ASPHALT TRAIL SURFACE PRESERVATION

Petrified Forest National Park, Division of Facility Management

Statement of Work – The contractor shall provide asphalt trail surface preservation as described below. The contractor is responsible for final dimensions.

1. Project Introduction

a. Location - The contractor shall provide surface preservation on the following trails located within the boundaries of the Petrified Forest National Park, located in northeastern Arizona, approximately 50 miles from the New Mexico border on

Interstate 40. The park stretches north and south between Interstate 40 and U.S.

Highway 180.

i. Puerco Pueblo Trail and parking lot sidewalk

1. Length – 1,690 lf

2. Area – 1,121 sy

ii. Blue Mesa Trail

1. Length – 4,050 lf

2. Area – 2,694 sy

iii. Crystal Forest Trail and parking lot sidewalk

1. Length – 4,685 lf

2. Area – 2,604 sy

b. Description

i. Crack Sealing – Application of hot applied crack material to all surface cracks averaging ¼ to 1 inch.

ii. Seal Coat – Application of two coats of emulsified asphalt seal coat material.

2. General Requirements

a. Crack Sealing

i. Cleaning – Remove dirt, dust, and other deleterious material from the crack walls and cavity using a stream of air or other approved methods. Blow or brush dry material off the trail surface.

ii. Sealing – Dry the crack surfaces before sealing. Do not seal cracks when the surface temperature is below 35 degrees F and weather conditions are rainy or foggy.

1. Heat the crack material to pouring temperature in a heating kettle and continuously agitate the material.

2. Discard sealant when

a. Heated above the safe heating temperature recommended by the manufacturer

b. Held at pouring temperature for more than 12 hours

c. Reheated more than once

d. Not consistent or uniform in appearance

3. Warm and dry the surface if temperature is lower than 50 degrees F or moisture is present.

4. Use an application wand to place material in each crack from the bottom up. Insulate the wand to maintain pouring temperature while placing material. Return the wand to the heating kettle immediately after sealing each crack. Use a squeegee or screed to strike off the material.

iii. Resealing – Reseal cracks exhibiting adhesion failure, damage, incomplete filling, foreign objects in the sealant, or otherwise rejected by the COR.

b. Seal Coat

i. Equipment –

1. Use equipment that can provide a uniform coated surface at the required application rates. Distributors or Spray Units used for the application of the seal coat shall use positive displacement pumps.

These units will be equipped with removable covers, tachometers, pressure gauges, and volume-measuring devices. Squeegee/brush units will be attached to a drag box. They will be properly adjusted so that the application of the seal coat is done without streaks.

2. The seal coat will be mixed in a tank; capable of continuously mixing the entire contents contained in the unit and will accurately deliver a predetermined proportion of aggregate, water, and coal tar emulsion containing latex rubber. The completely mixed product will be discharged into the drag box without segregation.

ii. Weather Limitations

1. Do not apply seal coat under any of the following conditions: when the surface is wet, in the rain, when the relative humidity exceeds 85% and/or if the temperature is expected to fall below 50 degrees F within 24 hours after application.

2. Application will be permitted to begin when surface temperature is greater than 50 degrees F and is expected to rise above 60 degrees F.

3. Stop applying if the surface or air temperature drops below 50 degrees F during placement.

iii. Mixture Consistency

1. Produce a homogeneous mixture, without lumps, balls, unmixed aggregate, segregation, excess water, or excess emulsion.

2. Control the break time and mix consistency with mixture proportion adjustments

3. Keep the mixture from setting until after application.

iv. Surface preparation

a. Thoroughly clean the entire area to be seal coated, free of vegetation, dirt, oil, and other foreign materials.

b. Cover any water boxes, catch basins, stone masonry and other such structures with the area with plastic, building felt, or other material approved by the COR.

v. Application

1. Apply seal coating in a uniform manner to provide a constant, adherent coating with no streaks, excess buildup, thin, or uncovered areas.

2. Two coats of seal coating shall be applied over the existing asphalt surface.

3. Seal coating shall be applied at a rate of 0.09 to 0.15 gal/SY per application.

4. Allow each coat to dry and cure before applying any subsequent coats.

5. No traffic will be allowed on the newly seal coated surfaces is additional coats are needed on subsequent days.

vi. Curing

1. Protect the seal coat from traffic until the mixture sufficiently is cured to resist damage.

2. Time required will vary based on both the mix design and environmental conditions

3. Repair any damage from traffic.

1. Crack and joint sealing material that resists tracking in warm climates and remains flexible down to -10 degrees F.

5. Viscosity @ 375 degrees F – 25 +/- 10 poise

ii. Description

1. Proportioned mixture of coal tar pitch emulsion containing latex rubber, mineral aggregate, and water.

iii. Physical Properties

1. Bituminous Materials

a. Coal tar pitch emulsion prepared from a high temperature, coke-oven tar conforming to ASTM D 490, Grades RT-11 or RT-

12. Coal tar emulsion shall conform to all requirements of Federal Specification R-P-355, Pitch, Coal Tar Emulsion except as modified below:

i. Water content – 50% max

ii. Non volatile – 47% min

iii. Ash of non volatiles – 30%-40%

iv. Solubility of non volatiles in CS2 – 20% min

v. Specific gravity @ 77/770 – 1.16 min

vi. Drying time, firm set – 8 hour max

b. Copolymer latex rubber

i. Butadiene – 51-70 parts

ii. Acrylonitrile – 30-40 parts

iii. Minimum solid content – 40%

iv. Particle size - >90 nanoyards

v. Silicone content – 4%

2. Aggregates

a. Lightweight fine aggregate conforming to AASHTO M 195.

