Statement of Work For
Winter Pasture Contract Glacier National Park Base Plus 4 option years
General:
Glacier National Park requires Winter Pasture from qualified individuals for approximately Sixty-Four
(64) head of Government owned horses and mules. Animals shall be pastured in one group, or if necessary, shall be broken into groups of no less than 15 head.
Specifications:
Pasture shall be no less than 40 acres, fenced, and fences maintained, to prevent stock from injury or straying from contractor’s pasture. The pasture shall provide a safe environment and be free of old wire and other hazards. Feedlot style feeding is not desired and will not be considered at this time.
Contractor must feed stock if winter pasture feed runs out or is unavailable.
Water, salt, and supplemental feed (if necessary) must be available to stock at all times. When supplemental feed is necessary, it shall be provided by the Contractor at no additional cost to the Government and shall consist of good quality hay, free of mold. Determination of the need for supplemental feeding need will be made by Park Representative based on animal condition.
A corral or fenced area shall be available for catching, loading, and unloading animals into stock trucks and trailers. Contractor shall herd the stock into the corral or fenced area for removal in the spring.
Delivery Timeframe:
Estimated dates for 2024/2025 Winter Pasture:
• September 27th 2024 18 head delivered to Pasture
• October 14th 2024 46 head delivered to Pasture
• May 12th 2025 64 head removed from Pasture and returned to West Glacier
Quotations should be calculated based on:
18 animals from 09/27/24 - 05/12/25 (4050 animal days) 46 animals from 10/14/24 – 5/12/25 (9660 animal days) for a total of 13,710 animal days.
Timeframes for 2025/2026, 2026/2027, 2027/2028 and 2028/2029 will be similar.
• Limited stock (<18 head) will be delivered late September and the remainder of the animals the second and/or third week of October.
• Approximately 58-65 head will be pastured each year.
• On average a total of 12,500 to 14,000 animal days each option years.

OY2: 9/29/2026-5/12/2027

• May 12th 2027 total animals removed from Pasture and returned to West Glacier
OY3: 9/29/2027-5/12/2028
• September 29th 2027 <18 head delivered to Pasture
• October 15th 2027 remainder of the animals
• May 12th 2028 total animals removed from Pasture and returned to West Glacier
OY4: 9/29/2028-5/11/2029
• September 29th 2028 <18 head delivered to Pasture
• October 16th 2028 remainder of the animals
• May 11th 2029 total animals removed from Pasture and returned to West Glacier
It is mutually agreed upon that no more than 18 head will be delivered to winter pasture on or before September 28th of each year, with the remaining number of head delivered approximately October 15th or later. Mutual effort will be made to remove stock from pasture the first full week of May.
Responsibilities:
The Government will be responsible for all vaccinations and illness or injury due to natural causes. To treat sick or injured animals as deemed necessary, the Contractor and/or the Government will be responsible for veterinary care, including transportation, depending on responsibility. The Park Representative shall determine responsibility, of the veterinary care, whether due to negligence on part of the contractor or due to natural causes. The contractor shall contact the Government as soon as possible if such an issue arises for guidance and direction from the Park Representative.
Delivery, Inspection, and Contractor Liability for Loss of Stock.
Delivery point to pasture shall be no greater than 100 miles from West Glacier, MT.

All stock will be transported to and from the pasture by the National Park Service.
Prior to the acceptance of the offer, a Government representative will inspect the proposed pasture to ensure it meets specifications.
During the service period, a Government representative will inspect the animals and pasture at a minimum of monthly and more often if weather conditions and/or health concerns warrant shorter intervals.
The Contractor will be liable for any death, injury, or loss of stock by escape or theft due to Contractor negligence. Contractor will make restitution at contractor’s expense, and the Government will select replacement stock of comparable value.
Payment:
Payment will be made for the day of delivery, but not for the day of removal from the pasture, and for the actual number of days each animal is in the Contractor’s care.
Payment will be made in one lump sum after the wintering has been completed and the animals returned, or in increments of one month or more by submitting an original itemized invoice to the Contracting Officer.
