About this file
This statement of work outlines thermal spray restoration services for two AN/BPS-15 radar masts from different submarine classes. The contractor must refurbish the outer surfaces of the radar masts using thermal spray deposition processes at their NAVSEA-certified facility in accordance with specified military standards and engineering documents. Key deliverables include a completed thermal spray job control record and objective quality evidence record for each radar mast. The services support the Naval Supply Systems Command and involve oversight of SUBSAFE and non-destructive testing requirements by the Trident Refit Facility in Bangor. The period of performance is from August to December 2023, with incremental delivery of the first radar mast no later than 49 days after receipt and the second mast 49 days after acceptance of the first.

1. BACKGROUND
1.1 The Trident Refit Facility Bangor (TRF-B) Radar Depot performs restoration of SSN688 Class, SSN 688I Class, and SSBN 726 Class variants of the AN/BPS-15 radar mast for the US Navy.
During restoration of radar masts, the outer surfaces of each radar mast requires surface finish restoration using NAVSEA certified thermal spray deposition processes and facilities. Reference 2.1, Enclosure (2), paragraph 1 specifies refurbishment of the outer surfaces of the three variants of the AN/BPS-15 radar mast using thermal spray deposition processes identified of Reference 2.2.
1.2 Radar masts are used in critical end-use applications and as such are subject to additional process controls as and traceability requirements by NAVSEA for SUBSAFE and Level 1 materials.
Radar masts must maintain their SUBSAFE/Level 1 certifications at all time, and as such, TRF- B, the NAVSEA qualified “SUBSAFE Certifying Activity”, will oversight the repair process required by contract for SUBSAFE/Level 1 work performed by contractors not previously certified to perform SUBSAFE work by NAVSEA.
1.3 Two AN/BPS-15 radar masts, one SSBN 726 Class variant and one SSN 688I Class variant, require refurbishment by thermal spray. The SSBN 726 Class AN/BPS-15 radar masts described in paragraph 5.3.1 requires thermal spray repairs of the surfaces IAW sheet 5 of 5 from Enclosure 3 of Reference 2.1. The SSN 688I Class AN/BPS-15 radar masts described in paragraph 5.3.2 requires thermal spray repairs of the surfaces IAW sheet 3 of 5 from Enclosure 3 of Reference
2.1. Each radar mast is listed in paragraph 11.2.3 in order of priority, critical needs listed first.
