall be repaired using the same system.
L. Marking of Tank:
1. Each tank shall be marked with the manufacturer's name, trade name, or trademark or other descriptive marking by which the organization responsible for the product can be identified. If a manufacturer produces tanks at more than one factory, each tank shall have a distinctive marking by which it can be identified as the product of a particular factory.
2. The UL-142 nameplate permanently attached to the tank system. The required marking shall be embossed, etched, stamped on a nameplate of corrosion resistant metal, or as described below. The markings shall be in a size and style of type corresponding to 18 point Franklin Gothic [1/4 inch high letters] or the equivalent.
The nameplate shall be attached by welding or brazing or by attaching it by drive screws, rivets, welding, or brazing to a bracket or holder that is then welded or brazed to the tank.
M. Labeling of ports on tank:
1. Atmospheric Vent
2. Two (2) Emergency Vent
3. Interstitial Space
N. Labeling of each tank:
1) AST Tank Number assigned and provided to Minnesota EPA
2) “Volume (ex. 1,000)” Gallons sign on each side
3) “Product (ex. Off-Road Diesel, On-Road Diesel, Gasoline)” signs on each side.
4) “No Smoking” signs on each side.
5) “Hazard Warning (ex. Flammable, Combustible)” sign on each side.
6) “NFPA Chemical Hazard Label” on each side.
7) Sulfur Content Sticker for Diesel Tanks “15 ppm or 500 ppm as required”
If a pressure-sensitive label, ink or paint stenciling, or other method is used, it shall comply with the requirements in the Standard for Marking and Labeling Systems, UL
969; be suitable for outdoor use and exposure to fuels and gasoline; and have a minimum surface temperature rating of 140o F.
O. The tanks shall be installed at the New Maintenance Shop site. Slab has already been installed. The size of the slab is approximately 50' long by 16’ wide and bollards have been installed. Contractor shall protect the slab and bollards from damage during installation.
P. Tanks shall be installed at least 3 feet from other tanks at location.
Q. The tank sizes shall be:
1) 1,000-gallon tank shall be approximately 64” Nominal Diameter and 6’-0” long having a gross weight of approximately 2,500 pounds or approved tank.
2) 150-gallon tank shall be approximately 30” Nominal Diameter and 4’-0” long having a gross weight of approximately 500 pounds or approved tank.
R. Galvanized steel stairs as supplied by tank manufacturer constructed with handrails, minimum 2’-6” wide, minimum 2’8” platform, with open serrated treads (stairs required for tanks equal or exceeding four (4) feet in height from base slab to fill inlet).
2.3 APPURTENANCES:
All materials used in fabrication shall be compatible with the base tank, combustible liquid, and the physical and atmospheric conditions where the device is used. Polymerics and elastomers shall be evaluated for compatibility with fluids, surface, or atmospheric conditions with which the part comes in contact. These materials shall comply with the requirements for gaskets and seals, UL 157. All accessories shall be constructed to minimize the stresses on the base tank.
A. Provide one (1) normal atmospheric vent for the primary tank(s). Vents shall discharge upward or laterally and be protected from intrusion of rain. This shall be at least 12 feet above ground. (Note: 12-foot vent pipe on current tank can be reinstalled with a new vent installed.)
B. Vents for tanks containing Class 1 liquids shall terminated at least 12 feet above ground level and be located at least five feet from building openings.
C. Provide one (1) Emergency Vent Provide emergency vent for primary tank. Vent size shall be determined by the tank configuration, the primary tank capacity, and the product stored
(Diesel, Gasoline, Drip Torch Fuel). Emergency venting shall comply with provisions of
NFPA 30A or NFPA 30.
D. Provide one (1) emergency vent for each secondary containment tank interstice. The venting capacity is determined by the tank configuration, secondary tank capacity, and the product stored (Diesel, Gasoline, Drip Torch Fuel). Emergency venting shall comply with provisions of NFPA 30A, NFPA 30, and UL 142.
E. Leak Monitoring: A thru-tank leak detection monitoring tube with a glass sight tube terminating between the primary tank and the secondary containment shall be provided to monitor any leaks from the primary tank. A Krueger Sentry Gauge Model K-2 or equal vertical type leak monitor to detect leaks in the interstitial/annular space of a double wall tank is acceptable.
