About this file

This is a Pesticide Use Proposal (PUP) document submitted to the U.S. Fish & Wildlife Service for approval to use triclopyr herbicides across multiple national wildlife refuges, including Upper Mississippi River, Trempealeau, and Driftless Area National Wildlife Refuges in Illinois, Iowa, Minnesota and Wisconsin. The PUP (number R3-24-32579-001) was submitted by Wildlife Biologist Stephen Winter and approved in December 2023.

The proposal requests authorization to use multiple triclopyr-based herbicide products including Garlon 3A, Garlon 4 Ultra, Pathfinder II, Remedy, Remedy Ultra, and others for controlling invasive and undesirable woody plants and broad-leaved plants across approximately 2,740 acres. Application methods include spot treatment and basal bark application using backpack sprayers, with application rates ranging from 5-43 pints per acre depending on the specific product. The proposal includes detailed environmental considerations, including potential impacts on endangered species (with "Not Likely to Adversely Affect" determinations for most listed species), and specifies various best management practices like wind speed restrictions and buffer zones. The PUP was reviewed and approved by regional FWS officials after consultation with endangered species staff.

Management Action/Economic Threshold

The herbicide triclopyr would be used on the Upper Mississippi River National Wildlife and Fish Refuge, Trempealeau National Wildlife Refuge, and Driless Area National Wildlife Refuge, to control or eradicate invasive and undesirable woody plants (trees and shrubs) and undesirable herbaceous broad-leaved plants. Woody plants and herbaceous broad-leaved plants would be treated to restore, improve, How do these pests interfere with achieving habitat and/or wildlife management objectives?

The herbicide proposed for use will control, reduce, or eradicate undesirable woody plant individuals and populations. This would reduce, minimize, or eliminate the negative impact of undesirable woody plants on more desirable vegetation communities and vegetation species that provide important food and cover for USFWS trust species, refuge priority habitats, and priority resources of

View Pesticide Application Information

View Pesticide Application Information: Proposed pesticide applications in a PUP may not reflect actual on-the-ground pesticides applications. Specifically, PUPs may include dierent application scenarios (e.g. spray equipment and rate combinations) to capture the breadth of potential application options. Note that actual pesticide applications must be compliant with the pesticide labels, and the complete Usage Report will contain actual usage information association with the PUP.

Seed Treatment Calculations Information (Pounds or Gallons of Pesticide per Seed) X (number seeds planted /acre) = Pounds or Gallons of Pesticide/Acre (Pounds or Gallons of Pesticide/Acre) X (Acres Treated) = Total Pounds or Gallons Pesticide

Water quality used to mix pesticides in a spray tank can aect pesticide eicacy.

Example: glyphosate-based herbicides perform best when mixed with water at pH 3.5 to 5.

Read the pesticide label or consult with the manufacturer for information about the quality of your mixing water.
