About this file

This is Amendment 0002 to Solicitation 12RADA26Q0017 issued by USDA Rural Development Procurement Management Office on September 22, 2026, with an effective date of September 22, 2026. The amendment provides clarifications and answers to 16 questions regarding the demolition and site restoration project scope, pricing structure, and project requirements.

The amendment clarifies that contractors must provide one lump-sum price for the entire project with supporting breakdowns for items 0001A through 0001K, with all demolition and disposal work (Building 74 foundations, greenhouse foundations, mechanical yard slab/post bases, and miscellaneous equipment pads) included in the lump sum. Key clarifications address quantity confirmations (sidewalk quantity estimated by contractor from site plan; backfill items as separate quantities with contractor responsible for estimating total fill needed), concrete slab specifications (thicknesses and dimensions unknown; contractor to estimate from site plan), sanitary sewer removal details (pipe specifications unknown; contractor to estimate), manhole sealing procedures (two separate manholes to be sealed permanently with material matching existing construction), and transformer pad removal (located northeast of Building 74; transformer already removed and disconnected). The amendment confirms no project-specific dust control requirements exist, onsite water is available per FAR 52.236-14, restoration loam/topsoil depth to be estimated by contractor, compaction responsibility assigned to contractor per 12-inch lifts, and that a qualified working foreman may serve as onsite Project Manager while performing field duties. The prevailing wage determination number 2015-4161 Revision 35 applies. The period of performance is September 29, 2026 to November 27, 2026.