F. Spill/Overfill Containment Basin: The tank system shall include a minimum of seven (7)-gallon spill/overfill container manufactured as an integral part of the primary tank, surrounding the fill pipe, and protected by 2-hour fire rating of the enclosure.
1. Exterior steel shall be anti-oxidant powder coated to inhibit rust.
2. Sump shall be less than 12" above top of the tank.
3. The overfill sump shall not extend into the top of the main tank such that filling of the main tank is restricted from normal fill rates.
4. The overfill sump shall include a stick port.
5. It shall have a push-type access drain for spilled product to release into the main tank.
Note: Overfill containment systems that are designed to release spilled product into the interstitial area will not be accepted.
6. and a lockable lid.
G. Overfill Protection: Overfill protection shall be provided by the following methods: a) direct reading level gauge visible from fill pipe accessible to the delivery operator; b) valve rated for pressurized delivery located within fill pipe to close automatically at 95% full level; or
c) high level alarm.
1. The direct reading gauge style Morrison 918F or equal Clock type gauge is acceptable.
The gauge shall read in feet and inches. Gauge can be rotated 360 degrees after mounting. Place port for gauge to be convenient to view from fill port.
2. The contractor shall either provide a 95% fill limiter or a high-level alarm set at 95%.
The contractor shall provide specifications and/or operating manuals for over protection device selected.
H. Neoprene bearing pad kit for tank.
I. All exterior steel appurtenances shall be coated to inhibit corrosion.
J. Piping, joints, valves, and fittings shall comply with NFPA 30. Joints shall be made liquid tight and shall be threaded, except that listed flexible connectors may be used when installed in accordance with NFPA 30. Piping systems shall contain a sufficient number of valves to operate and protect the system.
2.31 DISPENSING UNIT:
A. The system shall be equipped with a UL-listed, electrically operated 15 gpm dispensing pump in an enclosed steel cabinet mounted on top of 1,000-gallon capacity tanks or less, and on the side of tanks greater than 1,000-gallon capacity, and using steel side mounting brackets provided and installed by the manufacturer.
B. Nozzles from which gasoline or methanol is introduced into motor vehicles shall have a maximum flow rate not to exceed 10 gallons per minute as may be controlled through any means in the pump/dispenser system. Any dispensing pump that is dedicated exclusively to heavy-duty vehicles, boats, or airplanes is exempt from this requirement.
c) Anti-spill valves - where product piping extends below the top of the tank, the piping shall include a shut-off valve and normally closed safety valve. The safety valve shall be an approved anti-siphon valve or electric solenoid valve.
d) Either pump/dispenser must be installed on the side nearest the vehicles to be serviced.
The pump dispenser unit must have a way to lock the unit to prevent unauthorized use.
The pumping system shall include:
1. Filter – Filter shall be installed so when changed the liquid does not spill.
2. Hose (minimum 20 ft. Length) (must also be UL Listed fuel hoses listed for the product dispensed)
3. Auto-shutoff nozzle
4. Hose Breakaway - Standard Break-Away designed to be replace when it fails.
5. Whip
6. Anti-siphon (back-flow) valve, or electric solenoid valve
7. Grounding feature
PART 3 – EXECUTION
A) Contractor shall familiarize himself with the location of all public utility facilities and structures that may be found in the vicinity of the construction.
B) The Contractor shall conduct operation to avoid damage to the utilities or structures. Should any damage occur due to the Contractor's operations, repairs shall be made at the Contractor's expense in a manner acceptable to the Contracting Officer and Project Leader.
C) Contractor shall provide all services and equipment to remove existing Convault® and
EnviroTank® tanks, accessories, connections, piping, pumps and hoses. The station reserves the right of first refusal to take salvage pumps and/or parts. Note: The contractor will be required to remove all electrical back to the electrical box at the Fergus Falls WMD Old Maintenance Shop location. All disposal, removal and transport of materials shall be in accordance with all local, state and federal regulations. Contractor shall coordinate delivery of the tank with station to ensure current tank is at the lowest level possible prior to installation of new tank. Contractor may need to transfer diesel fuel and gasoline from old tanks to new tanks. Contractor shall be responsible for removal and disposal of any remaining/ residual fuel in the tank. The contractor shall provide Manifest and Disposal Tickets for all material removed from site.
