About this file

This is a Pesticide Use Proposal (PUP) form submitted to the U.S. Fish & Wildlife Service for approval to use clethodim herbicide products across three wildlife refuges: Upper Mississippi River National Wildlife and Fish Refuge, Trempealeau National Wildlife Refuge, and Driftless Area National Wildlife Refuge. The PUP (number R3-24-32579-011) was approved for calendar year 2024 and covers treatment areas in Illinois, Iowa, Minnesota and Wisconsin.

The proposal requests approval to use multiple clethodim-based herbicide products including Arrow 2EC, Cleanse 2EC, Clethodim 2E, Envoy Plus, Intensity One, Intensity Post-emergence, Select 2EC and Select Max for controlling invasive and undesirable grasses across up to 3,000 acres. Applications will be spot-foliar treatments using backpack sprayers or spray booms between April and October 2024, with application rates varying from 16-32 ounces per acre depending on the specific product. The PUP includes detailed endangered species assessments showing "Not Likely to Adversely Affect" determinations for most listed species in the area, and incorporates best management practices like wind speed restrictions and use of appropriate adjuvants. The primary contact is Wildlife Biologist Stephen Winter, with Refuge Manager Sabrina Chandler as the field approver.

Management Action/Economic Threshold

The chemical/product would be used on the Upper Mississippi River National Wildlife and Fish Refuge, Trempealeau National Wildlife Refuge, and Driless Area National Wildlife Refuge, to control or eradicate invasive and undesirable grasses. Treatments would restore, improve, and maintain wildlife habitat in priority refuge habitats (upland forests, savannas, grasslands, bottomland forests, shrub/scrub

How do these pests interfere with achieving habitat and/or wildlife management objectives?

The herbicides proposed for use will control, reduce, or eradicate undesirable grasses. This would reduce, minimize, or eliminate the negative impact of undesirable grasses on more desirable vegetation communities and vegetation species that provide important food and cover for USFWS trust species, refuge priority habitats, and priority resources of concern. When allowed to proliferate, undesirable

View Pesticide Application Information

View Pesticide Application Information: Proposed pesticide applications in a PUP may not reflect actual on-the-ground pesticides applications. Specifically, PUPs may include dierent application scenarios (e.g. spray equipment and rate combinations) to capture the breadth of potential application options. Note that actual pesticide applications must be compliant with the pesticide labels, and the complete Usage Report will contain actual usage information association with the PUP.

Seed Treatment Calculations Information (Pounds or Gallons of Pesticide per Seed) X (number seeds planted /acre) = Pounds or Gallons of Pesticide/Acre (Pounds or Gallons of Pesticide/Acre) X (Acres Treated) = Total Pounds or Gallons Pesticide

Water quality used to mix pesticides in a spray tank can aect pesticide eicacy.

Example: glyphosate-based herbicides perform best when mixed with water at pH 3.5 to 5.

Read the pesticide label or consult with the manufacturer for information about the quality of your mixing water.

Please select Pesticides by Trade Name in the field above

More than one Pesticide Trade Name product may be entered in this PUP, but the products must be the same Active Ingredient (AI) per PUP.

If you are TANK MIXING products with dierent Active Ingredients (AI)s, then you may include them in one PUP.

For every pesticide Trade Name, product, application, details must be included in the PUP.
