The inspector shall take sufficient samples of all suspected ACM building materials and commercial products, components with lead (e.g. Lead Pipe) and/or lead-based paint (LBP) in accordance with guidance provided in this document or stricter state regulations and have them analyzed by a Colorado certified laboratory.

Suspect asbestos and lead based paint samples shall be collected following professional protocols with appropriate sampling tools and leak-tight containers.

Each suspect sample shall be individually numbered, recorded on a sample log, description of material, quantified, and submitted under chain-of-custody to a laboratory certified under the Environmental Laboratory Accreditation Program.

mailto:Sharon_Vaughn@fws.gov

Any sampling debris (i.e. protective clothing, contaminated wipes, respiratory cartridges, etc.) will be the responsibility of the contractor. As such the contractor assumes all liability for the correct disposal of suspect ACM, ACBM waste, and lead waste.

A) ASBESTOS

The building assessment surveys will identify friable and non-friable asbestos-containing-materials (ACM) and asbestos containing commercial products. The survey shall consist of the identification, measuring, quantifying, testing and estimating the cost of removal of Regulated Asbestos-Containing Material ( RACM), Category I and Category II non-friable asbestos containing building materials, and commercial products that contain asbestos material. This survey shall be performed by a Colorado Certified Asbestos Building Inspector

1) INSPECTION PROCEDURE

I. Proper bulk sampling methods for suspect ACM will be followed. Proper bulk sampling methods are defined as wetting with amended water, encapsulation after sample collection, and clean-up of debris associated with sample collection.

II. Obtain randomly distributed samples from each homogeneous area as listed in Table I. A material may be assumed to be ACM without sampling or based on the analytical results of fewer samples.

III. Locate and quantify all homogeneous areas of surfacing materials, thermal system insulation (including masonry fill insulation), miscellaneous materials, and asbestos commercial products in areas to be demolished or renovated. Note any possible asbestos debris that is present due to deterioration or damage in the above areas. Unless assumed to be ACM, all types of floor tiles in all layers must be inspected and sampled. Whenever necessary, destructive sampling must be done to access ducts and/or pipes in walls or chases and in areas above suspended ceilings to determine if ACM is present for buildings scheduled for demotion. In buildings that are not scheduled for demolition, the report shall identify areas where destructive testing was not conducted.

IV. Analysis of suspect ACM bulk samples through Polarized Light Microscopy (PLM) shall be performed by persons or laboratories with proficiency demonstrated by current successful participation in a nationally recognized testing program such as the National Voluntary Laboratory Accreditation Program (NVLAP) or the National Institute for Standards and Technology (NIST) or the Round Robin for bulk samples administered by the American Industrial Hygiene Association (AIHA) or an equivalent nationally recognized round robin testing program.

V. The laboratory should delineate sample layers (i.e. VAT and mastic; drywall, mud, and tape; cloth wrap and mag; etc.).

VI. Tabulate results by property address. Show the location and square or linear footage of each homogeneous area. Quantify all assumed materials such as floor tile and resilient roofing and siding as ACM (note multiple layers). If ducts and pipes inside walls could not be visually inspected, they must be assumed ACM.

The inspector's name, address, phone number, certification number and date of inspection must appear on each report.

VII. Provide and estimate for remediation of asbestos containing material.

2) ACM sample material shall be analyzed and retained by the laboratory for 30 days in case the Service requests follow on point count analysis.

TABLE I - Minimum Sampling Requirements for Asbestos Containing Materials (The materials listed in this table are provided as common examples and are not a complete list of building components or equipment that require testing.)

Quantities of samples to be obtained per homogeneous area are:
