Law Enforcement Vehicle Performance Statement of Work
BACKGROUND
The U.S. Fish and Wildlife Service, Division of Refuge Law Enforcement Southwest
(DRLESW) replaces emergency vehicles at regular intervals. Once acquired, these vehicles need to be fitted with emergency lighting, audible warning, control console, and other miscellaneous mission specific equipment.
Vehicles can be Sport Utility Vehicles (SUV) or pickup trucks, of various makes or models as defined by the National Wildlife Refuge System Law Enforcement and will be outfitted as a fully marked (Class A), or un-marked (Class B). Internally and externally installed equipment on the Class A and Class B vehicles are upfitted identically to maintain standardization and meet policy guidelines.
OBJECTIVES
The Service acquires emergency response vehicles to ensure the safety of our Federal Wildlife
Officers (FWO) in the performance of their duties. The upfitting of the components required to perform daily patrol work and investigations are of utmost importance to the mission. The ability to safely respond with adequate emergency lighting, equipment, and prisoner transport is achieved through the quality upfitting of vehicles by a vendor which meets or exceeds public safety levels.
DRLESW retains the right to conduct on-site inspections of the upfitted vehicles at the vendors location any time prior to delivery. No vehicle will be delivered without consent of the
DRLESW Contracting Officer’s Technical Representative (COTR), or designee.
WARRANTY
The contractor will provide a minimum twelve (12) month warranty on all work. Major components and sub-assemblies shall be warrantied through their respective manufacturers. In the event a defect in installation workmanship is discovered following delivery of a vehicle at its destination, the contractor shall itself, or sub-contract with a company in that geographic area, to make repairs and shall assume financial responsibility for all costs related to the repair.

SCOPE OF WORK
UP- FITTING
The awarded vendor will be subject to work oversight conducted by the U.S. Fish and Wildlife
Service, Division of Refuge Law Enforcement Southwest located at 4400 Masthead St NE, Albuquerque, NM 87109; work will be performed to pre-established standards and may be conducted at the awarded vendors facilities during the up-fitting of equipment to be installed in the vehicles identified in the agreement.
The vendors facility must be in Arizona.
The vendor agrees to complete the up-fitting and deliver a patrol-ready vehicle within 150 days of the awarded contract or being notified the vehicle is available for upfitting.
The vendor agrees to transport the vehicle to its delivery destination if the period of performance is delayed.
The vehicles requiring up-fitting and delivery are based on the GSA SIN are as follows:
Ford, F-150, 4X4, Pickup, Full Size Crew Cab
Chevrolet, K-1500, Silverado, Pickup, Full Size Crew Cab
The requirement of the vendor is the receiving and proper installation of Government identified law enforcement equipment, and delivery of government owned vehicles.
The installation of aftermarket equipment is to be in compliance with the manufacturer instructions for the item to be installed.
The vendor will install all emergency vehicle equipment in a consistent standardized manner.
The vendor will ensure every vehicle is identical in that each component included in the up-fitting is the same throughout all vehicles, to include the routes in which the wiring is laid throughout the interior of the vehicle. The wiring must include weatherproof protective sheathing in areas which may subject the wire to outside elements, in areas that are crimped, and/or areas that wear may cause failure of the equipment to which it is connected, and potentially damage to the vehicle.
The wiring standard for FWS vehicles must account for all butt connectors and solder point be shrink wrapped at the connection points. When installing equipment and wiring the vehicles, the vendor shall ensure that performance and workmanship will minimize risk of electrical failure, mechanical failure, and/or fire due to changes made by the vendor.
The vendor will leave a basic wiring and fuse box diagram for any installed or upgrades to the
OEM fuse box, in the glove box of the completed vehicle.
The installed equipment must be able to sustain extremes in vibration, climate, and conditions, from extreme cold, snow-covered highways, to extreme hot, dusty wash-boarded gravel roads, to off-road use.