D) Manufacture of the new tank shall tank license through the Steel Tank Institute, be experience in producing specified tank for commercial used or manufacturer must have certified ISO 9001
Quality System in place 60 days prior to award. Contractor performing installation shall have documentation of at least 10 installations in satisfactory operation.
E) The contractor, if not the manufacture, shall install the tank, accessories, and connections in strict accordance with the manufacturer’s recommendations, with latest edition of federal, state and local environmental, safety, and fire regulations; National Fire Protection Association Code and/or standards; federal, state and local electric and plumbing codes. Electrical work shall be performed under the direct supervision of a licensed electrician. All state and local permits shall be obtained prior to installation. Coordinate work and site visits as required with Station
Manager and/or Contracting Officer Representative (COR).
F) The tank system shall be handled, lifted, stored in accordance with manufacture’s instruction onto a reinforced concrete base slab designed to support the fully loaded tank. Once the unit is set onto the pad, but before installation of accessories. The unit shall be tested by conducting an Air
Pressure Test to ensure no damage occurred during shipping or handling. The results shall be provided to the Station Manager and/or Contracting Officer Representative (COR) prior to commencing additional work on tank.
G) Protective bollards are currently present and shall be protected by damage when removing and installing Above Ground Storage Tanks.
H) Tanks shall be marked on all sides with warning signs and product identification as required by applicable codes and minimum requirements of scope of work.
I) Ground the fuel tank in accordance with the general requirements of NFPA 780, Lighting
Protection Code. Grounding rod shall be ¾” diameter, 10’-0” zinc grounding rod or equivalent approved rod. Position rod in close proximity to the tank vent pipe to accommodate a #4 single strand zinc wire clamped from vent pipe to ground rod or other approved site by manufacture.
The wire and rod must be installed in a manner as to prevent tripping hazards.
J) The tank shall be be suitably anchored to withstand uplifting by hurricanes, tornadoes, floods, or high-water surges. The tank system shall be anchored per manufacture guidance to cement pad or by securing to the slab/ground with 3/8” 18-8 galvanized or stainless-steel cable secured to embedded eyebolts and maintained tightly with turnbuckles. Note: The area of the cable that comes in contact with the tank shall have insulation (e.g. neoprene pad) so as not to damage the tank.
K) Calibrate clock fuel gauges, provide water-resistant chart to station indicating gauge reading with calculated product level (e.g., 5’ = 500 gallons full).
L) Test the fuel storage and delivery systems to ensure the fuel is properly fed, leak free, and operates in a satisfactory manner. Repair and retest if necessary.
M) Install new emergency shut off switch located per NFPA 70 code requirement and in coordination with station to select location. Test and document emergency shut off system to document proper operation. Electrical work shall be in accordance with applicable codes and shall be rated for hazardous area as required.
N) Clean site of all materials and debris.
O) Complete Tank Notification using form AST Notification Form (t-a1-20a) Facilities with storage capacity less than 1 million gallons. This form needs to be completed for tanks that are removed and tanks that are installed. The following is the current list of tanks that have been registered with the state and their current status. Tanks 1, 3 and 1003 will need the above paper work completed when removed:
P) Provide close out documentation to the Station Manager and/or Contracting Officer
Representative (COR) with 2 sets in binders prior to final acceptance:
a) Specifications
b) As-Built Drawings and photographs
1) All underground system components
2) The complete tank system in place.
c) Installation information and operation and maintenance instruction, Inspection procedures on the system:
1) Tank
2) Tanks Accessories (e.g., tank gauge reading chart, vent, leak detection)
3) Pumps, [dispensers], valves and fittings,
d) All testing and inspection reports conducted during install,
e) Copy of Tank Notification using form AST Notification Form (t-a1-20a) for tanks removed and installed.
f) Manifest for solid waste removed, recycled materials, and disposal of residual fuels.
g) Warranties for tank and accessories.