3. Water

a. Free of substances detrimental to the work.

4. Submittals

a. Data sheets on each product to be used, including:

i. Preparation instructions and recommendations

ii. Storage and handling requirements and recommendations

iii. Installation methods

iv. Maintenance requirements

b. Mixture design on seal coat material to be used, clearly listing the proportions of mineral aggregate, water, percent of coal tar asphalt emulsion containing latex rubber, and the application rate.

5. Quality Assurance

a. Perform work in accordance with manufacturer's installation instructions.

b. Installer Qualifications: Company specializing in asphalt pavement surface preservation like those specified in this project.

c. There shall be no deviations from the material manufacturer's specifications and/or instructions without the prior written approval of the manufacturer.

6. Pre-Construction Meeting

a. Convene meeting not less than one week before starting work of this section.

b. Review methods and procedures related to asphalt pavement surface preservation.

c. Review and finalize construction schedule and verify availability of materials, installer's personnel, equipment, and facilities needed to make progress and avoid delays.

d. Review governing regulations and requirements for insurance and certificates if applicable.

e. Review temporary traffic control requirements for during and after installation.

7. Delivery, Storage and Handling

a. Deliver materials to site in original containers with seals unbroken and labeled with manufacturer's name, product brand name and type, date of manufacture, and directions for storing and mixing with other components.

b. Store liquid materials in their original undamaged containers in a clean, dry, protected location and within the temperature range required by manufacturer.

c. Protect materials from physical damage and from deterioration by sunlight, moisture, soiling, and other sources. Store in a dry location. Comply with manufacturer's instructions for handling, storing, and protecting during installation.

d. Store and dispose of solvent-based materials, and materials used with solvent-based materials, in accordance with requirements of NPS authorities.

8. Other Provisions

a. Contractor shall provide a construction schedule to the Contracting Officer at the preconstruction conference. Please provide at least 24-hour notice to the Contracting

Officer prior to mobilization and commencement of work.

b. Contractor shall provide for the safety of employees engaged in project work in compliance with OSHA regulations. “Tailgate” safety meetings shall be held once before the commencement of work and at least once weekly thereafter.

c. Petrified Forest National Park reserves the right to inspect the work in progress at any time, without prior notice to the Contractor.

d. Unless other arrangements are made in advance, project work may be undertaken during normally scheduled hours of the park Maintenance staff - 7:00 am to 4:30 pm, Monday through Friday. No work shall be scheduled on Federal holidays or weekends without prior approval from facility manager or contract officer representative.

e. Contractor is responsible for daily cleanup or work areas, securing and disposing of loose items that could become windblown, trash collection and removal, and providing temporary restroom facilities to accommodate workers on site. Portable toilets must be removed from site within five (5) working days of work completion.

f. Site Visit - A pre-bid meeting and site inspection tour will be held at Petrified Forest

National Park.

g. The Government will furnish the necessary utilities, to include water, for this project. If damage occurs to an unknown utility, Contractor shall repair the utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.

h. Hauling - Contractor shall comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent.

Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the CO and/or COR. A special permit will not relieve the Contractor of liability for damage that may result from moving of equipment.

i. Permits – Any and all mandatory permits, inspections, calibration, and documentation required to do the described work shall be obtained by the Contractor, and any costs involved shall be included in the contract price.

j. Disposal – Unless otherwise specified, all removed material becomes the property of the

Contractor and shall be disposed of outside the park.

k. Accident Prevention – The Contractor is expected to ensure a safe environment for all personnel and visitors and shall comply with all applicable sections of the Occupational

Safety and Health Act (OSHA). In case of conflicts between federal, state, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project sites. Contractor must meet the requirements of The National Institute for Occupational Safety and Health

(NIOSH) for personal protective equipment. Contractor must have a first-aid kit available at the work site. The Contractor shall report all accidents to the COR as soon as possible and assist the COR and other officials, as required, in the investigation of the accident.

l. Air and Water Pollution Control – Contractor shall take all necessary reasonable measures to reduce air and water pollution by any material or equipment used during construction. Do not dispose of volatile wastes or oils or any other material in storm or sanitary drains.

m. Project Closeout – The Contractor shall request in writing a final inspection.

i. Before requesting the final inspection, the Contractor shall remove all tools, equipment, surplus materials, rubbish, and restore to original condition surfaces or structures that are damaged due to work of this contract.

ii. At the time of final inspection, the project shall be complete.

iii. When work is determined to be substantially complete, the CO and/or COR will prepare a list of deficiencies to be corrected before final acceptance.

iv. The Contractor shall complete the work described on the list of deficiencies within ten (10) calendar days, weather permitting.

v. If the Contractor fails to complete the work within this time frame, the

Contracting Officer may replace, repair, or remedy the work with an appropriate reduction in the contract price.

n. If work is not determined to be substantially complete, Contracting Officer will notify Contractor in writing. After completing work, Contractor shall resubmit certification and request a new final inspection.