When selecting mounting location for lights or accessories on or in the vehicle, resale consideration should be factored in, with no holes drilled into the exterior of the vehicles body, and minimal holes drilled within the interior. During the decommissioning process, vendors are required to return the vehicle to as close to original condition as possible to maximize resale value. Ideally, additional lights and/or accessories are to be mounted (holes) in less conspicuous locations or on aftermarket hardware.
All original equipment removed from the vehicle is to be returned with the vehicle at time of delivery.
FWO PACKAGE EQUIPMENT AND UPFITTING STANDARDS
The following regional standards are authorized for both class of vehicle and are as follows, subject to change:
Lightbar (Class A)
A vendor maybe required to install a government furnished lightbar on the vehicle(s) being quoted on this SOW. The lightbar being provided can be new or used. The vendor is asked to contact the COTR during the upfitting cost estimating period to see if a lightbar will be provided or not. The COTR will email the vendor authorization to processed with the agreed upon option.
If a new lightbar is provided by the vendor, the vendor will provide a copy of the original order acknowledgment form for the lightbar provided at time of completion. The form will outlines make, model, and configuration of the lightbar.
The lightbar should have the capability of providing 360º of programmable lighting and the option of full white to front, rear, and alley. Lightbar should be capable of red or blue on each side alley lights as well.
A light color pattern selector switch will be installed to allow the officer the option of the following: four-color patterns: red/white driver side, and blue/white passenger side, with an amber traffic advisor.
All programmable lights shall automatically drop down into a ‘low power’ mode when the headlights are activated. This “night mode” shall drop the LED brightness from 100% intensity to +/-60% brilliance.
Tailgate Strip Lightings.
Two (4”or 6” LED) alternating programmable lighting strips will be mounted in the gap between the bumper and tailgate. Light pattern will be red/blue. Light strips should turn bright white when the vehicle is operated in reverse.
Lighting
The emergency lights mounted in front of the grill that have completely sealed electronics and that are impact resistant. These lights shall have high power LEDs which will provide the greatest visibility during an emergency response.

Lights cut-off switch
A switch installed with the capability of turning off lights that control the brake, lights when backing up, turn signal, parking, and all dash lights. If an option, the switch should be overridden when driving above 20 mph.
Console
The console holds the vehicle equipment to include: radios, siren and light controller and auxiliary radios specific to DRLESW specifications. It shall be of appropriate size, wide body preferred, for the vehicle to not impede access to vertical mounted long guns between the driver and passenger seats. The console shall contain 4-power outlets (2- 12v (lighter style outlet) and 2- USB outlets, cup holders, and 8" locking box & padded armrest for both driver and passenger, and two magnetic mic mounts for LE radio mounts.
Siren Controller and Speaker
The standard plug-in siren unit is an electronic siren and integrated light controller with individually programmable switches. External speaker is to be mounted behind the OEM grill when possible. Switch button map will be provided to DRLESW.
Vertical Dual Rifle/Shotgun Gun Rack
Dual Long Gun Assembly - M4, and 12 ga. M4 with receiver side saddle. Shotgun securement must restrict the capability of racking (chambering) a shell while secured.
Gun rack must connect through the two-hour timer so it’s not hot all the time.
Three hidden gun lock buttons will be installed in the forward cab, all black in color. One mounted on the B pillars, driver side approximately two inches from the floorboard, the second mounted on the rear of the center console near the passenger seat belt mount, the third within the main center control box or area (can be an existing button).
A custom modular police package wiring harness
The wiring harness required will be a custom modular wiring harness & fuse panel with labeled wire, integrated built-in timer to eliminate battery drain, integrated “Super-Relay” to shut down all emergency lighting connections during vehicle servicing. It shall be constructed with weatherproof wiring.
In addition, this unit will require a single AWG battery connection with an integrated high-amp thermal circuit breaker, contain MIL-SPEC wire crimps, MIL-SPEC 300 Amp relay and is required to be built with vehicle specific housing. This “vacation mode” will provide for the ease of servicing, security of the vehicle during servicing, non-invasive to the vehicle computer and radio systems, and reduce the chance of vehicle damage in the event of an up-fitting component electrical failure.
Programmable battery saver & kill switch.
Set to 2 hrs. as not to interfere with radio code programming. An emergency equipment master kill switch mounted near the battery under the hood.
Rechargeable flashlights.
Two handheld aluminum body mounted flashlights, installed in a location determined by the
COTR.

