1 Project Introduction

Utilization of Detection K9 for Watercraft Inspections to Detect Zebra and Quagga Mussels and Educate Visitors About Invasive Mussels

1.1 Location and Facilities

Service location will be at Lake Meredith National Recreation Area Sanford Yake Road near the Ranger Station in Fritch, Texas

1.2 Short Project Description

The purpose of this project is to bring a canine and handler to inspect watercraft for the presence of zebra and quagga mussels at designated boat ramps and provide publicity and educational opportunities about the dangers of invasive mussels.

2 Project Requirements

2.0 Scope of Work and Project Summary/Requirements

Lake Meredith National Recreation Area (LAMR) is requires Zebra and Quagga Mussel prevention and education efforts. We are targeting weekends with tournament special use permits scheduled and two mid-summer weekends. Two tournament weekends have already been contracted for detection dogs by CRMWA. This piece of the partnership is for two additional mid-summer weekend inspection visits.

2.1 Minimize Impacts

No environmental impacts.

2.2 Project Coordination

The Contracting Officer (CO) will provide all necessary written notification and/or direction to the contractor.

2.3 Quality Control

The quality of all work shall be the responsibility of the Contractor.

2.4 Working Hour Restrictions

Detection canine and handler will provide inspections services at designated location for two (2) periods each year. Scheduled dates for (pending)

Inspection dates are (pending). Time at the inspection location can range from 6 to 8 hours per day (inspection day) depending on boat traffic and weather. In the event that poor weather conditions are anticipated in advance the inspection periods can be moved to other weekends agreeable to NPS and the contractor, but inspection periods for each year should all be completed prior to October 9th.

3 Performance Requirements

3.1 Protection

During boat inspections at designated location safety equipment is required. Safety equipment and standards shall be required and followed as per OSHA regulations.

Safety Equipment includes:

Traffic cones Orange traffic safety vests Chocks for the trailer (optional) First Aid Kit

3.2 Vendor Support

Zebra and quagga mussel educational material for the public.

Final report detailing the number of inspections carried out and a field log of field research activities for mussel shoreline searches.

4 Project Description

4.1 Watercraft Inspection

Detection canine and handler shall provide inspections services at designated site for two (2) visits totaling seven (7) inspection days per year. The inspection location will be selected on site by NPS.

4.2 Shoreline Inspections

Detection canine and handler may inspect shorelines, marina facilities, dam facilities or water pumping stations in the event boat traffic is not present or weather precludes outdoor boat inspection.

4.3 Detailed Project Description

Lake Meredith NRA requires a certified canine and handler to perform watercraft inspections. Canine boat inspections are required during the two weekend periods for a total of seven (7) inspection days per year.

4.4 Overall Requirement

· One (1) mussel certified detection canine and one (1) dog handler shall provide inspection services at designated inspection site.

· Contractor shall attend media events as requested.

· Contractor shall attend meet and greets with the public as requested, for example campground walk through.

· Dogs shall be certified in mussel detection and accompanied by a certified dog handler.

· Safety equipment and standards shall be required and followed as per OSHA regulations.

· Any findings from either shoreline searches or watercraft inspections will be shared with LAMR staff first and must seek approval before releasing information to the general public through social media or other outlets.

The contractor shall provide a final report detailing the number of inspections carried out and a field log of field research activities for mussel shoreline searches.

4.5 Deliverables

Detection canine and handler contractor deliverables:

· Provide out brief to the park superintendent and Canadian River Municipal Water authority director or their alternate.

· Provide summary report of visitor contacts, media contacts, and demonstrations performed upon completion of contract.

· Prove field logs of field activities (shoreline searches) and results of surveys.

Total anticipated hours for the project: 40-48 hours for the project or approximately 6 to 8 hours per day for seven (7) inspection days each year. If additional services are required, a modification will be negotiated.
