About this file

This is a Performance Work Statement (PWS) for the demolition of the Grape Genetic Research Unit (GGRU) Administration Building and related structures at the USDA facility in Geneva, NY.

The project scope involves complete demolition and removal of concrete slabs, walls, footers, and equipment pads from the former GGRU Administration Building (Building No. 74), former greenhouse with surrounding sidewalk, equipment support pads (propane tanks, HVAC, generator), mechanical equipment yard, and associated utilities. Specific tasks include: removing sanitary sewer lines back to the main manhole and sealing; sealing two storm sewer lines with hydraulic cement at catch basins and installing stormwater filter socks; re-sealing or capping utilities after slab removal; filling and compacting all excavations in 12-inch lifts using existing or additional compacted gravel fill; grading and leveling disturbed earth to match surrounding elevations; topping the site with loam, fertilizer, grass seed, and mulch using either "Seedway" Tri Rye Blend or "Pennington Contractor Mix" seed or hydroseeding; safely disposing of all demolition materials off-site; and repairing any damage caused by the contractor's workforce. All work occurs at 93 Collier Drive, Geneva, NY 14456, during normal business hours (7:30 am–4:00 pm, Monday–Friday) with coordination required through the location coordinator.

The contractor must provide a proposed project plan with solicitation response and weekly status reports every Friday by 3:00 PM ET until contract expiration. The onsite Project Manager requires a minimum of five years' experience in demolition, site grading, utility sealing, landscaping, and construction safety protocols. Performance is measured through site inspections against standards for complete demolition, proper disposal, utility sealing, site grading/restoration, landscaping/erosion control, physical security, and quality standards compliance, with evaluation criteria of "Exceptional past performance" or "Marginal/Unsatisfactory." Invoices must be submitted via the Invoice Processing Platform (http://www.ipp.gov/vendors/index.htm) and include required documentation including contract number, description and quantity of services, business information, TIN/DUNS+4, and certification that funds were used solely for contract work, with final invoices clearly marked upon completion.

Project Title Demolition of Grape Genetic Research Unit (GGRU) Administration Building Foundations

General Information

1.0 Background and Purpose

The Grape Genetic Research Unit (GGRU) Administration Building at the USDA facility in Geneva, NY, has remnants of structural elements—including concrete slabs, walls, and foundations—from previous demolition activities, as well as associated infrastructure from the former greenhouse, mechanical equipment yard, and equipment pads. These materials hinder future site use and pose safety and environmental concerns. The purpose of this Performance Work Statement is to outline the requirements for complete demolition and removal of all remaining structures, ensuring safe disposal, proper site re-grading, and restoration with appropriate landscaping. This project will prepare the site for future development or research activities, aligning with USDA operational standards and supporting ongoing agricultural research needs.

2.0 Acronyms / Definitions

GGRU: Grape Genetic Research Unit USDA: United States Department of Agriculture Catch basin - A drainage structure that collects stormwater and prevents sediment from entering sewer lines.

Compacted gravel fill - Gravel used to fill excavations, compacted in layers to provide stability and match surrounding grade.

Hydroseeding - A planting process that uses a slurry of seed and mulch, sprayed over prepared ground to promote rapid grass growth.

Stormwater filter sock - A tubular filter placed around catch basins to prevent sediment runoff during construction.