Radio Ready Wiring
APX 8500 VHF radio wiring and mounting for receipt of radio head and “brain box” equipment. Wiring should meet BLM Vehicle Installation SOP as provided in attached document, which includes the installation of a timed relay (EGIS PT Series 30A or similar) on the satellite radio system.
Roof Antennae Special Instruction
Antennae installed on the roof of vehicle shall be mounted in such a way as to allow the FWO to remove and re-install the antennae when needed without the aid of hand tools. A second antennae is to be installed and routed with approximately 4’ of extra cable near front passenger side of the vehicle. This antenna allows the officer to connect a handheld radio to an exterior antenna for better coverage.
Graphics for Class A vehicles
To maintain consistency with current fleet, graphics packages for Class A vehicles with specific placement instructions will be supplied to the vendor.
OPTIONAL ITEMS
Heavy Duty Winch Ready Grill Guard or Bumper
The winch ready grille guard provides protection to the vehicle. The grille guard will be
“sturdy-mounted” to lessen the chance of loosening due to heavy vibrations associated with driving off-road. The bumper or Westin HDX grill guard will be secured with a Loctite or equivalate product on all bolt threads to lessen the chance of loosening.
Window Tinting
The window tinting material will be 40% (All windows EXCLUDING front windshield). The units require window tinting for UV protection of the interior from fading, security of equipment from theft, and safety in the case of an accident. The tinting prevents glass from splintering in the case of breakage. The vendor will not use materials that are classified as a non-reflective/dyed material. The finish edge of the tinting will be to the edge of the window and no gap of window will be exposed, and the rear window will be done with one piece and heat shrunk for the best fit and 100% free from defects.
Winch
Rated at 9500 lbs with synthetic rope.
Prisoner Cage/ Partition Full recessed partition with divider ¼-cage (for rear-seat single prisoner on passenger side), mounted kick panel, and window screen. This rear partition is utilized to maintain the security of a person in custody during transport. Cabin partition to create a barrier between the front and rear seats to contain equipment in the event of a vehicle crash. These items (one or the other, not both) may be selected.
Anti-Theft Ignition Override System
This system is required to prevent the vehicles operation, with the motor running and engaged. The switch is to be installed in a discreet location out of sight, and in a location withing close proximity of the ignition-lock.

Headlight Flasher
The lights are inserts in the headlights and taillights of the law enforcement vehicle and will enhance the visibility when in use. These lights shall be weatherproof and will be installed to ensure the greatest light reflection for greater visibility. It has an in-line flasher and the ability to synchronize with other flasher units.
Interior Overhead light
Two red/white dome lights mounted in the front and rear compartments and operable without requirement of key being in ignition. Front to be mounted between the drivers and passenger’s seat. The rear light to be mounted centered behind the drivers seat.
IR Light
A single IR light mounted in the grill.

The permanent external antennae will be mounted on the front top end cap of the truck bed.

Installed and mounted at a pre-determined location by the COTR.
DELIVERY
Upon arrival to the vendor of each law enforcement vehicle, completion and delivery of the vehicle will not exceed 150 calendar days. DRLESW retains the right to conduct on-site inspections of the completed vehicle at the vendor location prior to delivery.
The vendor shall perform quality control checks on all new equipment on each vehicle when up fitting to ensure that proper installation, assembly, and function of emergency equipment operates as manufactures specifications. This will ensure that all OEM vehicle equipment will work in operating conditions and that the up-fitting process does not affect OEM equipment or settings.
No DRLESW vehicle will be stored or left outside of secure area overnight or longer while being up fitted.
The vendor shall be responsible for repair of any damage to any vehicle and equipment incurred during shipping and build phases. If vendor has a drop code, COTR will decide option to use when purchasing vehicles at point of sale.
WARRANTY
The awarded vendor will provide a 12-months of warranty on the installation of equipment and provide on-site technician, or coordinate with a local shop, for repairs, and shall notify the government within 48 hrs of when arrangements have been made. Vehicle locations will be provided to the vendor by DRLESW to be located throughout the United States.

