About this file

This justification and approval document requests a sole source acquisition of UiPath robotic process automation software licenses from a commercial provider for the Defense Finance and Accounting Service. The acquisition is for attended multi-user, attended named user, developer multi-user, and developer named user licenses for a base year and four option years. DFAS has developed 14 automations using UiPath software since 2019 to support its mission that would require unacceptable delays and duplication of expenses to change platforms. Additionally, DFAS plans to use automations developed by other DoD components that also use UiPath. Issuing this acquisition as a sole source is justified due to the need to maintain the existing software investment and collaborate on automation development within DoD. Market research was conducted through March 2021 solicitations without identifying any other potential offerors.

Purchase Request #(s)

CONTRACTING ACTIVITY: DFAS Contract Services Directorate

1. REQUIRING ACTIVITY:

2. DESCRIPTION OF THE ACTION BEING APPROVED: Solicit a Brand Name requirement and award a Contract/Order.

3. DESCRIPTION OF SUPPLIES/SERVICES: This justification covers the acquisition of the following article(s):

The IT Enterprise Services requests the purchase of the following licenses for a Base and 4 Option years:

1) UiPath ‐ Attended – Multiuser (UICPAMU0000)

2) UiPath ‐ Attended ‐ Named User (UICPANU0000)

3) UiPath ‐ RPA Developer ‐ Multiuser (UICPRPADMU0)

4) Uipath ‐ RPA Developer ‐ Named User (UICPRDNU000)

The Required Delivery Date/PoP is: 07/15/2021 Estimated Value (include option): $ Option(s) YES

FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

5. RATIONALE JUSTIFYING USE OF CITED STATUTORY AUTHORITY

4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION:

In 2019, DFAS initiated a Robotics Process Automation (RPA) program towards meeting USG goals to shift resources to high level work and awarded an order for UiPath software. Since then, at significant expense, DFAS has developed and deployed 14 UiPath based automations to support DFAS mission operations. Also, DFAS has invested in 29 UiPath based automations which are currently in development.

Automations based on UiPath software can only be developed and operated by users with the licenses for proprietary UiPath software included under this acquisition. Only UiPath brand software will satisfy the requirement to maintain the existing DFAS RPA program without incurring unacceptable delays and substantial duplication of expenses.

Additionally, a deviation to an RPA solution other than UiPath will cause disruption and additional short term and long term expenses in performing DFAS' mission work. Automations based on UiPath software are currently used by DFAS to automate various processes, including, for example, checking for duplicate payments and retrieving payment vouchers. Automating processes eliminate various low-level work. Removing this capability will force DFAS to revert to other less efficient methods permanently, or temporarily while new automations are developed.

6. DESCRIPTION OF EFFORTS MADE TO SOLICIT OFFERS FROM AS MANY OFFERORS AS PRACTICABLE:

An RFI was posted to determine the interested vendor base on

Mar 19, 2021 And closed on which resulted in responses from interested vendor(s)Mar 29, 2021

7. A SHORT DESCRIPTION OF RESULTS OF RFI/BETA.SAM.GOV POSTING, OR MARKET RESEARCH CONDUCTED OR A STATEMENT

OF THE REASON NONE OF THE ABOVE ACTIONS WERE CONDUCTED.

A Notice of Sources Sought/Request for Information was posted on NASA SEWP, GSA eBuy, and beta.Sam.gov from 19 March 2021 through 29 March 2021.

Based on the Market Research it appears sufficient competition will be achieved by soliciting this effort via beta.SAM.gov where we received two of the three lowest priced responses.

8. LIST OF THE SOURCES THAT EXPRESSED A WRITTEN INTEREST IN THE ACQUISITION.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION:

By utilizing UiPath, the Department is able to benefit from collaborative efforts of sharing automations between components. Today, DFAS today employs six UiPath bots developed by OUSD-C. Also, OUSD-C, DLA, and DISA plan to develop UiPath automations which DFAS plans to use in the future. DFAS plans to share DFAS developed bots with other components.

Additionally, DFAS foresees additional savings by continuing with UiPath. The OUSD-Comptroller has implemented a shared RPA environment on the Advana system platform utilizing the UiPath software. DFAS currently operates a UiPath environment but plans to soon migrate to the shared ADVANA RPA environment. Utilizing UiPath software via OUSD-(C) provides devolution and continuity of operations support not available yet in the DFAS solution.

10. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED.

DFAS will consider open software architecture models during selection of similar software solutions in the future.
