Statement of Work Guadalupe Mountains National Park (GUMO) Farrier Services

DESCRIPTION:

Farrier services mules and/or horses in Salt Flat, TX.

This recurring service will be acquired using a Blanket Purchase Agreement (BPA) and required approximately every 8 weeks. The livestock inventory alters as does their servicing needs and a BPA allows for the flexibility of ordering the required service- please see attachment “A22 Statement of Need BPA Terms” for further details.

Guadalupe Mountains National Park maintains between four (4) and ten (10) livestock employed in a variety of maintenance and operations activities. As of (2/6/2024), Guadalupe Mountains National Park currently has eight (8) mules and one (1) horse requiring farrier services. Program activities range from support of trail construction to support of wildland fire or search and rescue operations. The animals’ work is performed in remote locations within the high country of the Guadalupe Mountains.

Services required as part of this contract include, but are not limited to; shoeing, shoe pulling and trimming, corrective shoeing, shoe shaping and construction, trimmings, instruction to NPS Staff of first-aid or well-care techniques, and record maintenance as necessary to support this contract. All work and scheduling shall be scheduled/authorized by the GUMO Facility Manager as the designated Contracting Officer’s Representative (COR) or Contracting Officer.

The Contractor shall provide all management, labor, materials, tools, supplies, equipment and transportation necessary to perform farrier services for the livestock of Guadalupe Mountains National Park.

This service will be procured via a 5 year Blanket Purchase Agreement contract.

LOCATION:

Shoeing location will be at the GUMO Mule Barn located at Park Headquarters, Salt Flat, TX.

Salt Flat, TX 79847 Work can be performed between the hours of 7:00 am - 5:30 pm (Monday – Friday).

The Contractor shall be available to provide both scheduled and emergency service anytime throughout the period of performance of the BPA- emergency service shall be anticipated by the contractor. The contractor should provide an alternate farrier as a sub-contractor during times of unavailability. It shall be the responsibility of the Prime Contractor to coordinate the scheduling of its sub in these occasions.

All service must be authorized by the Contracting Officer’s Representative (COR) and/or designated representatives.

WORK SCHEDULE:

Farrier services shall be ordered through a BPA “Call” as needed- approximately every 8 weeks. The COR and/or CO will provide sufficient (approximately 2-3 weeks) notice to the contractor prior to placing the Call and scheduling the service. It will also be understood that the contractor will have a general idea of the next servicing requirement based on their prior servicing. All stock will receive services during each visit, with the specific service to be provided (shoeing, shoe pulling and trimming) to be determined by NPS Animal Packer based on planned workload and condition.

Each animal will receive services minimum of six (6) times during each 12-month period of performance, and services shall not exceed nine (9) services per animal in any given contract period.

Emergency services as defined above would not be calculated in the minimum/maximums defined above. Emergency response time shall not exceed 48 hours.

STOCK:

Stock will be made available to the contractor by NPS, who will furnish personnel to wrangle and catch the stock to be serviced.

REQUIREMENTS OF FARRIER:

Technical and Scheduling Requirements:

· Capability to service up to 10 head of stock per day.

· Furnish all required tools and equipment.

· Furnish all shoeing materials.

· Capability to produce a properly balanced foot and a solidly attached shoe that will remain in place for 6-8 weeks.

· Respond to Emergency Service Needs

· Maintain shoeing records for all Guadalupe Mountains stock, to include:

· Biographic data

· Date service performed.

· Type of service performed (shoeing, trimming, etc).

· Notes (corrective shoeing, injuries, etc).

Education and Experience Requirement:

· Contractor shall have attended a farrier school for a minimum of eight (8) weeks and shall provide proof of graduation.

Education Requirement can be meet with 4 years of past experience working as a professional Farrier, at least 30 hours a week, within the last 4 years.

· Contractor shall have a minimum of two (2) years of experience in the field.

A. Shoeing Materials:

1. Shoes shall be new Keg shoes manufactures of hot dropped forged steel.

2. Shoes shall be the proper size for the hoof to which they are attached.

3. As needed and communicated by the NPS Animal Packer; a hard surface, such as borium, shall be applied to each metal shoe.

4. No less that 6 nails should be used with each shoe.

5. Nails shall be the appropriate size for the shoes utilized.

B. Standards:

1. Shoeing of stock will be done in accordance with standard horse shoeing practices.

2. Sole Preparation: Soles shall be cleaned of excess dead tissue and pared away to provide proper relief. Commissures shall be cleaned. Frog shall be pared of excess and dead material to ensure that commissures are open beneath the heel bulbs and not blocked. Bars shall be properly trimmed. Seat of corns shall be properly cleaned of dead tissue.

3. Hoof Preparation: Hoofs shall be level and trimmed to insure even weight bearing. Flares shall be removed prior to shoe application. Heels shall also be equal in length and height. (Proper length of heel must be maintained in order to keep animal from walking on bulbs of heels)

4. The hoof shall be trimmed to a standard angle of foot: 48-52 degrees. Slope of pastern determines angle of foot.

5. Each shoe will be required to be shaped on site.

6. Balance: the foot shall be balanced anteriorly/posteriorly and medially/laterally. The hoof shall bear weight evenly and be centered under the leg.

7. Shoe Preparation: Shoes shall be level and shaped to allow for expansion, especially concerning the heels.

8. Shoes shall be correctly sized and shaped to fit the particular horse or mule foot, addressing any conformation abnormalities

9. Nails: Nails shall be driven evenly to a height of ¾ to 1 inch. Clinches shall be a minimum of 1/8 inch, appropriately set, and lightly rasped to remove sharp edges.

10. Nail tips should be removed from corral grounds using a magnet.

11. Some stock may need to be sedated before shoeing, which will be administered by a veterinarian or trained NPS personnel.

12. Corrective shoeing, when necessary, may include but not limited to

a. Epoxy work

b. Glue on shoes

c. Glue-on cuff/shoe

d. Hot shoeing

e. Tighten shoes

f. Rim Pads

g. Bar Shoes

h. Packing Materials

i. Medicated Pine Tar

j. Equi-Than Hoof Packing

k. Unspecified packing materials
