HART: Tract 01-101 Survey, 2022

SCOPE OF SERVICES

PARKER STREET TRACT 01-101 SURVEY

HARRIET TUBMAN NATIONAL HISTORICAL PARK

CITY OF AUBURN, CAYUGA COUNTY, NEW YORK

SURVEYING / MAPPING

I. GENERAL PROJECT ITEMS:

SCOPE:

Harriet Tubman National Historical Park (HART) is seeking to identify, delineate, and mark the location of property boundaries according to current New York state survey standards on a tract of land referred to as Tract 01-101 located in the City of Auburn, Cayuga County, New York. A map exhibit of the project area is included for reference. Tract 01-101 is identified on the attached map as the Thompson Memorial AME Zion Church inset map tract.

CONFIDENTIALITY:

The information developed under this task order is the property of the U.S. Government and will remain in strict confidence.

PERFORMANCE PERIOD:

The selected firm can begin work on the day the contract is signed by both the Contracting Officer and company representative. The selected firm will have 6 weeks to complete the project.

• Will be projected out once contract has been awarded.

DATA AND MATERIALS PROVIDED BY NPS:

When this contract is awarded, the selected firm will receive the following items from NPS:

1. Copies of plat maps and deeds of record for all parcels in the project area (if available).

2. Copy of the most recent Title Commitment for Tract 01-101.

QUALITY CONTROL:

The Contractor is responsible for Quality Control, which includes ensuring the technical accuracy, completeness, and correctness of the work, and all surveying aspects and details. This also includes mailto:jean_m_olson@nps.gov mailto:Jessica_bowes@nps.gov coordination of all subcontractors with each other (if applicable). The Contractor shall accomplish a Quality Control Review of the final plat and legal descriptions prior to submittal to NPS.

II. PROJECT BACKGROUND:

Tract 01-101 is a ±0.50 acre tract located at 47-49 Parker St. in the City of Auburn, Cayuga County, New York

III. PROJECT DETAILS:

Tract 01-101 was acquired by the National Park Service on December 30, 2016 by Bargain and Sale Deed from the Harriet Tubman Home, Inc., recorded in Volume 1645 at Page 306, Cayuga County Clerk’s Office. This tract is bordered by privately owned parcels and Parker Street.

The park is seeking NSPS survey services to locate and monument all property boundaries in order to perform tree cutting on NPS property.

Under this task order, the Contractor shall provide all labor, equipment, and supplies (field and office effort), as necessary, to complete the survey work

FIELD WORK:

All field work will comply with NSPS or state requirements, whichever is more stringent.

SURVEY CONTROL:

All monumented corners found or set within the project extents shall include coordinate pairs and be referenced on the final plat in New York State Plane Grid Coordinates, Central Zone, NAD 83, U.S. Survey Feet.

All corners found will be marked with a survey monument with information as shown in below. It will include the date monument was set and a unique number for the corner (ie.

10/10/2022 34)

OFFICE WORK:

1. Conduct a thorough land records research required to complete this survey.

2. Contact all adjoining private land owners prior to commencing field work.

3. Prepare a 24”x36”,or maximum size allowable for recording. The plat will be in compliance with NSPS and New York standards.

4. Ground to grid combined scale factor and point of origin used to compute x and y coordinate values as shown.

5. Show the Point of Beginning with projected coordinates on survey, as well as supply a table of any monuments set with corresponding coordinate information.

6. Compile all field survey work with software capable of producing an electronic file compatible with AutoCAD Version 2019-2021. Project coordinate system will be in New York State Plane Coordinates, Central Zone, NAD 83, U.S. Survey Feet.

7. The Surveyor performing the work will be responsible for plat recordation.

PROJECT STAFF:

Project staff must include an individual who is a Registered Professional New York Land Surveyor fully qualified to perform land surveys, prepare legal descriptions, and comply with all applicable federal, state, and local laws

IV. DELIVERABLES

All deliverables and products created under this project including, but not limited to, certified plats of survey, field notes and research documents used to produce this survey and descriptions are considered property of the National Park Service, U.S. Department of the Interior.

FINAL SUBMITTAL ITEMS:

1. Two sets of original, final land survey plat drawings on paper, signed and stamped.

2. Two CD or DVD, and USB’s with the following items:

a. Final projected AutoCAD 2019-2021 compatible files and electronic field data

b. GIS shapefile projected in the local state plane projection as listed

c. Scanned .pdf copies of original field books, notes, calculations, or sketches not in electronic format.

d. Scanned copies of all research subject to include deeds of record for subject and adjoining tracts.

e. A README Word document file that describes the project by park name; project package’s number; location and area of the project; drawing sheet index; type of files; and any unusual or distinctive conditions of the project.

3. The CD or DVD will have the following information printed on the surface:

Date submitted (i.e. April 24, 2022) Name of Survey Company.

All final submittal items will be subject to review and acceptance by the Interior Region 1, Land Resources Program, National Park Service, and a representative of the Harriet Tubman National Historical Park.
