STATEMENT OF WORK

CULTURAL RESOURCE GEOSPATIAL INFORMATION CORRECTION and ARCHIVING for BLM CARSON CITY DISTRICT OFFICE

Background This statement of work (SOW) involves a targeted clean-up of Bureau of Land Management (BLM) Carson City District cultural resource data files. This work will be carried out in the BLM’s Carson City District Office (CCDO).

The BLM in Nevada works to ensure that all previously recorded cultural resources and cultural resource inventories are properly archived. The Nevada BLM uses an internal geodatabase and the Nevada Cultural Resources Inventory System (NVCRIS) as the storehouse of all geospatial data regarding cultural resources on BLM-managed lands. Currently, because of legacy data, there are a large number of errors and omissions in the cultural resources data contained in the internal geodatabase and NVCRIS.

The BLM and all proponents wishing to carry out undertakings on BLM-managed lands are required to comply with Section 106 of the National Historic Preservation Act (NHPA) of 1966 (as amended), and pursuant to the State Protocol Agreement between the Bureau of Land Management, Nevada and the State Historic Preservation Officer for Implementing to National Historic Preservation Act, to take into account the effects of undertakings on historic properties.

Prior to carrying out any ground-disturbing activities on BLM-managed lands, project proponents (including the BLM) conduct a Class I existing information inventory for the purpose of identifying previously surveyed areas and previously recorded cultural resources that may be affected by the proposed project. A Class I existing information inventory is defined as a thorough review of all documents, records, files, registers, and other sources, resulting in analysis and synthesis of all reasonably available data (BLM Manual 8110.21A2). By examining records of previously conducted survey in the project area and locations of previously recorded archaeological sites, an understanding of resources in the area of the proposed undertaking can be established. The Class I inventory also helps to guide the creation of a strategy for additional research based on the proposed project.

Objectives

a) To work with data available in the analog records at the BLM-CCDO and use this information to amend records available in the internal CCDO GIS database to provide the District with a more complete record of sites recorded on Carson City District-managed lands in Churchill County (records with a Smithsonian site number prefix of 26CH). This will enable qualified individuals working on the CCD to perform faster and more reliable Class I inventory, including planning efforts at all levels of government resulting in better protection of our important cultural heritage. Accurate, verified cultural data supports various decisions and actions related to cultural resource management and includes a benefit to the planning of projects for several related programs. By increasing the quality of the data, the BLM will be better able to meet its obligation under the National Historic Preservation Act of 1966 (as amended), the State Protocol, the Federal Land Policy and Management Act of 1976, and the National Environmental Policy Act of 1969.

b) To create scanned digital copies of missing BLM site records with prefix of 26CH not currently located in CCDO’s digital database. This will provide both a secure backup of existing cultural site records, and provide easier access to information during Class I existing information surveys.

c) To compile a complete spreadsheet tracking the progress of objectives A and B, which will serve as a complete record of BLM cultural archaeological sites.

d) To verify and incorporated into GIS all data located on the CCDO’s hardcopy site and inventory maps into the internal GIS database and work with CCDO GIS specialists to print a new set of hardcopy maps containing updated GIS data.

2.1 DESCRIPTION OF PROJECT

This contract consists of four Tasks (1, 2, 3, and 4). The purpose of this contract is to 1) verify and correct GIS data, and produce new GIS data for missing records; 2) create digital scans of BLM cultural archaeological site forms with a prefix of 26CH currently missing form CCDO’s digital internal database; 3) produce a final record of all BLM-CCDO cultural archaeological sites and the status of their GIS data; and 4) digitize missing data contained on CCDO’s hardcopy inventory and sites maps into CCDO’s internal database and work with CCDO GIS specialists to print a new set of hardcopy reference maps.

All work will be completed within the BLM-CCDO building located at 5665 Morgan Mill Road, Carson City, NV. Access will be provided to the digital and analog cultural resource files of the BLM-CCDO. No records may be removed from the CCDO.

2.2 TASK 1 – VERIFYING, CORRECTING, AND ADDING BLM CULTURAL RESOURCE DATA

The project will start with assessing the accuracy of the digital representation of sites recorded on Carson City District-managed lands in Churchill County (records with a Smithsonian site number prefix of 26CH).

The geospatial data for sites in the CCDO database will be checked against source documents and corrected when necessary. Any missing attribute data will be added to the CCDO database from the source documents.

2.2.a Confirm that the existing 26CH site information is correct, enter any missing or incomplete attribute information, or correct incorrect or outdated information as necessary.

2.2.b The Project will involve updating up to approximately 3,200 site records.

2.2.c As site information is verified, corrected, or appended to the internal GIS database, it must also be recorded on a tracking spreadsheet of all completed tasks related to the clean-up project.

2.3 TASK 2 – CREATION OF ARCHIVAL-QUALITY DIGITAL SCANS OF ALL CULTURAL RESOURCE REPORTS AND ASSOCIATED DOCUMENTS 2.3.a As source documents are used to verify or correct data in the internal GIS database, the records missing from the BLM-CCDO digital archive will be scanned, using Government-furnished equipment, to create a digital record, as appropriate.

2.3.a Scans will be identified by their BLM site number, and stored on a secure government server.

2.4 TASK 3 – PRODUCE A FINAL RECORD OF ALL COMPLETED PROJECT WORK

Task 3 of this contract consists of data synthesis of the results from Tasks 1 and 2 to develop a final report in the form of a spreadsheet. The spreadsheet will serve as a record of the results accomplished during this contract.

2.4.a The format of the final record will be determined by the BLM-CCDO Project Manager.

2.4.b The final record must contain the identifying information of each archaeological site involved in the clean-up project.

2.4.c The final record will track the status in the NVCRIS database of each BLM archaeological site involved in the clean-up project.

2.4.d The final record will state whether a digital copy of each archaeological site has been created.

2.5 TASK 3 – DIGITZE AND VERIFY CCDO HARDCOPY INVENTORY/SITE MAPS

2.5.a Digitize, as necessary, and verify all data contained on CCDO’s hardcopy inventory and sites maps into CCDO’s internal database.

2.5b Coordinate with CCDO GIS specialists to print a new set of hardcopy reference maps.