MANUFACTURERS’ GUARANTEES AND WARRANTIES
In addition to the required warranties provided in FAR 52.246.20, the following warranties and guarantees shall be provided:
All manufacturer or installer guarantees/warranties obtained by the Contractor for any materials, products, services, or equipment procured for this project shall be obtained for the use and benefit of the Government.
A copy of the manufacturer’s standard warranty shall be enclosed in the package or included with shipping documents, as appropriate, for each warranted item delivered under this SOW, and included in a packet within each vehicle.
If a claim for warranty is requested, the vendor will work to make the repair, provide technical assistance, or send replacement parts in an expedient manner.
Items warranted by the manufacturer’s standard warranty shall be marked or stamped
“Warranted.” If space on the item is not available, the packing slip should state, as a minimum, the following:
• Brief statement that a warranty exists.
• Substance of the warranty.
• Duration of the warranty.
• Person/company to notify if the items are defective.

About this guide This section provides information on the purpose of the manual, models covered, and universal standards that should be applied to all law enforcement mobile radio vehicle installations in Arizona.

General Requirements
1. All Law Enforcement radios shall be installed on the driver’s side of the prisoner cage for sustainable maintenance by the BLM Radio Technicians, but above the rear seats when they are lifted. See example picture below:
a. Radios shall be easily accessible for maintenance of all pieces of installed radio equipment.
2. No other vehicle accessories will be terminated at the radio fuse panel. The fuse panel is radio centric and shall not support other accessories.

1. Supplies Needed
a. Power:
i. 8AWG Red and Black Copper Stranded Wire, wired direct to battery. No inline fuses, timers or splices.
ii. 8AWG Ring Terminals (Need appropriate ring size for both sides)
iii. 16AWG Yellow Copper Stranded Wire
iv. Fuse Tap with 5A fuse
v. 16AWG Ring Terminal (Need appropriate ring size for fuse panel)

i. All APX power wiring (Hot, Ground, and Ignition Sense) will be run from the radio fuse panel.
Note: All terminations on the fuse panel shall use appropriately sized ring terminals.
2. Installation Instructions
1. Mount equipment to the sidewall on the outside of the prisoner cage.
o SATRAD Gateway o APX 8500 o Fuse Panel o Speakers o SATRAD PepLink (If Equipped)
Note: The equipment shall be installed with rounded boltheads in the inside of the prisoner cage to insure there are no sharp edges inside the prisoner cage.
2. Install 8 AWG red and black wire directly from the battery of the vehicle to the 12V side of the fuse panel (fuses 1 thru 6) supplied by BLM. The truck chassis cannot be used as a negative terminal from the device. The negative of the battery shall terminate to the negative section of the fuse block.
3. Install 16 AWG yellow wire directly from an ignition sense source within the fuse block inside the vehicle to the ignition sense side of the fuse panel (fuses 7 thru 12) using the supplied fuse tap. The ignition sense must go to 0 volts when the vehicle ignition is shutoff.
4. Install complete SATRAD kit using the wiring diagram provided by the manufacturer.
5. Install RF and Control wiring for the APX 8500 using the wiring diagram provided by the manufacturer.
6. Install Control Heads and Toggle Switch in easy to access locations.

a. This includes terminating the toggle switch repeat cable to the APX J2 port.
7. Install Antenna according to picture diagram on top of the vehicle.
a. Run Antenna cables through “C” Pillar.
8. Use roof mounted external antenna for SATRAD PepLink, do not use the 4 antennas that come in the box with the router.
9. See example final installation picture for reference.
