Cultural GIS Data Clean Up: Field Collection– CCDO Solicitation: 140L3920Q099 Questions and Answers

Q1: Will BLM handle printing of updated hard copy maps or does the vendor need to factor the printing into the price?

A1: The BLM has already printed a set of hardcopy maps for comparison with the heritage maps.

Q2: Can BLM’s GIS server be accessed remotely, to allow working remotely.

A2: Yes. There are a few options for remote access to GIS server, and also an option to provide the vendor with a cut of CCDO’s relevant section of the geodatabase via secure file transfer.

Q3: The geospatial data for sites in the CCDO database will be checked against source documents and corrected when necessary. Any missing attribute data will be added to the CCDO database from the source documents. *Does this mean assessing the accuracy by comparing digital data with georeferenced source data and or analog data? How many unique source documents are there per site? Are there site attributes available in an organized fashion for quick transfer to digital format? Or does the contractor search through documents for site attributes to be transferred to digital format?

A3: This means comparing digital data with analog data. There is one source document per site. Previously, the analog source data was used to create the initial digital source data, but not all the relevant attributes were captured digitally in the attribute table. There is one unique source document per site. Yes, analogue site attributes and the digital format match are organized.

Q4: Confirm that the existing 26CH site information is correct, enter any missing or incomplete attribute information, or correct incorrect or outdated information as necessary. *Will there be an available key document describing each of the required attributes, and the individual attribute requirements? Is the period of performance realistic? Our experience with the process: map search… scan… transfer across network…then georeference the map is a process that will take longer than 20 minutes. 3600 Digital Site Completions x 20 minutes = 6 months at 40 hrs per week. We are concerned that office bandwidth, typical GIS network speed, and limited office hours/workstations may make meeting the performance period a challenge, even at 39 minutes per record (1 year).

A4: Yes, there is an available key document describing in detail each of the required attributes and the individual attribute requirements. Although the period of performance is based on 3,600 26CH records, all of those records have been digitized, and many of those site records and corresponding digital information were recorded in that last 20 years. Much of the work involves verifying the older site record data - which have already been digitized - but may need more attributes captured digitally.

Q5: The format of the final record will be determined by the BLM-CCDO Project Manager. *When will this final record format be available? One assumes the final format may add additional work depending on its complexity.

A5: This refers to reporting the work accomplished, typically in a table format. Reporting procedure format is open to consultation with the vendor.

Q6: Digitize, as necessary, and verify all data contained on CCDO’s hardcopy inventory and sites maps into CCDO’s internal database. *Is this still only Churchill County Smithsonian data or “all” CCDO?

A6: This task is for all CCDO sites, and involves a light-table exercise of comparing two sets of maps to capture and compare information from the old set of maps onto to the new set of maps printed with current GIS data.

Q7: Coordinate with CCDO GIS specialists to print a new set of hardcopy reference maps. *Scale?, Approximate quantity and size?

A7: The scale and format is standard 7.5’ quadrangle and a template had already been prepared. Very little work would be expected to help the GIS coordinator print maps.

Q8: Access to a computer with ArcGIS, capable of accessing the internal GIS database, and equipped with any other application deemed necessary by the CCDO Project Manager. *What version of ArcGIS is required?

A8: ArcGIS version 10.7.1.

Q9: Final hardcopy maps – the Contractor will coordinate with CCDO GIS specialist to print a set of hardcopy inventory and site maps containing all existing and corrected GIS data. *Will a standard/template for map formatting, scale, printed map size and layers to be incorporated be provided? Exactly how many maps are involved?

A9: The scale and format is standard 7.5’ quadrangle and a template had already been prepared. The maps will be printed on CCDO equipment by the GIS coordinator. Some consultation with the vendor may be required during this process, and that communication can happen remotely.
